MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLlCITRAFFIC SAFETY COMMISSION AUGUST 24, 1995 A regular meeting of the City of Temecula PubliclTraffic Safety Commission was called to order on Thursday, August 24, 1995,7:00 P.M., at the Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California.> Chairman Johnson called the meeting to order. PRESENT: COMMISSIONERS: 4 Guerriero, Coe, Sander, Johnson ABSENT: COMMISSIONERS: 1 Perry Also present were Traffic Engineer Marty Lauber, Police Sergeant Brandt, and Recording Secretary Joan Price. > Chairman Johnson called for Public Comments on non-agenda items. PUBLIC COMMENTS None given. CONSENT CALENDAR Minutes of July 27. 1995 It was moved by Commissioner Guerriero and seconded by Commissioner Sander to approve Consent Calendar Item No. 1.1, the minutes of July 27, 1995 with the following amendments: page 3 - Commissioner Sander stated that Caltrans not residents - Page 5 - Marty Lauber stated it would be 3 to 4 months to secure eminent domain he did not say comaletion of construction; and Page 6 - Street name Via Norte not Via Monte. The motion carried as follows: AYES: COMMISSIONERS: 4 Guerriero, Coe; Sander, Johnson NOES: COMMISSIONERS: 0 None ABSENT: COMMISSIONERS: 1 Perry COMMISSION BUSINESS 2. Dual Left Turns for Southbound Maraarita Road at Rancho Vista Road Traffic Engineer Marty Lauber reported a concern received regarding possible future problems due to the traffic signal modification. PUBLIC/TRAFFIC COMMISSION MEETING AUGUST 24.1995 Commissioner Guerriero expressed concern that the public would contact Public Works and not the Ad-Hoc Committee which was formed to facilitate these problems. He spoke in opposition to this recommendation. Commissioner Johnson spoke in opposition of this recommendation. He recommended this proposal be referred to the Ad-Hoc Committee prior to being heard by the Commission. Engineer Lauber stated that this dual left movement would be operable at the start of school and only on demand, not for the entire day. It was moved by Commissioner Guerriero and seconded by Commissioner Sander to deny staff recommendation to install a dual left turn at southbound Margarita Road at Rancho Vista Road pending the AD-Hoc Committee's recommendation. The motion carried as follows: AYES: COMMISSIONERS: 4 Guerriero, Coe, Sander, Johnson NOES: COMMISSIONERS: 0 None ABSENT: COMMISSIONERS: 1 Perry 3. Stoo/Yield Controls for Costain Homes Neiahborhood near Meadowview Engineer Lauber explained that the Public Works Department has received complaints from residents concerning near accidents at these intersections. He also stated that over-grown vegetation causes a visibility problem for motorists. Staff recommends the "Stop" signs be installed. Commissioner Guerriero spoke regarding a City Policy adopted 2 or 3 years ago regulating criteria for placement of "Stop" signs in a residential area. Since there have been no reported accidents, staff was directed to further explore the rationale for installation of "Stop" signs. Commissioner Coe expressed concern with installing too many "Stop" signs therefore taking away the need for motorists to drive safely. Commissioner Sander recommended a "Yield" sign be installed before reaching the intersection as a reminder to motorists. Commissioner Johnson stated there was somewhat of a sight problem but if drivers were cautious there would be no problem. Commissioner Guerriero expressed concern that additional enforcement would be needed due to additional "Stop" signs. It was moved by Commissioner Guerriero and seconded by Commissioner Coe to deny Minutes.Pts\082495 2 . . PUBLlC/TRAFFIC COMMISSION MEETING AUGUST 24. 1995 installation of "Stop" controls but to approve a "Yield" sign with direction to staff to research the City Policy on "Stop" sign criteria for future use. The motion carried as follows: AYES: COMMISSIONERS: 4 Guerriero, Coe, Sander, Johnson NOES: COMMISSIONERS: 0 None ABSENT: COMMISSIONERS: 1 Perry 4. Starliaht Ridae Traffic Stud v Engineer Lauber reported on the study requested by the Commission regarding "Stop" controls at Asteroid Way, Cosmic Drive, Agena Street, Santa Cecilia Drive and Southern Cross Road. Caltrans is in agreement based on implemented criteria of sight restrictions. He stated that motorists had been more observant and cautious of their speed since the Radar Trailer Display Unit has been in place. Commissioner Coe asked what time of day high speeds were most likely. Engineer Lauber responded that high volumes of traffic occur between 4:00 p.m. - 6:00 p.m. and early morning. Also a small number of vehicles are cutting through the neighborhood. Commissioner Guerriero agreed that some problems do exist but according to the study it appears standard. He said it is not feasible to have enforcement in this area as requested. Engineer