MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
COMMUNITY SERVICES COMMISSION
MONDAY, DECEMBER 11,1995
A regular meeting of the City of Temecula Community Services Commission was held on
Monday, December 11, 1995, 7:00 P.M. at Temecula City Hall Main Conference Room,
43174 Business Park Drive, Temecula, California. Chairman Jeff Comerchero called the
meeting to order. Commissioner Miller led the flag salute.

Also present were Community Services Director Shawn Nelson, Deputy Director Herman
Parker, Maintenance Superintendent Bruce Hartley, Development Services Administrator
Phyllis Ruse, Recreation Superintendent Julie Pelletier and Administrative Secretary Gail
Zigler.
PRESENTATIONS
The Community Services Commission presented a Certificate of Appreciation to the
following individual for outstanding service to the City of Temecula:

DIVISION REPORTS
Recreation Superintendent Julie Pelletier reported the following:
The Winter/Spring brochure has been sent out for printing. The brochure should be
complete and ready to mail in January 1996.
The Annual Breakfast With Santa and Snow Frolic will be held on Saturday,
December 16, 1995. In addition. there will be a Craft Fair from 10:00 AM - 1 :00
PM.

recreation events this month as follows:
- City Hall Grant Deed Presentation and Employee Recognition Ceremony
- Annual Electric Light Parade
- Community Recreation Center Triathlon
Butterfield Stage Park is currently under the 90 day maintenance period.
Staff replaced two controllers at the Sports Park which will eleviate unscheduled
watering. Staff is in the process of evaluating the irrigation system at the Sports
Park and will look at centralizing the system. Staff will also evaluate the irrigation
system for the medians to control water run-off.
In an effort to meet mitigation requirements from the Department of Fish and Game,
maintenance staff and Boy Scout Troop 337, earning their Community Services
merit badges, planted 200 native and riparian plants and trees in the streambed at
Rancho California Sports Park.
Commissioner Nimeshein stated that he has noticed a lot of vandalism at the park sites.
He asked staff to prepare a report of the repair costs related to vandalism.
Maintenance Superintendent Bruce Hartley stated that he contacts the Police Department
and asks for increased patrolling when there is repeated acts of vandalism at any particular
park site.
Director Nelson said that vandalism is not uncommon at public facilities and staff will
continue to monitor all incidents and report them to the Police Department.
Commissioner Henz suggested staff look at establishing a Park Watch Program. designed
along the guidelines of the Neighborhood Watch Program.
Director Nelson said staff will contact Neighborhood Watch and look into their programs
and report back to the Commission.
Development Services Administrator Phyllis Ruse reported the following:
Bids were opened for Sam Hicks Monument Park. The apparent low bidder is Mahr
Construction. Staff anticipates bringing the contract to City Council on December
19, 1995 and construction beginning in January, 1996.
On November 14, 1995 the City Council approved the construction contract to
Great West Construction for the Parkview Fire Station and Pauba Road widening.
Construction will begin in January 1996.
Staff has completed the RFP for the ADA improvements for John Magee Park, Calle
Aragon Park and Rancho California Sports Park.

Chairman Comerchero asked for a status on the Temecula Museum.
Ms. Ruse said construction of the museum will not begin until sometime after the
completion of the parksite improvements by the City of Temecula.
Chairman Comerchero asked if staff has considered relocating the play equipment at Sam
Hicks Monument Park.
Director Nelson said that staff will look at utilizing this equipment at another parksite.
COMMISSION BUSINESS
1. Approval of the Minutes
1.1 Approve the minutes of the November 13. 1995 Community Services
Commission Meeting.
Chairman Comerchero corrected the adjournment section of the minutes to state the
next regular meeting of the Community Services Commission will be held on
December 11, 1995.
It was moved by Commissioner Henz, seconded by Commissioner Nimeshein to
approve the minutes of the November 13, 1995 Community Services Commission
meeting as corrected.

2. Parks and Recreation Master Plan Update
Director Nelson- presented a overview of the Parks and Recreation Master Plan, the
Community Goals of the Master Plan and provided an update on the following:
Parks and Recreation Facilities Developed and Undeveloped
Bike Paths
Recreation Division Programs and Services
Commissioner Miller said he feels the Commission needs to define what they feel
Human Services encompasses. Commissioner Miller said he feels Human Services

should include services that would educate and improve the quality of life in the
community overall.
Commissioner Nimeshein commended staff for their progress over the last five
years. Commissioner Nimeshein also stated that a needs assessment should be
completed regarding the types of services desired and then define the number of
programs to be offered. He felt it was extremely important not to try to provide too
many programs.
Commissioner Soltysiak asked if it was possible to update the language of the
Master Plan annually.
Director Nelson said he does not feel it is necessary to update the inventories in the
Master Plan however. he agrees the Community Services Goals and Objectives need
to be updated. Director Nelson suggested Goal #3 be amended to read "Provide a
balanced recreation and human services program that meets the needs of all age
groups in the community".
Director Nelson told the Commission that he has had a vision for sometime for the
Northwest Sports Complex. He said that he would like to see a sports facility built
at this site which would not only provide a recreation opportunity for the
community, but also a revenue generating facility for the City.
Commissioner Henz suggested adding Human Services as Goal #4. He suggested
that as part of that, the Commission could prepare a brochure of all the Human
Services available in Temecula and distribute it to the Community. Commissioner
Henz also said that he was surprised that the City offers no programs for the
handicapped. Commissioner Henz said a common complaint he hears from the
youth in the community is that there is nothing to do. He said he would like the
Teen Council to present their needs to the Commission.
Chairman Comerchero also agreed that parameters need to be established for
Human Services programs.
Chairman Comerchero said that the on a future agenda, he would the Commission
to appoint a liaison to the Teen Council and the Sports Council.
Chairman Comerchero said he would like to see more special events i.e.. street fairs
in Old Town, and recreation programs for over 35 such as softball league.
The recommendation by the Chairman was to receive and file this report.

COMMUNITY SERVICES DIRECTOR'S REPORT
Director Nelson reminded the Commission of the Park Tour scheduled on Friday, December
15. 1995.8:30 A.M. at the Temecula City Hall.
COMMUNITY SERVICES COMMISSIONER REPORTS
Commissioner Nimeshein expressed a concern regarding the excessive bird droppings at
the Temecula Duck Pond which is a result of the over population of water fowl.
Director Nelson advised the Commission the City is currently working with a biologist and
the 4H Club to determine a effective method for managing the water fowl population at
this park site.
Commissioner Nimeshein thanked Director Nelson for the City Hall Grant Deed Presentation
and Employee Recognition Ceremony held on December 1. 1995. Commissioner
Nimeshein also commended Chairman Comerchero on his appearance before the City
Council with respect to the naming of the Duck Pond.
Commissioner Miller expressed concern that no progress has been made with regards to
the Louis Wolf gravesite. Commissioner Miller said that the Museum Foundation has not
moved forward with any action regarding the gravesite since the matter was turned over to
them by the City.
Director Nelson said staff can work with the family on resolving their tax issues with the
County. He said staff will also contact the Museum Foundation and find out what their
intentions are with regards to this issue.
ADJOURNMENT
It was moved by Commissioner Nimeshein, seconded by Commissioner Miller to adjourn at
10: 1 0 P.M. The motion was unanimously carried.
The next regular meeting of the Community Services Commission will be held on Monday,
January 8, 1996,7:00 P.M.. Temecula City Hall Main Conference Room. 43174 Business
Park Drive, Temecula, California.
