PUBLIC COMMENT
A total of 30 minutes is provided for members of the public to address the Commission on matters not
listed on the agenda. Each speaker is limited to 3 minutes. Public comments may be made in person at
the meeting by submitting a speaker card to the Commission Secretary or by submitting an email to be
read aloud into the record at the meeting. Email comments must be submitted to
REDICommission@temeculaca.gov. Speaker cards for in -person comments will be called in the order
received by the Commission Secretary and then, if time remains, email comments will be read. Email
comments on all matters must be received prior to the time the item is called for public comments. All
public participation is governed by the Council Policy regarding Public Participation at Meetings
adopted by Resolution No. 2021-54.
CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine and all will be enacted by one
roll call vote. There will be no discussion of these items unless members of the Commission request

of the agenda), distributed to a majority of the Race, Equity, Diversity and Inclusion Commission regarding any
item on the agenda, will be available for public viewing in the main reception area of the Temecula Civic Center
during normal business hours at least 72 hours prior to the meeting. The material will also be available on the

RECOMMENDATION: That the Commission receive and file the budget engagement
session and provide general recommendation regarding the same.
BACKGROUND: Each year in February, City staff begins the development of the
Annual Operating Budget and the Five -Year Capital Improvement Program (CIP), which include
Budget Engagement Sessions with each of the City's Boards and Commissions. These sessions
are designed to engage the Board and Commission members and community early in the
development of the Annual Operating and Capital Improvement Program Budget process.
Feedback obtained through the Budget Engagement Sessions is utilized to support programs,
projects and events that are recommended in the Proposed Budget and CIP. The aggregated
feedback from these sessions will be reported back to the City Council in their Budget Workshop
held in May.

Dear Temecula REDI Commission;
As a city commission devoted to many racialist aspects within our community, I bring to
your attention this news story that racism is allegedly driving wildlife out of urban areas
and into gentrified and/or other so-called "white" communities. This rather startling
news report is based on a National Academy of Sciences study by ... "experts."
So now, wildlife animals are racist? Why can't wildlife learn to all just get along with
inner city folks? Should these bigoted and recalcitrant critters be re -conditioned and
then transplanted back into the urban landscape? What does the REDI Commission
intend to do about this?
Does Temecula harbor racist rattlesnakes? Bigoted black bears? Rancorous raccoons?
Demonic ducks at the Duck Pond?
Well, before you go full out on a snipe hunting expedition, perhaps my wildlife points are
simply an exercise in illustrating absurdity by being absurd.
But in reality my deeper concern for quite some time has been
that the REDI Commission was modeled on the National League of
Cities' REAL program. This REAL program was developed in a leftist partnership with
the George Soros supported and funded racial pressure group Race
Forward with the Othering and Belonging Institute, through their jointly created left-
wing non-profit group named the Government Alliance on Race and Equity.
The blueprint and origins of the REDI Commission and Initiative all smack of far left-
wing, social justice and radical activism. Simply put ... this is all just NGOs gone wild.
If this commission is to remain, then perhaps it is time to rename it to actually make it
inclusive to everyone in Temecula. More suitable names like the Commission for the
Humanities, the Human Relations Commission, or the Cultural and Humanities
Commission could make this commission more open and inviting to everyone.
After all, we are all human beings endowed by our Creator with certain unalienable
Rights. The current name of this commission panders to racial animus, socially
constructed victimhood, and covetousness. As human beings we are all stamped

with Imago Dei since creation and birth. We are separate and distinct from the wild
animals in nature.
If this commission is to remain, then let it have a name that does not cater to base
animalistic instincts.
