HomeMy WebLinkAbout101397 CSC Minutes . . MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES DEPARTMENT HELD MONDAY, OCTOBER 13,1997 . A regular meeting of the City of Temecula Community Services Commission was held on Monday, October 13,1997,7:00 P.M, at the Temecula City Hall, 43200 Business Park Drive, Temecula, California. The meeting was called to order by Chairman Jack Henz. Commissioner Edwards led the flag salute. ' PRESENT: '5 COMMISSIONERS: Comerchero, Edwards, Nimeshein, Henz Miller, ABSENT: o COMMISSIONERS: None Also present were Community Services Director Shawn Nelson, Deputy Director Herman Parker, Recreation Superintendent Julie Pelletier, Development Services Administrator Phyllis Ruse and Administrative Secretary Gail Zigler. PRESENTATIONS The Community Services Commission: presented a Certificate of Appreciation to: Donna Vedra, City of Temecula Van Driver PUBLIC COMMENTS None DIVISION REPORTS , Development Services Administrator Phyllis Ruse reported the following: Staff is working with Public Works to start removing the silt from the desilting basin in Rancho California Sports Park. The City has entered an agreement with a biologist to I oversee the removal of the most recently deposited silt. This is a three year program. Murrieta Creek Pilot Park is a private entity and not a public project. The developer intends to dedicate to the City at a future date, therefore the project is going through the City plan check process. ,The park will consist of meandering sidewalks, picnic facilities, equestrian trail and walking path, and a small parking lot. The first plan check is in on the Margarita Sidewalk Project. This project consists of sidewalks, gutters, curbs, fencing and landscaping along Margarita, between Pauba and Rancho Vista Roads. Commissioner Miller asked for a status report on Margarita Community Park. r:'Iminutes\10l397.csd . . Phyllis Ruse explained that Margarita Community Park is still in plan check with the State Architect. Staff anticipates this project will be out to bid in late November. Commissioner Nimeshein asked if the .pilot park project is under construction. Director Nelson explained that this is a $300,000 to $400,000 project, however there us only $10,000 in funds available. He explained that staff feels the design is good and fits the overall scheme of the trail system. Recreation Superintendent Julie Pelletier reported the following: The first Skate Park competition was held on September 20, 1997. There were 50 participants and 250 spectators. She explained that there has been a request for more of these programs and staff will be looking at scheduling more of these events. Staff will be working on the Winter/Spring issue of the recreation brochure which will be mailed out to City of Temecula residents at the first of January, 1998. Julie advised the Commissioners there is a' braille issue of the brochure at City Hall as well as a large " print issue. .. The annual Halloween Spooktacular Event is scheduled for Friday, October 24, 1997, at the Temecula Skate Park Roller Hockey arena. There will be costume contests, screaming contests, scarecrow contests, coloring contests, a jolly jump, and carnival booths. Friday, October 31, 1997, the City has planned a Friday Fright Night at the Community Recreation Center. This event is planned as a Halloween alternative for those with smaller children who don't want to take their children out trick-or-treating. The Temecula Community Center is planning a Halloween evening event as well. The annual Volunteer Recognition event is scheduled for Thursday, October 30, 1997, 1:00 p.m. at the Temecula Cbmmunity Recreation Center. The theme is .Your Magical Touch" and a magician will be providing the entertainment. and guests will be making their own banana splits. The annual Santa's Electric Ugh~ Parade is scheduled for Thursday, December 4, 1997, followed by th~ annual Holiday Ughts and Festive Sights event on December 10, 1997. Commissioner Nimeshein asked how much it cost the City to prepare the recreation brochure. Julie Pelletier said there are two issues of the recreation brochure annually, and each issue costs approximately $15,000, plus an additional $2,000 for each issue to be mailed to the residents of the City of Temecula. Commissioner Nimeshein asked what kind of activities will be offered at the Friday Fright Night. Julie Pelletier explained the activities planned for that event include a costume contest, movie, pinata, arts and crafts, etc. r.\minutcs\101397.csd 2 . . Maintenance Superintendent Kevin Harrington reported the following: The maintenance division has implemented a stand-by call out program. The maintenance department staff will serve on the stand-by call out program on a rotation basis. The maintenance division is working on a preventative maintenance program, cleaning out storm drains, trimm,ing trees, etc., in preparation of the anticipated EI Nino weather conditions. The maintenance division staff coordinated the refurbishing of the entry monument signs with the Church of Later Day Saints and Outdoor Media Group. COMMISSION BUSINESS 1 . It was moved by Commissioner Comerchero, seconded by Commissioner Miller to appoint Commissioner Edwards as Chairperson of the Community Services from November 1, :1997 to October 31 i 1998. This was a receive an file report. r:\minutcs\101397.csd 4 . . Community Services Director's Renort Director Nelson explained the Temeku Hills Golf Course resident green fee discount program. The proposed discount is $5.00 per player per round weekdays before 7:30 am and between 10:30 am and 12:30.pm; and, $7.00 per player per round weekends between 10:30 am and 12:30 pm. Director Nelson advised the Commission he will be speaking at the Ortega Parks and Recreation District Board meeting on Wednesday, October 15, 1997, regarding Proposition 218. Community Services Commissioner ReDorts Commissioner Miller advised the Commission he received a proclamation from the City Council on October 7, 1997, observing October 17, 1997 as the bicentennial of Temecula. Commissioner Miller gave the plaque to staff to frame and hang at City Hall. Commissioner Edwards thanked the Commission for his nomination for Chairperson of the Community Services .Commission. He congratulated Kevin Harrington on his promotion and welcbmed him to the r'ne~tings.
