HomeMy WebLinkAbout042795 PTS Minutes I I I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBlIC/TRAFFIC SAFETY COMMISSION APRIL 27, 1995 A regular meeting of the City of Temecula Public/Traffic Safety Commission was called' to order on Thursday, April 27, 1995, 7:00 P.M., at the Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. Chairman Knox Johnson called the meeting to order. PRESENT: COMMISSIONERS: Johnson, Sander, Guerriero, Perry ABSENT: COMMISSIONERS: Coe Also present were Traffic Engineer Marty Lauber, Battalion Chief Mark Brodowski, Sergeant James Brandt, Lieutenant Domenoe, Recording Secretary Joan Price. Chairman Johnson called for Public Comments on non-agenda items. PUBLIC COMMENTS: Larry Markham spoke to the Commission to request re-consideration on Kinko's loading zone request. The motion was made by Commissioner Perry and seconded by Commissioner Guerriero to place Kinko's request for a loading zone on the May agenda. It was moved by Commissioner Perry and seconded by Commissioner Guerriero to approve Consent Calendar Items 1 .1 the minutes of January 26, 1995 and 1.2 the minutes of March 23, 1995. The motion carried as follows: AYES: COMMISSIONERS: 4 Johnson, Sander, Guerriero, Perry NOES: o None COMMISSIONERS: ABSENT: COMMISSIONERS: 1 Coe Air-Qualitv - City of Temecula Mr. Frank Klein, 30180 Santiago Road, Temecula, spoke to the Commission with information on air-quality for the future of Temecula. Mr. Klein's information was gathered from the South Coast Air-Quality District and other sources. Mr. Klein made several suggestions to protect air quality and suggested anyone wishing additional information contact him through Traffic Engineer Marty Lauber. Commissioner Perry requested Mr. Klein develop a manuscript inclusive of this information. Commissioner Guerriero asked if the EPA indicated that the carbon monoxide was above 200 points in Temecula. Mr. Klein responded that it was not. Commissioner Johnson asked if Temecula was close to a minor stage alert. The answer was no. Commissioner Johnson also thanked Mr. Klein for this valuable information. 3. French Vallev Airoort Master Plan Minutes.Pts\042795 Larry Markham, representing Friends of the French Valley Airport, presented the report on the French Valley Airport Master Plan. Mr. Markham detailed the requested extension of the runway from 4,600' to 6,000'. Commissioner Perry spoke on the economic benefit and additional jobs which would be generated by the expansion of the airport runway. 2 I I I PUBLlCITRAFFIC COMMISSION MEETING APRIL 27.1995 Larry Markham reported that the Board of Supervisors meeting to approve the General Plan is May 16, 1995. Various groups in the Temecula Valley have sent letters of support for the approval of this expansion. Commissioner Guerriero requested the Environmental Impact Report for the French Valley Airport Master Plan be made available to the Joint MurrietaITemecula PubliclTraffic Safety Commission. 4. "No Parkin a" 9:00 a.m. to 11 :00 a.m. on Corte Alamar and Calle Rio Vista Traffic Engineer Lauber reported on the petition received and concerns on the parking situation at Corte Alamar and Calle Rio Vista. Engineer Lauber spoke with regard to the Temecula Valley School District's plan to expand the high school's parking facility to allievate the street parking in near-by neighborhoods. Staff recommends denial of the request for limited parking on Corte Alamar and recommends approval of a parking restriction on Calle Rio Vista. Avery Hale, 31063 Corte Alamar, Temecula, spoke regarding loss of City services due to vehicles parking on Corte Alarnar and Calle Rio Vista. Mr. Hale spoke in favor of limited parking on Corte Alamar and a parking restriction on Calle Rio Vista. Kenneth J. Harpham, 31062 Corte Alamar, Temecula, spoke in favor of limited parking and parking restrictions. Robert Oahs, 31112 Corte Alamar, Temecula, spoke in favor of limited parking and parking restrictions. Don Rorabaugh, 31073 Corte Alamar, Temecula, spoke in favor of limited parking and parking restrictions. Commissioner Guerriero suggested a 30 day delay to allow the school district to educate the students to park in the expanded school facility and not in nearby neighborhoods. Commissioner Perry asked what percent of homeowners are represented on the petition. Commissioner Johnson asked staff if an ordinance was in force regarding the street sweeping schedule. Engineer Lauber responded that no ordinance existed, however, he will investigate this with Public Works and respond back to the Commission. The motion was made by Commissioner Guerriero and seconded by Commissioner Perry to table action on this item for 30 days in order to give the school district time to educate the students to park in the expanded parking facility. The Commission will review this item and if approved, the "no parking" time limit will be 7:00 A.M. to 11 :00 A.M. The motion carried as follows: AYES: Johnson, Sander, Guerriero, Perry COMMISSIONERS: 4 NOES: COMMISSIONERS: None o ABSENT: COMMISSIONERS: 1 Coe Chairman Johnson called a 9 minute recess. The meeting of the Public/Traffic Safety Commission was reconvened at 8:35 P.M. Chairman Johnson presiding. 