MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLlCITRAFFIC SAFETY COMMISSION MAY 25,1995 A regular meeting of the City of Temecula PubliclTraffic Safety Commission was called to order on Thursday, May 25,1995,7:00 P.M., at the Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. Chairman Knox Johnson called the meeting to order. PRESENT: COMMISSIONERS: Johnson, Guerriero, Perry, Coe ABSENT: COMMISSIONERS: Sander Also present were Traffic Engineer Marty Lauber, Battalion Chief Mark Brodowski, Sergeant James Brandt, Lieutenant Domenoe, Recording Secretary Joan Price. Chairman Johnson called for Public Comments on non-agenda items. PUBLIC COMMENTS None. CONSENT CALENDAR 1. Minutes of Aoril 27.1995 1.1 Approval of the Minutes of April 27, 1995 It was moved by Commissioner Perry and seconded by Commissioner Guerriero to approve the Consent Calendar item 1.1 the minutes of April 27, 1995. The motion carried as follows: AYES: COMMISSIONERS: 4 Johnson, Coe, Guerriero, Perry NOES: COMMISSIONERS: 0 None ABSENT: COMMISSIONERS: 1 Sander COMMISSION BUSINESS 2. "No Parkina" 7:00 a.m. to 11 :00 a.m. (Weekdavs) on Corte Alamar and Calle Rio Vista Traffic Engineer Marty Lauber reported on the petition received from area residents and the status of the parking situation on Corte Alamar and Calle Rio Vista. Engineer Lauber also reported staff commissioned the street sweeper for the neighborhood to assist the residents. \. Minutes.Pts\052595 1 . . PUBLIC/TRAFFIC COMMISSION MEETING MAY 25. 1995 Forest Thomas, Temecula Valley School District representative, spoke concerning the procedures utilized in educating the students to park in the expanded parking lot. He stated there were still 7-10 student cars parking in the nearby neighborhood. It was moved by Commissioner Perry and seconded by Commissioner Guerriero to approve the red curb on both sides of the Calle Rio Vista entrance including the fire hydrant and to delay consideration of the "no parking" restriction on Corte Alamar to the August meeting of the PubliclTraffic Commission. The motion carried as follows: AYES: COMMISSIONERS: 4 Johnson, Coe, Guerriero, Perry NOES: COMMISSIONERS: 0 None ABSENT: COMMISSIONERS: 1 Sander , 3. Traa Riaht Turn Lane-Eastbound Winchester Road at Enterarise Circle South (East) Traffic Engineer Lauber presented a video depicting traffic at the intersection of Winchester Road and Enterprise Circle South. It was moved by Commissioner Guerriero and seconded by Commissioner Coe to approve the addition of an exclusive right turn lane for eastbound Winchester Road at Enterprise Circle South (East). The motion carried as follows: AYES: COMMISSIONERS: 3 Johnson, Coe, Guerriero NOES: COMMISSIONERS: 0 None ABSTAIN: COMMISSIONERS: 1 Perry ABSENT: COMMISSIONERS: 1 Sander 4. Loadina Zone-Jefferson Avenue Adiacent to Kinko's Traffic Engineer Lauber presented the staff recommendation to deny establishment of a loading zone so precedent would not be set. Commissioner Johnson questioned the size and felt that 92' was too large a space for the zone. Commissioner Coe was in favor of some form of parking zone but was concerned with large trucks parking Illegally if the space was too large. Minutes.Pts\052595 2 . . PUBLlCITRAFFIC COMMISSION MEETING MAY 25. 1995 It was moved by Commissioner Coe and seconded by Commissioner Guerriero to approve up to a 50' limited parking zone for up to a 20 minute limit in front of Kinko's. The exact location to be determined by Engineer Lauber and at no cost to the City of Temecula. The motion carried as follows: AYES: COMMISSIONERS: 4 Johnson, Coe, Guerriero, Perry NOES: COMMISSIONERS: 0 None ABSENT: COMMISSIONERS: 1 Sander Chairman Johnson called for a recess at 8:00 P.M. Chairman Johnson reconvened the PubliclTraffic Safety Commission meeting at 8: 1 0 P.M. 5. Neiahborhood Emeraencv Preaaredness Proarams Discussion Onlv Commissioner Guerriero presented a prototype emergency preparedness program he obtained from the City of Huntington Beach. The commission discussed who would serve as a trainer for the community. Battalion Chief Brodowski stated this is needed in the community but cautioned to start the program slowly and build on it to assure it doesn't "fizzle out". Commissioner Perry suggested an organizational workshop with the local senior citizens and local industry. Staff will notice the workshop to the community. Commissioner Guerriero will coordinate the workshop for the Temecula Neighborhood Emergency Survival Team (NEST), which will be held on Thursday, June 8, 1995 4:00 - 6:00 P.M., Temecula City Hall, Main Conference Room, 43174 Business Park Drive, Temecula, California. 6. TRAFFIC ENGINEER'S REPORT Traffic Engineer Lauber reported on the following: . A Traffic Signal Priority List was presented for the Commission's information only. . A prototype street sign including the City Seal was presented for the Commissioner information only. Minutes.Pts\052595 3 . . PUBLlCITRAFFIC COMMISSION MEETING MAY 25. 1995 7. POLICE CHIEF'S REPORT Sergeant Brandt reported on the following: . The burglary rate is down in the City of Temecula, although narcotic violations and D.U.I's are up. . The vehicle code publication which was presented to the Commissioner's was discussed. 8. FIRE CHIEF'S REPORT Battalion Chief Mark Brodowski reported on the following: . Station 84 is now up and operating. Also there are now three new engines in the city, which makes response time significantly faster. . The re-adjustment of signals over the Winchester bridge has facilitated travel for the engines. . The department is working on providing more fire prevention education within the community. . Commissioner Johnson spoke concerning the procedure to be followed if a lot in the City is over-grown with weeds. . Chief Brodowski responded by recommending a call to the Code Enforcement Officer who assists in weed abatement. 9. COMMISSION REPORTS . Commissioner Guerriero requested staff look into painting the curb red in front of the Bank of Commerce. . Commissioner Guerriero reported on the Driver Fatigue Program presented on T.V:s Channel 9. Chief Brodowski will try to obtain a copy of the show for the Commission to view. . Commissioner Guerriero reported on the increase in speeding vehicles on Rancho California Road between Margarita and Butterfield Stage Roads on weekends. Sergeant Brandt responded that the speed survey included this area. . Commissioner Guerriero requested the Police Department list the designated locations of the radar trailer. Sergeant Brandt responded that this would be provided to the Commission. Minutes.Pts\052595 4 . . PUBLlCITRAFFIC COMMISSION MEETING MAY 25.1995 * Commissioner Johnson requested the status on hiring a Traffic Technician in support of Traffic Engineer Lauber. He asked if being short staffed delayed projects or Engineer Lauber's ability to respond to tasks for the PubliclTraffic Commission. * Engineer Lauber responded that the City was in the process of re-writing the job description prior to making the decision to hire support staff for the Traffic Division. He also stated that the assistance would be appreciated. It was moved by Commissioner Coe and seconded by Commissioner Perry to adjourn the meeting of the PubliclTraffic Safety Commission at 9:25 P.M.
