OLD TOWN TEMECULA HISTORICAL PRESERVATION DISTRICT Regular Meeting Board August 9, 1993 Members Present: Bob Morris, Larry Markham, Tony Terich, and Bill Harker City Staff: Mathew Fagan and Marianne Salazar There were no public comments. 1 . Minutes of the June 14, 1993 meeting were approved. meeting was held in July. No 2. Mathew introduced Marianne Salazar, recently hired as the City Code Enforcement Officer. 3. Fagan displayed the design for a sign proposed by California Concrete to be placed on the back of his building so it would be visible from the freeway. The Board felt the phone number was much too large with respect to the other lettering on the sign and asked that the applicant be advised to reverse the sizes of the lettering or that the phone number be deleted. . 4. The small structure proposed by Bob Lord for erection in Butterfield Square was discussed and no objections were found to his most recently submitted design and roof tile samples. 5. Fagan gave a projects status report in which he said the Specific Plan for Old Town is awaiting approval of the General Plan which will go to public hearing on August 17th. It will then go before the City Council. He reported that Dave Hogan is working with the merchants in Old Town on setting up the Main Street Program. Fagan said that when the Specific Plan is approved a new Review Board will be appointed. He reported that the new Senior Center is set for comple-tion Sept. 8th or 9th. 6 . Marianne Salazar reported on her activities in Old Town since assuming her duties as Code Enforcement Officer. She said she has been walking the area two days a week advising merchants of the sign ordinance and checking on whether or not they have a business license. She said a number of the people she contacted did not have a license. She said the people have been receptive to her efforts but do not like the temporary sign ordinance and . -more- . . Minutes, Review Board Meeting, 08/09/93 Pg. 2 . complain about the economy. 7. Markham reported he has seen a number of people video taping and photographing areas in Old Town. 8. When asked by Harker, Marianne replied that Rosa's Cantina is beginning to comply. 9. Discussion was held regarding the need for more parking for patrons of the Midnight Roundup and the use of neon signs on the inside of windows facing the street. 10. With respect to the produce stand nest to ~he Swing Inn it was reported that Hasson has obtained the required permits and is complying with the codes. Markham expressed concern over the tent canopy which could take off in one of the, high winds we experience and felt something more permanent or structurally sound should be used, but if this were done it might require a building permit. . 11. Fagan asked that anytime Board members see something in Old Town that does not look right to let him know. 12. The suggestion was made to take photos of original per- mitted signs as a control over changes made to them without the necessary new permits. 13. The Board agreed that the City should begin encouraging landlords and building owners to advise their tenants of the sign ordinances. 14. Salazar reported the City will soon be clearing the lot on Pujol Street just south of the Raish property. 15. Markham said he would be attending the TTA Board meeting on Aug. 17th to discuss the need for public toilets in Old Town. There being no further business the meeting adjourned to a walking tour of Old Town at 10:15 a.m. . 199/N ~a W.A.