5. "Stoo" Controls on Milkv Way Drive at Asteroid Way Engineer Lauber reported on correspondence received from residents in Starlight Ridge regarding traffic problems at the intersection of Milky Way Drive and Asteroid Way. Engineer Lauber stated that traffic warrant No.5 exists and staff recommends approval. It was moved by Commissioner Perry and seconded by Commissioner Guerriero to recommend to City Council that "Stop" controls on Milky Way Driver and Asteroid Way be installed. Flashina Beacons on Maraarita Road for School Area Safety Engineer Lauber reported receiving requests from traffic officers to define the perimeters within the school zone. Engineer Lauber presented solar powered flashers which would be installed. The City will coordinate with the school district to specify hours when children are present. Funding will be shared with the school district. Commissioner Johnson asked the cost of the flashing signals. Engineer Lauber responded it will be approximately $80,000. I It was moved by Commissioner Perry and seconded by Commissioner Guerriero to recommend the City Council authorize the purchase and installation of solar-powered flashing caution signals at seven (7) Temecula School sites with Temecula Valley School District's assistance in funding the project. Traffic Controls on Winchester Road at Jefferson Avenue and the 1-15 Northbound and Southbound RamDs I Engineer Lauber reported on the consideration to utilize traffic control officers until January 1997, from 3:00 P.M. to 6:00 P.M. This will improve traffic flow during construction of the road widening. One officer will be stationed at the Winchester Road/Jefferson Avenue intersection and one (1) officer at the North ramp and one at the South ramp. Caltrans has given their approval and staff recommends approval. Minutes.Pts\042795 5 I PUBLIC/TRAFFIC COMMISSION MEETING APRIL 27. 1995 It was moved by Commissioner Guerriero and seconded by Commissioner Perry to recommend City Council approve use of "Traffic Control Officers" on Winchester Road at Jefferson Avenue and the Northbound and Southbound 1-15 ramps. The motion carried as follows: AYES: COMMISSIONERS: 4 Johnson, Sander, Guerriero, Perry NOES: COMMISSIONERS: o None ABSENT: COMMISSIONERS: 1 Coe 8. TRAFFIC ENGINEER'S REPORT Traffic Engineer Lauber reported on the following: * A prototype street sign made from recycled plastic and wood fiber material was presented for the Commissioner's information only. I * A refinement of a "Don't Drink/Don't Drive" sign was displayed and will be presented at the City Council Meeting on May 9. Several locations for the signs were discussed. * The Santa Gertrudis Creek access road from Joseph Road to Ynez Road, parallel to Nicolas Road is proposed for a multi-purpose trail. Staff has not received a response from Caltrans as yet. Commissioner Johnson requested staff provide a priority list on proposed traffic signals for the next Commission meeting. Engineer Lauber will include this in the Traffic Report. Commissioner Guerriero requested the Neighborhood/Emergency Service Disaster Preparation Program be placed on the May 25, 1995 agenda for discussion only. Commissioner Guerriero will provide information he obtained from Huntington Beach. I Lieutenant Domenoe reported on the SCARE Grant applied for by the Police Department and invited the Commissioners to a presentation on the program on June 4, 1995 at 12:00 P.M. POLICE CHIEF'S REPORT Sergeant Brandt reported on the following: * The Department is focusing on D.U.I's as we move into summer. Special programs are being implemented. * The radar tailer located near Sparkman Elementary School was very successful. . Officers will be assigned to the same area creating a so called "beat". 10. FIRE CHIEF'S REPORT , 1. Minutes.Pts\042795 Battalion Chief Mark Brodowski was called away for business reasons at 7:40 P.M. The report has been given to the Commissioners in their Commission packet. COMMISSION REPORTS * Commissioner Sander reported on attending the ribbon cutting for the signal at Winchester Road and Nicolas Road. . Commissioner Johnson requested information on the traffic counts at the west end of Calle Medusa as a result of the signal. It was moved by Commissioner Perry, seconded by Commissioner Sander to adjourn the meeting of the PubliclTraffic Safety Commission at 9:45 PM.
