MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION FEBRUARY 13, 1995 A regular meeting of the City of Temecula Community Services Commission was called to order on Monday, February 13, 1995,7:00 P.M., at Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. Chairman Henry Miller presiding. Commissioner SOltysiak led the flag salute, PRESENT: 5 COMMISSIONERS: Comerchero, Nimeshein, Rund, Soltysiak, Miller ABSENT: o COMMISSIONERS: None Also present were Community Services Director Shawn Nelson, Recreation Superintendent Herman Parker, Maintenance Superintendent Bruce Hartley and Recording Secretary Barbara Maltby. SWEARING IN CEREMONY City Clerk June Greek administered the oath of office to incoming Commissioner Ginny Rund. PRESENTATIONS The Community Services Commission recognized the efforts of the following individuals and organizations: City of Temecula Police Chief Rick Sayre PUBLIC COMMENT None DIVISION REPORTS Recreation Superintendent Herman Parker reported the following: The outline for the guidelines of the Senior Citizen Advisory Committee have been completed and staff will move forward with advertising for members to serve on the committee. All winter/spring contract classes have been well received. Sign-ups for adult softball were completed. There are a total of 52 - 56 teams. March 1 - 3, 1995, adult volleyball sign-ups will be held. The following Teen Fest '95 activities are being planned: Spaghetti Dinner "Search for the Stars" talent competition Slimy Olympics Maintenance Superintendent Bruce Hartley reported the following: Staff has completed renovations at Paloma Del Sol, north and south fields and Rancho Vista fields. Staff will be completing the slope landscaping at the Senior Center. The restroom facility at Kent Hintergardt Memorial Park is near completion. The Ynez Road landscaping just completed the maintenance period and will be coming under City contract. Loma Linda Park Phase II is completed and open to the public. The following parks are currently under construction: Roripaugh Park Vandaele Park Kaufman and Broad Park Lyons Park Pala Community Park COMMISSION BUSINESS 1 . Aooroval of Minutes 1.1 Minutes of December 12, 1994. Chairman Miller asked for corrections as follows: Page 2, third paragraph, replace Parks and Recreation Commission with Community Services Commission. Page 3, sub-heading, replace Parks and Recreation Commission Reports with Community Services Commission Reports. It was moved by Commissioner Comerchero, seconded by Commissioner Soltysiak to approve the minutes of December 12, 1994 as amended. CSCMIN02l13196 04103196 . . COMMUNITY SERVICES COMMISSION MINUTES FEBRUARY 13. 1995 The motion carried as follows: AYES: 4 COMMISSIONERS: Comerchero, Rund, Soltysiak, Miller NOES: o COMMISSIONERS: None ABSENT: o COMMISSIONERS: None ABSTAIN: 1 COMMISSIONERS: Nimeshein 1.2 Minutes of January 9, 1995 It was moved by Commissioner Nimeshein, seconded by Commissioner Comerchero to approve the minutes of January 9, 1995. The motion carried as follows: AYES: 5 COMMISSIONERS: Comerchero, Nimeshein, Rund, Soltysiak, Miller NOES: o COMMISSIONERS: None ABSENT: o COMMISSIONERS: None 2. Swim Team Aareement Recreation Superintendent Herman Parker presented the staff report. Chairman Miller expressed concern about the language in Condition No.9 requiring security for swim team events. Director Nelson suggested amending the language to state, "the security shall include the locking of the security gates, except for when occupied by the Triton Swim Team. It was moved by Commissioner Comerchero, seconded by Commissioner Nimeshein to approve that the Community Services Commission approve the Agreement between the City of Temecula and the Triton Swim Team, for use of the Community Recreation Center Swimming Pool. Santa Gertrudis Creek Trail - Final Aareement with Riverside County Flood Control Director Nelson presented the staff report. Chairman Miller stated he feels the trail should offer handicapped accessibility to the blind. Commissioner Comerchero said he feels the agreement should go forward and if it is feasible to offer handicap accessibility to the blind, it could be implemented at some other time. Commissioner Nimeshein said he feels the Commission should address ADA requirements as they relate to the City as a whole. . It was moved by Commissioner Nimeshein, seconded by Commissioner Comerchero to approve the agreement between the City of Temecula and Riverside County Flood Control to utilize the Santa Gertrudis Channel Improvements for Recreational Trail purposes. The motion carried as follows: AYES: 5 COMMISSIONERS: Comerchero, Nimeshein, Rund, Soltysiak, Miller NOES: o COMMISSIONERS: None ABSENT: o COMMISSIONERS: None COMMUNITY SERVICES DIRECTOR REPORT Director Nelson reported the following: The following items will be on the City Council agenda: . Award contract to begin master planning of the Margarita Park Site. . Santa Gertrudis Creek Trail Agreement and Triton Swim Team Agreement. . RJM Design Group to provide design services for the desiltation lake. The department will be dedicating seven new City parks in the next twelve (12) months. CSCMlN02113196 , """'~, . . COMMUNITY SERVICES COMMISSION MINUTES FEBRUARY 13.1995 The League of California Cities Community Services Conference will be held in April, 1995. The Commission will be provided information regarding the conference. The Facilities Design of Excellent Award for the Temecula Community Recreation Center will be presented at the CPRS conference March 4, 1995. Mayor Jeff Stone and Community Services President Ron Roberts will be present at the conference to accept the award. COMMUNITY SERVICES COMMISSIONER REPORTS None ADJOURNMENT Chairman Miller declared the meeting adjourned at 9:00 P.M.
