The meeting was called to order by Chairman Ron Perry. PRESENT: COMMISSIONERS: Coe, Guerriero, Johnson, Sander, Perry. 5 ABSENT: COMMISSIONERS: None o Also present were Traffic Engineer Marty Lauber, Traffic Technician Hasib Baha, Sergeant Jim Domenoe and Recording Secretary Gail Zigler. PUBLIC COMMENT None COMMISSION BUSINESS 1. Minutes of December 9. 1993 1.1 Approve the minutes of December 9, 1993. It was moved by Commissioner Johnson, seconded by Commissioner Coe to approve the minutes of December 9, 1993 as mailed. The motion carried as follows: AYES: 5 COMMISSIONERS: Coe, Guerriero, Johnson, Perry, Sander NOES: o COMMISSIONERS: None ABSENT: o COMMISSIONERS: None 2. AII-Wav StOD At Meadows Parkwav and Rancho Vista Road Traffic Engineer Marty Lauber presented the staff report. Brad Karcher, 31562 Paseo Goleta, Temecula, a student at Temecula Middle School, advised the Commission he uses this route to travel back and forth to school and he has had several near miss traffic accidents. Mr. Karcher said the road is very dangerous for students who walk or ride their bikes to the school. PTSMIN01l21/94 -,- 2/14/94 . . PUBLlCITRAFFIC SAFETY COMMISSION MINUTES JANUARY 27. 1994 Kathy Nolte, 31720 Corte Cabrera, Temecula, addressed the Commission with her concern for the safety of her children and other students who use this route to travel back and forth to school. Traffic Engineer Marty Lauber advised he is currently working with individual schools to draft a "safe routes to school program". He said he would contact the school district and ask that Temecula Middle School be the next school a program is drafted for. Commissioner Guerriero said eventually the traffic counts will warrant an all-way stop however, the need for the stops are there now, and should not be put off to a later date. It was moved by Commissioner Guerriero, seconded by Commissioner Coe to recommend to the City Council that an all-way stop be installed at Meadows Parkway and Rancho Vista Road and a 45 mph speed limit be established on Rancho Vista between Butterfield Stage Road and Meadows Parkway. The motion carried as follows: AYES: 5 COMMISSIONERS: Coe, Guerriero, Johnson, Perry, Sander NOES: o COMMISSIONERS: None ABSENT: o COMMISSIONERS: None 3. "No-Parkina" - Avenida Barca North of Maraarita Road Traffic Engineer Marty Lauber presented the staff report and a video presentation. Mr. Lauber advised the Commission that prior to the start of the meeting, a petition was presented containing thirty-four signatures and photographs by Peggy Ko. William Couch, 29881 Los Nogales Road, Temecula, addressed the Commission with his concerns relating to the traffic dangers posed by individuals who use this street to pick-up and drop-off students. It was moved by Commissioner Johnson, seconded by Commissioner Coe to recommend the City Council establish a "No Parking" zone on Avenida Barca from Humber Drive to Via Monterey. Kahwea Road Marty Lauber presented the staff report recommending the opening of Kahwea Road between Calle Medusa and Via Norte.
