OLD TOWN TEMECULA
HISTORICAL PRESERVATION DISTRICT
LOCAL REVIEW BOARD
Regular Meeting
November 8, 1993
Members Present: Larry Markham, Bob Morris, and Bill Harker
City Staff: Mathew Fagan
The meeting was called to order by Mathew Fagan at 9:15 a.m.
in the Board Room of the Community Center, 28816 Pujol Street
There were no public comments.
1. Minutes of the October 11, 1993 meeting were approved
with Harker abstaining.
2. Under projects for review, Fagan presented a rendering of
a wooden sign to hang from the po~tico beams on the old
Rancon building next door to Rosa's Cantina. The pro-
posed sign meets design cr-iteria and was approved.
3.
Fagan gave a status report in which he said the Build-
ing & Safety temporary sign enforcement was meeting with
some resistance. The enforcement started at Granny's on
Jefferson and is working its way south and should reach
Old Town in about three weeks. He said the canvas
canopy that was on Front Street next to the Swing Inn
has been moved to the rear of the property.
Markham suggested that bar coded approval tags be place
on signs which could then be read with a had scanner and
would prevent counterfeiting.
Fagan said the sign at the Bank of Mexican Food has not
been approved. He added that finalization of the speci-
fic plan for Old Town is awaiting adoption of the general
plan.
4. Fagan reported that Dave Hogan is still working with TTA
and OTTMA and that copies of the revised and updated by-
laws have been distributed to Board members of both
organizations.
5. On a motion by Harker, seconded by Markham the Board went
on record as supporting the TTA written request to have
the Preservation District extended to cover both sides of
Pujol Street from First Street south to the end of the
pavement. Harker was asked to forward this information
on to the City Council.
6. Several matters came up under Board Discussion. Markham

stated he felt there were too many driveways (four) at
the Unical 76 station on Front Street and Rancho Calif.
Road. It was agreed that the situation is creating some
traffic problems.
The Board questioned appropiatness of the light stand-
ards in the parking lot of the new Senior. Center. It
was suggested that they be replaced with something more
conforming and that the present standards be placed in
one of the new City parks being constructed.
Fagan said the status and terms of the Review Board mem-
bers will be established once the Specific Plan is
adopted and the members will then be advised. .
It was reported that Bob Lord has applied for two vend-
ing car"ts to be used within the confines of Butterfield
Square.
Markham asked that we get an update from the City on
completion of the cleanup of the Henning property on the
West side of Pujol street. Markham said the Pujol im-
provement project will be on the Nov. 9 City Council
agenda.
Treatment of sidewalks and curbs in Old Town under the
Specific plan were discussed. Members would like to see
granite curbs with brick and or wood sidewalks.
Morris agreed to provide renderings of enclosures for
rest rooms and trash containers.
Fagan said he would have Dave Hogan at the next Review
Board meeting to hear things the Board is concerned
abou t .
Markham reported on the latest design development of the
flood control channel and said that if an upstream
retention basin is established it will eliminate the need
for a concrete box channel through Old Town and soft
sides could be used.
The members present agreed to continue starting the Board
meetings at 9 a.m.
There being no further business nor need for a walking
tour or Old Town, the meeting was adjourned at 10:15 a.m.
