MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
PUBLlC/TRAFFIC SAFETY COMMISSION
JANUARY 26, 1995
A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order on Thursday,
January 26,1995,7:00 P.M., at the Temecula City Hall Main Conference Room, 43174 Business Park Drive,
Temecula, California, Chairman Knox Johnson called the meeting to order:
PRESENT: COMMISSIONERS: Johnson, Sander, Guerriero, Perry
ABSENT: COMMISSIONERS: Coe
Also present were Traffic Engineer Marty Lauber, Traffic Technician Hasib Baha, Officer Mark Leggett,
Battalion Chief Mark Brodowski, Administrative Secretary, Pubic Works Department, Anita Pyle.
Chairman Johnson reported receiving a telephone call from a resident interested in Item 7. This person
requested the item be placed on the next meeting agenda because they were not able to attend tonight. The
Commissioners will discuss this request when the item is scheduled.
Commissioner Coe arrived at 7: 1 0 P.M.
CONSENT CALENDAR
1. Minutes of October 27. 1994 and December 8. 1994
RECOMMENDATION:
1.1 Approval of the Minutes of October 27, 1994, continued from the meeting of
December 8, 1994.
1.2 Approval of the Minutes of December 8, 1994
2. Dual Turn Lanes-Diaz Road at Winchester Road
2.1 That the Public/Traffic Safety Commission approve the re-striping plan for the
intersection of Diaz Road and Winchester Road as shown on Exhibit "A".
It was moved by Commissioner Perry and seconded by Commissioner Guerriero to approve Consent Calendar
Items 1.1 the minutes of October 27,1994 and 1.2 the minutes of December 8, 1994, and 2.1 re-striping
plans for Diaz Road and Winchester Road as in Exhibit "A",

COMMISSION BUSINESS
3. Soecial Street Name Sians - To Reolace Existina Wooden Sians
Traffic Engineer Lauber presented the staff report and informed the Commission of the
residents' objection to replacing the existing wooden signs with the typical green/white metal
variety. Traffic Engineer Lauber shared slides depicting the existing signs and proposed City
signs. A single blade sign is recommended.
John Hoagland, 40481 Calle Fiesta, Temecula, spoke on behalf of the Meadowview
Community Association. The Association recently replaced the signs at a cost of $10,000
under an Agreement with the City of Temecula. The signs are expected to last for 25 years.
Meadowview wishes to maintain the wooden signs in order to keep the aesthetics of the area.
Lorrie Robinson, 43615 Saufeman Place, Temecula, spoke on behalf of the Santiago Ranchos
Board of Directors. They would like their signs replaced and are in support of the design being
recommended but with black letters/white background, and to maintain the country look, with
a horse depicted on the sign.
Larry Markham. 41750 Winchester Road, Temecula, spoke on behalf of the Los Ranchitos
Home Owners Association, in support of the design but would prefer a whole horse as the
logo. He stated that the cost of the signs should be the City's responsibility and he believes
that each area should adopt a standard sign so as to become unique within their area.
It was moved by Commissioner Perry and seconded by Commissioner Guerriero, to recommend to the City
Council a standard sign be adopted for the City. That sign being Brown/White or Gold/Brown with a standing
horse, City Seal. block number and arrow. Lettering to be upper and lower case. Installed throughout the
City including residential areas as need for replacement occurs and the costs to be paid by the City.

4. Reauest to Allow the Existina Wooden Street Name Sians - Meadowview Communitv
Association
Traffic Engineer Lauber reported that staff had received correspondence from residents in
support of keeping the wooden signs maintaining them through an Agreement with the City
af Temecula.
John Hoagland, 40481 Calle Fiesta, Temecula, supported maintaining the wooden signs in the
Meadowview area. The Meadowview Community Association would like to enter into an
Agreement with the City to be permitted to replace the signs as necessary, keeping the
wooden signs at the Association's expense.

It was moved by Commissioner Perry and seconded by Commissioner Coe, to recommend to the City Council
to enter into an Agreement with Meadowview Community Association to keep the wooden signs and the
Association is to be responsible for the maintenance and replacement of those signs.

5. "Don't Drink and Drive" Sians
Traffic Engineer Lauber reported the Traffic Division was contacted by the Temecula
Partnership Community Committee to enter into an agreement to incorporate "Don't Drink and
Drive" slogans on signs in the City. Staff is unsure of any locations available at this time,
however, is interested in investigating this with other areas. The City would like to support
this effort and the Community Committee has raised the funds to pay for the signs.
* Commissioner Johnson believes it should be considered, however, is concerned with too
many signs in Temecula.
* Commissioner Sander requested stats on drunk driving violations in the area.
* Commissioner Guerriero felt the slogan should be toned down and not be as blunt due to
the large business community in Temecula.
* Commissioner Perry was in agreement with Commissioner Guerriero, and felt protective of
the businesses in Temecula that serve wine.
Jay Hoffman, Assistant Superintendent, Temecula Unified School District and Co-Chair of the
Temecula Community Partnership, explained this was part of a one million dollar federal grant
received by the Temecula Unified School District and this was coordinated with alcohol vendor
training.
It was moved by Commissioner Guerriero and seconded by Commissioner Coe to support the Temecula
Community Partnership signs with modification of the slogan "Don't Drink and Drive".

