BACKGROUND: On January 16, 2024, staff met with Council Member Alexander regarding the topic of housing to be considered by the REDI Commission. Council Member Alexander asked that the topic be forwarded to the REDI Commission with the concurrence of the City Council at a previous Council meeting. After a productive discussion, Council Member Alexander clarified that her focus was on the next generation and how they will achieve home ownership. She concurred with the following approach for staff to address the item with the REDI Commission: (1) Identify the barriers that the next generation (youth) may be facing now and into the future as they seek home ownership in Temecula. (2) Analyze these barriers to determine if existing community resources/agencies/non- profits/other exist to address these barriers and match the barrier with the provider. (3) Identify and analyze the gaps (i.e., which barriers are going unaddressed and/or need more attention). (4) Make recommendations to the City Council on those gaps. Tonight the REDI Commission will be asked to focus on the first item and based on their professional expertise in various fields, including the military, education, real estate, nonprofit associations, etc., conduct a high-level discussion around the topic of barriers that the next generation and youth of the community may face to home ownership opportunities.
