COMMUNITY SERVICES COMMISSION
MONDAY, NOVEMBER 25, 1996
A re9ular meeting of the City of Temecula Community Services Commission was held on
Monday, November 25, 1996, 7:00 P.M. at the Temecula City Hall Main Conference Room,
43200 Business Park Drive, Temecula, California. Chairman Comerchero called the meeting
to order.

Also present were Community Services Director Shawn Nelson, Deputy Director Herman
Parker, Development Services Administrator Phyllis Ruse, Maintenance Superintendent Bruce
Hartley, Recreation Superintendent Julie Pelletier and Administrative Secretary Gail Zigler.
PRESENTATIONS
The Community Services Commission presented a Certificate of Appreciation to:
John Meyer, City of Temecula Employee
Gene Gonzales, Temecula Unified School District
PUBLIC COMMENTS
None
DIVISION REPORTS
Maintenance Superintendent Bruce Hartley reported the following:
Staff has been working hard on getting the new City Hall and the Temecula
Community Center ready for occupancy.
The division has added some new project inspectors and custodians which has
required staff to spend some of their time training new employees.
Staff is currently completing renovations to the Community Recreation Center pool.

Staff is preparing for field renovations once soccer season ends.

Development Services Administrator Phyllis Ruse provided the following update:
Staff released an informal bid for acoustical panels in the Community Recreation
Center gymnasium. The installation of these panels will reduce the noise levels
within the gymnasium during activities. The bids came in higher than anticipated,
therefore staff is preparing the documents now for a formal bid.
Staff has been working with the Alhambra Group to design a foot bridge at the
Sports Park from the new parking lot across the Arizona Crossing to the tot lot, to
encourage pedestrians to not walk through the Arizona Crossing to access the Tot
Lot, Temecula Skate Park and roller hockey rink. We have completed the permit
application with Fish & Game.
Commissioner Nimeshein asked if the Community Services Department is involved in the 6th
Street Parking Project.
Director Nelson advised that the Temecula Stage Stop is a Redevelopment Project, however
the Community Services Department is participating in the construction of the parking lot
and restroom project.
Commissioner Nimeshein asked the status of the Father's Day Car Show.
Director Nelson advised that staff has given the Car Club participants a. 18 month notice
that they will no longer be able to use the turf at the Sports Park for their annual Father's
Day Car Show. Director Nelson stated that he believes the Car Club will still bring forward a
request to use the park site for a show again. He advised that staff's recommendation will
be for denial.
Recreation Superintendent Julie Pelletier reported the following:
Upcoming special events the Community Services Department will be participating in
are:
4th Annual Santa's Electric Light Parade. The parade will travel down
Jefferson Avenue from Del Rio to Overland.
5th Annual Holiday Lights and Festive Sights will be held on December 12th
and 13th, with the awards ceremony held on December 15th, 1996.
Breakfast with Santa and Snow Frolic will be held on December 14, 1996.

COMMISSION BUSINESS
1. Aooroval of Minutes
1.1 Approve the minutes of the October 14, 1996 Community Services
Commission meeting.
Commissioner Comerchero stated that he did asked about bus service from the
Community Recreation Centers.
Director Nelson directed Herman Parker to look at how the RT A route interfaces with
the Community Center.

2. Fox Initiative - Prooosition 218
Director Nelson outlined the impacts of Proposition 218 to the Temecula Community
Services and the City's proposed replacement tax, which will continue to allow the
Temecula Community Services District to provide the same programs that are
currently being offered with no increase in cost to the property owners without an
approval by the voters.
Commissioner Comerchero confirmed that Director Nelson said if the replacement tax
is approved by a 2/3 majority, the tax cannot increase without another election of
the voters.
Director Nelson confirmed this is correct.
Commissioner Comerchero asked what would be the scenario if the replacement tax
is not passed.
Director Nelson said the outlook would not be positive for the City. If the
replacement tax does not pass, it may mean that the City will have to close some
facilities, reduce hours of operations at other facilities, reduce the level of
maintenance at parks, close some parks (fence off). eliminate many recreation
programs, eliminate special events such the 4th of July parade, Santa's Electric Light
Parade, Annual Easter Egg Hunt, Annual Breakfast with Santa and Snow Frolic, etc.

Director Nelson added that public safety may be impacted.
Commissioner Comerchero commended staff on the verbiage in the ballot measure.
He said he feels it is very important that the public be made aware that this is a
replacement tax and will be at the same rate as the existing TCSD rates.
Chairman Henz asked if the Commission has any constraints with regards to
participating in a campaign to promote Measure C.
Director Nelson said the City Attorney would have to make the final determination on
the Commissioners position with regards to this ballot measure.
3. Cancel December 6 1996 Park Tour
Director Nelson advised the Commission the December 6, 1996 park tour should be
canceled due to conflicts with vacation scheduled.
It was moved by Commissioner Comerchero, seconded by Commissioner Nimeshein
to cancel the park tour scheduled for December 6, 1996.
The motion carried as follows:

COMMUNITY SERVICES DIRECTOR'S REPORT
Director Nelson advised he will be bringing forward to the City Council on November 26,
1996, a recommendation for ballot Measure C for the March 4, 1997 election.
COMMISSIONER REPORTS
Commissioner Miller said he did some research and he has found the RTA bus schedule
connects the Temecula Community Center on Pujol Street with the Community Recreation
Center on Rancho Vista Street.

It was moved by Commissioner Comerchero, seconded by Commissioner Miller to adjourn at
8:30 P.M. The motion was unanimously carried.
