OLD TOWN TEMECULA
HISTORICAL PRESERVATION DISTRICT
LOCAL REVIEW BOARD
Regular Meeting

April 12, 1993
Members Present: Walt Allen, Tony Terich, Larry Markham,
Bob Morris, and Bill Harker
City Staff: Mathew Fagan
The meeting was called to order by Mathew Fagan at 9:10 a.m.
in the Board Room of the Community Center, 28816 Pujol Street
There were no comments from the public.
1. Minutes of the March 8, 1993 regular meeting were
approved as written.
2. There were no projects to be approved.
3. Fagan reported that grading at the new Senior Center will
be starting on Monday, April 19 and that the interior
renovation has been completed. Project completion is set
for sometime in May and there will probably be some sort
of Grand, Opening ceremony in July at a date to be
announced later.
He said that funding sources for retrofiting the
Mercantile building have been recommended by the City.

Fagan reported that the temporary sign ordinance will go
before the City Council at their April 13th meeting and
will be the original draft. He said we will need some
sort of enforcement direction.
4. A report on the final Old Town Specific Plan Steering
Committee meeting was given by Harker, Fagan, and Markham
indicating that the request from John Moramarco would be
incorporated in the plan. Fagan said that draft copies
of the plan would be available for review at the City
Hall and the plan will go to the Planning Commission in
June. He said they are now starting the EIR study.
5. Harker brought up the subject of flood control and the
confusion being created by U.R.G.E. with the possibility
of losing the federal funding. He said we need to
support the county plan. Markham reiterated what Harker
said and added that we need to get U.R.G.E. to cooperate
in getting the permit. As it stands now the federal
funding would be on a 50/50 matching basis
Markham said there would be a joint meeting of the
Temecula and Murrieta City Councils and'Bob Buster on

April 17th at the Community Center. Then on May 20th at
2 p.m. the Corps of Engineers will be holding a public
at a location yet to be announced.
6. Under Board discussion the need for some sort of public
restrooms in Old Town came up and several suggestions
were made relative to possible locations for the place-
ment of some Port-A-Potties.
Also under this general discussion suggestions were made
for the possible use of the vacant city lot at Sixth and
Front Streets as temporary off street parking.
7. It was determined there was no need for an Old Town
walking tour after this meeting, and the meeting was
adjourned at 10:10 a.m.