Chairman Johnson called for a 10 minute recess.
The meeting of the Public/Traffic Safety Commission was reconvened by Chairman Knox Johnson.
6. Loadina Zone on East Side of Jefferson Avenue North of Winchester Road
Traffic Engineer Lauber presented slides on the location slated for the loading zone. Staff
recommendation is to deny the request. Concerns are: It may burden Police Department with
calls to enforce the zoning; The business may not continue and this may be temporary;
congestion is a possibility; and bike lanes are planned along Jefferson Avenue in front of
Kinko's.
Larry Markham, 41750 Winchester Road, Temecula, spoke on behalf of the Kinko's store.
Kinko's would be pleased with two (2) parking spots being designated as loading. Most of
the business is pick-up and drop-off. Kinko's is willing to bear the cost of painting the
concrete.
* Commissioner Perry is in favor of working with the businesses of Temecula.
* Commissioner Guerriero stated it could be looked at on a trial basis.
* Commissioner Sander felt it may take less parking spots and also felt it could be
implemented on a trial basis.
It was moved by Commissioner Guerriero and seconded by Commissioner Coe to deny the request to create
a loading zone on Jefferson Avenue adjacent to Kinko's.

7. "Keea Clear" Pavement Leaend for Jefferson Avenue South of Winchester Road 'Adiacent to
the Tonv Roma's Center
It was moved by Commissioner Coe and seconded by Commissioner Guerriero to continue this item to the
meeting of February 23, 1995.

8. Saeed Limit on Amarita Wav from Pio Pico Road to McCabe Drive and on Montelearo Wav
from Pio Pico Road to McCabe Drive
Traffic Engineer Lauber reported that these roads are not currently City accepted roads. Staff
tested the area with radar and recommends the City be pro-active and set 35 M.P.H. as
appropriate on these roads.
Kenneth Ray, 31647 Pio Pico, Temecula, drives this route every day. He said he agrees with
staff on Amarita Way but disagrees on Montelegro Way and feels that 35 M.P.H. is too slow.
It was moved by Commissioner Coe and seconded by Commissioner Guerriero to accept staff
recommendation and adopt an ordinance to establish speed limits at 35 M.P.H. on Amarita Way from to Pio
Pico Road to McCabe Drive and Montelegro Way from Pio Pico Road to McCabe Drive at 35 M.P.H. when
these roads are accepted by the City.

TRAFFIC ENGINEER'S REPORT
Traffic Engineer Lauber reported on the meeting with the Community Partnership. The City will
conduct a joint Safety Showcase/Prevention Expo on June 3, 1995. Safety issues will be
incorporated to improve the show from last year.
A driver fatigue critique system video available from the Southern California Automobile Club
will be viewed by staff and copied to be distributed to the schools.
* Commissioner Perry requested a meeting be set-up to work on the Expo with Police, Fire,
Commissioner Guerriero and himself. to be scheduled for every two weeks until the Expo.
* Commissioner Guerriero requested to be in attendance when the Driver Fatigue video is
viewed.
* Commissioner Johnson asked the status on the Winchester Road/I-15 Freeway
Improvements.
* Commissioner Perry requested staff to invite Councilmember Lindemans to report on the
availability of funds for the Winchester Road/I-15 Freeway Improvements project.
* Commissioner Guerriero asked the date of the Jefferson Avenue Sub-Committee.
Traffic Engineer Lauber scheduled Tuesday, February 7, 1995 at 9:00 A.M. for the Sub-
Committee meeting.

POLICE CHIEF'S REPORT
Officer Leggett reported on the promotion of Sergeant Jim Domenoe to Lieutenant and
congratulated him.
Officer Leggett discussed the fact that the department was applying for grants from the State
Department of Safety and would apply grant monies to traffic matters.
He stated the large increase in the total violations on the monthly report is due to parking
violations.
* Commissioner Guerriero inquired if gang activity is under control.
Officer Leggett reported that during the winter season things have been slow, as is usual.
FIRE CHIEF'S REPORT
Battalion Chief Brodowski reported the department had the lowest increase in call load in four
(4) years. Structure fires are down, medical aids on the rise and responses to collisions are
on the rise.
The new Fire Station on the east side will be fully staffed by April 1, 1995.
COMMISSION REPORT
* Commissioner Perry will follow-up on inviting Councilmember Lindemans to the next
Commission meeting to discuss availability of funding for traffic projects within the City.
* Commissioner Sander had ,been requested by property owners to report to staff regarding the
intersections of North General Kearny and Nicolas Road, they would like a "Slow Down" sign or a
complete 4-way "Stop" at this location. Commissioner Sander also reported that the fire
demonstration he attended was great and the students in attendance were pleased.
* Commissioner Johnson has had a number of requests concerning installing a "Stop" sign at
Margarita Road and Murrieta Hot Springs Road. Traffic Engineer Lauber has been in contact with the
County of Riverside regarding this issue and will bring it to their attention. He will also check if it
meets warrants.

It was moved by Commissioner Guerriero and seconded by Commissioner Perry to adjourn the meeting at
10:20 P.M.
