OLD TOWN TEMECULA HISTORICAL PRESERVATION DISTRICT LOCAL REVIEW BOARD Regular Meeting March 8, 1993 Members Present: Walt Allen, Larry Markha~, Bob Morris, and Bill Harker City Staff: Mathew Fagan Guest Present: John Moramarco The meeting was called to order by Mathew Fagan at 9:10 a.m. in the Board Room of the Community Center, 28816 Pujol Street 1. Minutes of the February 8, 1993 regular meeting were approved as written. . 2. John Moramarco, who owns property at Main and Mercedes Streets where his building is used for a cabinet shop and two office rentals, asked that the Review Board consider placing the small triangle bounded by Main street to the north, Mercedes Street to the west, and the freeway to the east, be taken out of the Tourist Serving Residen- tial zone and be included in the Tourist Retail Core zone to the west of his property. His reason for requesting this change was the fact that he had paid to have his property zoned commercial some time back and would like it to remain so in the future to protect his investment. Rather than just isolating his particular property he felt the entire triangle area should be zoned commercial since it does not lend itself to good Tourist Serving Residential. Following discussion among the Board members present, Larry Markham moved that the Board recommend to the City Planning Director that the subject triangular piece be changed from Tourist Serving Residential to Commerc~al. Harker seconded the motion and it carried. At that point Walt Allen suggested it might be better if the northern line were drawn to split down the center of the block between Main and 4th Streets so compatible uses would be facing each other on each side of Main Street. The Board agreed his suggestion was valid and Markham then made a new motion to that affect, seconded by Harker and carried. . Harker was requested to write a letter to Gary Thornhill with copies to Dave Hogan and John Moramarco along with a copy of the minutes of this meeting. Fagan distributed copies of The Homeowner's Guide to Earthquake Safety and reported that the City is still working on a financial plan for retrofiting the old Mercantile building. He also stated the moratorium on temporary signs is coming to an end and the matter will be going before the City Council. He further stated that some people would like the a 75 day clause added to the ordinance. Fagan reported the City has placed a lien on the Henning property on Pujol Street. Fagan said there have been a number of complaints about door to door vendors bothering the local businesses and most of them are operating without a city permit. He said that if anyone is approached by such people to call Tony Elmo at the city and report the incident. . Fagan reported that a draft the Specific Plan for Old Town will be ready by the end of next week and it was suggested a copy of the draft be placed at the Community Center for the convenience of merchants and residents in the immediate area. Harker agreed to having a copy available at the Community Center. He said public meet- ings on the plan will be held sometime in April prior to submitting the plant to the City Planning Commission in May. 4. Harker displayed some photos of ornamental metal street light poles and lamps that are available from a party in Murrieta. It was suggested that he pass them on to Dave Hogan. 5 . Markham gave an update on the Midnight Round-up (the proposed western dance hall at the south end of Old Town) and said the plan will go to hearing on the 25th of March and that so far the response has been favorable. He said the proponents hope to have the facility open for use in time for the Balloon & Wine Festival. Markham also described how the vehicle parking areas will be handled and how the existing open ended sheds might be used. Markham reported the Boys & Girls Club will be up for hearing on the 18th of March. He said the City is going ahead with the curb and Gutter on Pujol Street but that the curb on First. Street will be blacktop since First Street would be widened under implementation of the Old Town Specific Plan. . 6. You will note under Item 2. that a request for reconsider- ation of zoning in the southern portion of the Tourist Service Residential area was made by John Moramarco who owns some property at the corner of Hain and Mercedes Streets. As the minutes indicate the Board considered Moramarco's request and feels it has merit. As you will further see from the minutes we are, by this letter, requesting that consider- ation be given to changing the proposed zoning back to commercial on the subject area and that the northern boundary be placed between Main Street and Fourth Street.
