AGENDA TEMECULA RACE, EQUITY, DIVERSITY AND INCLUSION COMMISSION REGULAR MEETING COUNCIL CHAMBERS 41000 MAIN STREET TEMECULA, CALIFORNIA FEBRUARY 8, 2024 - 6:00 PM CALL TO ORDER: Chair Eric Faulkner FLAG SALUTE: Commissioner Adam Eventov ROLL CALL: Deutsch, Eventov, Faulkner, Legters, Pastorian, Steed, Wilson PUBLIC COMMENT A total of 30 minutes is provided for members of the public to address the Commission on matters not listed on the agenda. Each speaker is limited to 3 minutes. Public comments may be made in person at the meeting by submitting a speaker card to the Commission Secretary. Speaker cards will be called in the order received. Still images may be displayed on the projector. All other audio and visual use is prohibited. Public comments may also be submitted by email for inclusion into the record. Email comments must be received prior to the time the item is called for public comments and submitted to REDICommission@temeculaca.gov. All public participation is governed by Council Policy regarding Public Participation at Meetings adopted by Resolution No. 2021-54. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no discussion of these items unless members of the Commission request specific items be removed from the Consent Calendar for separate action. NOTICE TO THE PUBLIC The full agenda packet (including staff reports and any supplemental material available after the original posting of the agenda), distributed to a majority of the Race, Equity, Diversity and Inclusion Commission regarding any item on the agenda, will be available for public viewing in the main reception area of the Temecula Civic Center during normal business hours at least 72 hours prior to the meeting. Receive Presentation from Riverside University Health System Foundation Recommendation: Receive Presentation from Riverside University Heath System Foundation on health services and provide related recommendations. Receive and file with general recommendations, no action. 3. Selection of Chair and Vice Chair of the Commission for 2024 Calendar Year Recommendation: That the Commission select its Chair and Vice Chair of the Commission to serve calendar year 2024. Motion to appoint Eric Fualkner as Chair and Crystal Pastorian as Vice Chair (5-0, Eventov and Legters absent): Motion by Steed, Second by Denyse Wilson. Eric Faulkner, Chair ATTEST: Randi Johl, Executive Director Item No. 2 No attachments Item No. 3 RACE, EQUITY, DIVERSITY AND INCLUSION COMMISSION AGENDA REPORT TO: REDI Commission FROM: Randi Johl, Executive Director DATE: February 8, 2024 SUBJECT: Discuss Topic of Future Home Ownership Opportunities for Youth and Provide General Recommendations Regarding the Same PREPARED BY: Randi Johl, Executive Director RECOMMENDATION: That the Commission discuss the topic of future home ownership opportunities for youth and provide general recommendations regarding the same. BACKGROUND: On January 16, 2024, staff met with Council Member Alexander regarding the topic of housing to be considered by the REDI Commission. Council Member Alexander asked that the topic be forwarded to the REDI Commission with the concurrence of the City Council at a previous Council meeting. After a productive discussion, Council Member Alexander clarified that her focus was on the next generation and how they will achieve home ownership. She concurred with the following approach for staff to address the item with the REDI Commission: (1) Identify the barriers that the next generation (youth) may be facing now and into the future as they seek home ownership in Temecula. (2) Analyze these barriers to determine if existing community resources/agencies/non- profits/other exist to address these barriers and match the barrier with the provider. (3) Identify and analyze the gaps (i.e., which barriers are going unaddressed and/or need more attention). (4) Make recommendations to the City Council on those gaps. Tonight the REDI Commission will be asked to focus on the first item and based on their professional expertise in various fields, including the military, education, real estate, nonprofit associations, etc., conduct a high-level discussion around the topic of barriers that the next generation and youth of the community may face to home ownership opportunities.
