MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
COMMUNITY SERVICES DEPARTMENT
HELD MONDAY, MARCH 9, 1998
A regular meeting of the City of Temecula Community Services Commission was held on
Monday, March 9, 1998 7:00 P.M., at the Temecula City Hall, 43200 Business Park Drive,
Temecula, California. The meeting was called to order by Chairman Tom Edwards.
Commissioner Henz led the flag salute.

Also present were Community Services Director Shawn Nelson, Deputy Director Herman Parker,
Recreation Superintendent Julie Pelletier, Development Services Administrator Phyllis Ruse,
Maintenance Superintendent Kevin Harrington and Administrative Secretary Gail Zigler.
PRESENTATIONS
The Community Services Commission presented a Certificate of Appreciation to:

PUBLIC COMMENTS
None
DIVISION REPORTS
Maintenance Superintendent Kevin Harrington reported the following projects were completed
by maintenance division staff:
Installation of pass through windows on the interior doors of City' Hall was completed.
Grading completed at the Park View park site.
Refurbished the planters at City Hall.
Assisted with the E.O.C. set-up on February 23, 1998, during heavy rains.
Repainted the interior of the Temecula Community Center.

DIVISION REPORTS (continued I
Commissioner Henz asked how the parks and facilities were holding up during this winter's
storms.
Kevin reported that the parks and facilities were doing well. He said one hillside did experience
a wash out and some trees were lost as a result.
Recreation Superintendent Julie Pelletier reported the following:
On February 27, 1998, the Recreation Division held a Family Fun Night at the
Community Recreation Center. The theme was" Jungle Night", and "The Jungle Book"
movie was shown. Also crafts were provided and a visit from Animal Ambassadors.
On May 1, 1998, the Community Services Department will present "Call Of The Wild".
At this event, Animal Ambassadors will present their wildlife conservation education
program.
The next Family Fun Night is scheduled for June 12, 1998, and the theme is baseball.
Staff is currently putting together the Spring Egg Hunt. This event is scheduled for
Saturday, April 11, 1998, and will be held at the Rancho California Sports Park, Paloma
Del Sol Park and Rotary Park.
The annual Temecula Spring Fair is scheduled for Saturday, April 18, 1998, and will be
held at the Community Recreation Center.
The Community Recreation Center Pool is scheduled to open on April 18, 1998, for the
spring season.
Staff is beginning the preliminary preparations for the July 4th Extravaganza.
Director Nelson advised the Commission the fireworks display will be 25 minutes long.
Commissioner Meyler complimented the February 26, 1998, Jazz Ensemble Concert which was
held in the amphitheater at the Community Recreation Center.
The Commission as a whole asked that staff keep them advised of upcoming events on a
regular basis.

Development Services Administrator Phyllis Ruse reported the following:
The architect for the Temecula Central Library project has been selected and staff is
currently in negotiations with the number one ranked firm. A recommendation will go
forward to the City Council on April 28. 1998.
The pre-construction meeting for Winchester Creek Park is scheduled for Monday.
March 16. 1998. It is anticipated construction will begin prior to March 30. 1998.
Director Nelson advised the Commission the Press Enterprise will be running an article regarding
the water fowl at the Temecula Duck Pond. He said he advised the reporter the City has
removed coots from this park site on two occasions. Director Nelson advised the Commission
the City has received correspondence from PET A and staff has drafted a letter to them
explaining that the City will manage the situation as appropriately as possible and will continue
to look for more humane alternatives to dealing with the water fowl population at the Temecula
Duck Pond.
COMMISSION BUSINESS
1 . Aaaroval of the Minutes
Commissioner Miller noted a error on Page 1. under Presentations. which reads "5 Year
. Service Pin presented to Shawn Nelson". This should read. "5 Year Service Pin
presented to Commissioner Henry Miller".
It was moved by Commissioner Miller. seconded by Commissioner Henz to approve the
minutes of the February 9. 1998 Community Services Commission meeting.

2. Joint Meetina with the Community Services Commission and City Council
Director Nelson presented the staff report.
Commissioner Henz named the following topics for discussion:
Northwest Sports Complex
Cultural Arts Master Plan
Library
Teen Activities
Commissioner Miller said he would like to discuss historical preservation aspects of the

Cultural Arts Master Plan.
Commissioner Meyler said he would like to discuss the Commission's involvement in the
library.
Commissioner Henz asked what is planned for the Northwest Sports Complex.
Director Nelson said staff would update the Commission on the status of this parksite
at the April Commission meeting. He said that Council Member Steve Ford has
discussed some ideas for this site, however staff does feel that the implementation of
this proposal may take some time.
Director Nelson said the Commission should discuss their role in Cultural Arts Master
Plan.
Commissioner Henz asked staff to place the agenda for the joint Commission/City
Council meeting on the April agenda for the Commission's review.
Director Nelson said the joint meeting would be scheduled after the April 13, 1998,
Community Services Commission meeting.
3. 5Dorts Leaoues
Recreation Coordinator Jeff Lawrence presented the staff report. Jeff provided the
Commission with a break.down of the number of participants in the various youth and
adult sports leagues.
Commissioner Henz asked if there were adequate sports fields in the City.
Jeff said the leagues always express concern over the number of fields available for the
sports leagues.
Commissioner Henz said with the rapid increase in the City's population, he envisions
a shortage in fields to meet the increasing demands of the youth sports programs.
Director Nelson said the City is currently starting construction on Margarita Community
Park which will provide two additional fully lit ball fields. The future the Campos Verdes
Middle School will provide an additional 15 acres of park land. Also, the potential
annexation of Redhawk and Vail Ranch will provide an additional middle school, which
is another excellent opportunity to add another 15 acres of park land to the City's Parks
and Recreation program.
Commissioner Meyler suggested the annexation be added to topics for discussion at the
joint meeting.
Recreation Supervisor Lorri Ann Amavisca advised the Commission there is a Sunday

Challenger League, organized for disabled kids ages 5 - 18 years of age.
Commissioner Henz asked for a status on the equipment rental operation at the
Temecula Skate Park.
Recreation Superintendent Julie Pelletier said she would update the Commission on the
status of the rental operation at the next Commission meeting.
COMMUNITY SERVICES DIRECTOR'S REPORT
Director Nelson reported the following:
The Annual CPRS Conference will be held March 13 - 15, 1998, in Long Beach. Staff will be
conducting a session on the Temecula Skate Park and Roller Hockey Rink with a video and slide
presentation. The City of Temecula will be presented with two awards at the banquet for the
July 4th Logo and the July 4th poster.
The Commission expressed an interest in viewing the Temecula Skate Park video.
Director Nelson said staff would show the video at the April Commission meeting.
COMMUNITY SERVICES COMMISSIONER REPORTS
Commissioner Miller thanked Lorri Ann Amavisca and Jeff Lawrence for their presentation.
Commissioner Meyler advised the date for Concert on the Green has been changed to
September 27, 1998.
Commissioner Meyler said Recreation Superintendent Julie Pelletier provided a nice wish list of
projects for the Rotary Club to sponsor.
Chairman Edwards asked about the status of the air conditioning at the Community Recreation
Center gymnasium.
Deputy Director Herman Parker advised the air conditioning project is currently out to bid. Bid
opening is scheduled for March 25, 1998.
