COMMITTEE BUSINESS
Purchase and Installation of bollards for Mercedes/Main Street Road Closures during Special
Events — Public Works staff received quote to purchase and install stainless steel bollards on
Mercedes Street (at Third and Fourth Street) and Main Street, east of Old Town Front Street.
The Subcommittee discussed plans for installation of bollards during road closures for special
events and directed Public Works staff to work with Temecula Community Services District
staff on the type of bollard (manual, or semi -automatic hydraulic lift). Depending on the type
and number of bollards required, estimated cost is $40,000 - $100,000 for purchase and
installation. Semi -automatic hydraulic lift bollards are significantly higher cost, however,
Special Events staff can operate with no need for assistance from Public Works. Staff will
refine the location, number and type of bollards required, and present recommendation to City
Council for approval of purchase and installation. Community Re -Investment Program funding
is available for purchase and installation of bollards in Old Town.
2. All -Way Stops and Crosswalks at the intersections of. Mercedes and Fifth Street, Mercedes and
Fourth Street, Mercedes and Third Street and Mercedes and Second Street - Staff presented
conceptual plans for installation of All -Way Stops (AWS) at Mercedes and Fifth, Fourth and
Third Street. It was not recommended to consider AWS at Mercedes and Second Street due to
"knuckle" curve in existing road alignment. The Subcommittee expressed support for
proceeding with formal approval of AWS and crosswalks at Mercedes and Fifth Street, Fourth
Street and Third Street (existing AWS, with addition of painted crosswalks). Julie Ngo for
OTTA was present and expressed support for AWS concepts as well. It was also requested that
staff investigate placement of signage on Old Town Front Street at entrance to Old Town when
closure in place on Mercedes Street. The recommendation for AWS at Mercedes and Fifth
Street, Fourth Street and Third Street will be presented to the Traffic Safety Commission and
City Council for formal approval later this year.
