PUBLIC COMMENT
A total of 30 minutes is provided for members of the public to address the Commission on matters not
listed on the agenda. Each speaker is limited to 3 minutes. Public comments may be made in person at
the meeting by submitting a speaker card to the Commission Secretary or by submitting an email to be
read aloud into the record at the meeting. Email comments must be submitted to
CommunityServicesCommission@temeculaca .gov. Speaker cards for in-person comments will be
called in the order received by the Commission Secretary and then, if time remains, email comments
will be read. Email comments on all matters must be received prior to the time the item is called for
public comments. All public participation is governed by the Council Policy regarding Public
Participation at Meetings adopted by Resolution No . 2021-54.

Recommendation: That the Commission approve the action minutes of December 12, 2022.
Approved the Staff Recommendation (3-0): Motion by Oddi, Second by Hawkes. The vote
reflected unanimous approval with Castro and Kingsberg abstaining.
BUSINESS
2. Selection of Chair and Vice Chair for Calendar Year 2023
Recommendation: That the Commission select the Chair and Vice Chair for calendar year
2023.
Approved to appoint Commissioner Sizemore as the Chairperson for calendar year 2023 (5-0):
Motion by Oddi, Second by Kingsberg. The vote reflected unanimous approval.
Approved to appoint Commissioner Oddi as the Vice Chairperson for calendar year 2023 (5-0):

SUBJECT: Review Current Community Services Commission Mission and Discussion of
Priorities

RECOMMENDATION: That the Commission review the current mission of the Community
Services Commission and make recommendations for changes and priorities.
BACKGROUND: On April 17, 1990, Resolution No. 90-39 established the Temecula
Parks and Recreation Commission. Duties of Commission included: Review and make
recommendations to the City Council concerning the Parks and Recreation element of the General
Plan and work with the Temecula Community Services District, the Temecula Valley Unified
School District and other city departments and community groups to provide parks and recreation
services and programs for the community. On February 2, 1993, Ordinance No. 93-06 was
accepted by the Temecula City Council to officially change the name of said Parks and Recreation
Commission to the Community Services Commission.
The Mission (duties) of the Commission have not been formally reviewed or revised since
inception. Over the past 30 years the City along with the Community Services Department have
evolved, and the Commission Chair has recommended reviewing the mission and Commission
priorities, and consider making recommendations.

RESOLUTION NO. 90-39
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMECULA ESTABLISHING THE ORGANIZATION,
OBJECTIVES, AND RESPONSIBILITIES OF A
TEMECULA PARKS AND RECREATION COMMISSION
The City Council of the City of Temecula does resolve, determine and order as
follows:
Section 1. Establishment of Commission. Pursuant to Section 13.01 of the Temecula
Municipal Code, there is hereby created an advisory commission which shall be known as the
Temecula Parks and Recreation Commission."
Section 2. Commission Membership. The Temecula Parks and Recreation Commission
shall consist of five (5) members to be nominated and appointed pursuant to Chapter 2.06.050
of the Temecula Municipal Code.
Section 3. Staff Assistance. The City Manager shall ensure that adequate staff will be
allocated to provide necessary technical and clerical assistance to the Commission.
Section 4. Time and Place of Meetings. The Temecula Parks and Recreation
Commission shall establish a regular date, time and place for Commission meetings, which shall
be open to the public. Said meetings shall occur no less frequently than once a month.
Section 5. Term. The Temecula Parks and Recreation Commission shall continue in
effect pursuant to Chapter 2.06.060 of the Temecula Municipal Code.
Section 6. Duties of Commission. The duties of the Temecula Parks and Recreation
Commission shall be as follows:
Review and make recommendations to the City Council concerning the Parks
and Recreation element of the General Plan and work with the Temecula
Community Services District, the Temecula Valley Unified School District and
other city departments and community groups to provide parks and recreation
services and programs for the community.

Section 7. This Resolution shall become effective concurrently with the effective date
of the City Ordinance adding Chapter 13.01 of the City Municipal Code. The City Clerk shall
certify the adoption of this resolution.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TEMECULA AMENDING CHAPTER 13.01 TO THE TEMECULA
MUNICIPAL CODE RELATING TO THE ESTABLISHMENT OF A
TEMECULA COMMUNITY SERVICES COMMISSION
WHEREAS, On April 24, 1990, the City Council of the City of Temecula adopted
Ordinance 90 -05, which added Chapter 13.01 to the Temecula Municipal Code establishing the
Temecula Parks and Recreation Commission, and
WHEREAS, on February 2, 1993, after due consideration, the Temecula City Council
accepted the recommendation of the Parks and Recreation Commission to officially change the
name of said Parks and Recreation Commission to the Community Services Commission;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMECULA DOES
RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. Chapter 13.01 of the Temecula Municipal Code is hereby amended as
follows:
13.01.010 Temecula Community Services Commission - Established. There is
hereby established a Temecula Community Services Commission.

13.01.020 Time and place of meeting. The time and place of the meetings of
the Temecula Community Services Commission shall be established by resolution
of the Commission.
13.01.030 Duties. The duties of the Temecula Community Services Commission
shall be established by resolution of the City Council."
Section 2. SEVERABILITY. The City Council hereby declares that the provisions of
this Ordinance are severable and if for any reason a court of competent jurisdiction shall hold
any sentence, paragraph, or section of this Ordinance to be invalid, such decision shall not affect
the validity of the remaining parts of this Ordinance.
Section 3. This Ordinance shall be in full force and effect thirty (30) days after its
passage.

Section 4. The City Clerk shall certify to the adoption of this Ordinance and cause the
same to be posted in the manner prescribed by law.

BACKGROUND: For the past few years each Commission has been afforded the
opportunity to make a short presentation during one City Council meeting each year introducing
the Commission members and highlight the amazing activities, programs, facilities and events we
offer.
Staff is recommending a discussion of items that should be included in the PowerPoint presentation
keeping in mind the presentation can be no longer than 10 minutes.