Lauber responded that enforcement would be on a selective basis. Chairman Johnson opened for Public Comment at 7:10 PM. Ken Bruckman, 42244 Cosmic Drive, spoke in favor of "Stop" signs being installed at all four intersections. He stated there has been an increase in accidents in the first 3 months of 1995. Wayne Hall, 42131 Agena Street, commended the Police Department for the fine job in the area. He spoke in favor of "Stop" controls. Don Maston, 42176 Cosmic Drive, expressed concern that motorists increase speeds up the grade starting at 35 MPH, and by the time they reach his home it's 40-50 MPH. He spoke in favor of "Stop" controls, speed bumps or closure of the street. Commissioner Guerriero stated that since warrants have been met at Santa Cecilia Drive and Agena Street and Cosmic Drive, a 3 way "Stop" is recommended and staff will look into special school warrants to deal with the Vail Elementary access problem. Engineer Lauber stated that "Stop" controls are not used for speed control. Children may think a car will stop if a "Stop" sign exists but this is not always the case and someone can get hurt. PUBLlC/TRAFFIC COMMISSION MEETING AUGUST 24. 1995 It was moved by Commissioner Coe and seconded by Commissioner Sander to approve direction to the Temecula Police Department's implementation for consistent speed enforcement, and to the Department of Public Works to regularly schedule the Radar Trailer Display Unit for Asteroid Way, Cosmic Drive, Agena Street, Santa Cecilia Drive and Southern Cross Road, and further to table staff recommendation that the Public/Traffic Safety Commission approve the installation of "Stop" controls on Agena Street at Santa Cecilia Drive. Staff was directed to further explore warrant counts on 1) Santa Cecilia Drive at Agena Street 2) Santa Cecilia Drive at Mira Loma and, 3) Cosmic Drive at Agena Street. The motion carried as follows: AYES: COMMISSIONERS: 4 Guerriero, Coe, Sander, Johnson NOES: COMMISSIONERS: 0 None ABSENT: COMMISSIONERS: 1 Perry Commissioner Guerriero requested the study be conducted four times per day to account for when the speed counts are up. Engineer Lauber stated that the update study has been completed and he will go ahead with the recommendation to do a follow-up. TRAFFIC ENGINEER'S REPORT Traffic Engineer Lauber distributed a list for the Radar Trailer Display Unit locations, and reviewed these with the Commission. This will be utilized as a cooperative effort with the police department to heighten driver awareness. Commissioner Johnson requested staff expand the Monthly Activity Report to include all former and present requests and detail what action was taken on each one. POLICE CHIEF'S REPORT Sergeant Brandt reported on the following: . A CHP sponsored, D.U.1. check point is scheduled for Saturday in an unspecified County area. * The SCARE Grant OTS is doing well, the last location was a success. Commissioner Guerriero asked if the department had received feedback on the "Don't Drink and Drive" signs. Sergeant Brandt responded it was a good idea and citations have been reduced. Minutes.Pts\082495 4 . . PUBLIC/TRAFFIC COMMISSION MEETING AUGUST 24,1995 FIRE DEPARTMENT REPORT None given. COMMISSION REPORTS Commissioner Guerriero reported a joint meeting with the Planning Commission was being considered. The topic of discussion will be high school traffic and the possible construction of a service road between the high school and other schools. Plans to alleviate traffic problems in the future should be worked on now. Commissioner Guerriero reported on sight distance problems at Meadows Parkway south at Rancho California Road and he recommended the police department explore this further. Public Safety Day scheduled for November 4, 1995 is coming along very well. A pancake breakfast will be served from 9:00 a.m. - 12:00 noon and Councilmembers and Commissioners will be asked to serve the meal. The high school will set up food booths and the Border Patrol, CHP, Fire, and Police Departments will begin publicize soon. The Disaster Preparedness Program will be set-up to educate the public. Commissioner Coe commended the Temecula Station Border Patrol for the fine job they are doing. He also commented on the increased traffic volume on Pala Road and recommended a traffic study be conducted. Engineer Lauber responded that a signal control is being considered at Highway 79S and Pala Road. Commissioner Johnson requested that Caltrans be invited to present information to the Commission on the Winchester Road Bridge and Pala Road Bridge. He also requested staff provide the environmental circulation portion of the traffic study and the Air Quality Report on the Buffman Project to the Commission. It was moved by Commissioner Coe and seconded by Commissioner Guerriero to adjourn the meeting at 9:25 P.M.
