G:\Planning\2005\PA05-0071 Stampers Square Signs-ADP\Planning\OTLRB Staff Report-doc ANALYSIS The applicant is proposing a (4' X 8') building name sign featuring a black, cut out, solid metal zinc silhouette, a (2' X 3') 6 square foot wall sign identifying the only tenant of this building located adjacent to the front door and two (2) (15" X 48") 5 square foot hanging signs parallel to Old Town Front street. A (2 X 3) 6 square foot double-faced projecting sign is also included in the application. All of these signs are constructed of sandblasted wood and are painted with colors from the Sherwin-Williams Preservation Palette. The total square feet of signage allowed for this building under the Sign Standards of the Old Town Specific Plan is 62 square feet based on the linear frontage of this building. This application specifies 38 square feet of wall signs and 16 square feet of other signs for a total of 54 square feet of total sign area. The project consists of a Development Plan to construct a 7,000 square foot, two-story office building at the rear portion of the subject site. A 4,000 square-foot single-story office building currently exists on the .76 acre site. The subject property is located at 41919 Moreno Road, within the Community Commercial (CC) district of the Old Town Specific Plan. . PROJECT DESCRIPTION The proposed two-story office building has been designed using a combination of both Early Western and Monterey styles. The project architect has incorporated a fusion of wood and plaster finishes on the building in order to make the building architecturally compatible with the existing wood sided office building on the project site and the all stucco Spanish style restaurant building to the west. ANALYSIS The Old Town Specific Plan provides architectural guidelines for both Western and Monterey architectural styles. Horizontal shiplap siding, exterior stairways and balconies, and bracing at baiconies and overhangs have all been incorporated to achieve a western theme. In addition, a simple geometric shape, hip and gable roofs, symmetrical placement of windows and doors and smooth stucco have all been utilized to achieve the Monterey theme. Five different exterior paint colors, which are consistent with the Old Town Specific Plan color palette, will be utilized. Staff has determined that the proposed building design elements are consistent with the Western and Monterey architectural styles. In addition, staff believes the proposed building materials will result in an exterior building appearance that meets the intent of the Old Town Specific Plan. While the building does not represent one specific architectural style, staff has determined that the proposed combination of styles will achieve architectural integration with both on site and surrounding development, thereby meeting the intent of the Specific Plan. RECOMMENDATION The building proposed in this application has been determined by staff to be consistent with the Old Town Specific Plan as to building design, materials and colors. Staff is requesting that the Old Town Local Review Board review, provide comments, and recommend Planning Commission approval for this project. ATTACHMENT 1. The project site is a 0.16 acre parcel located . at the northwest corner of Mercedes Street and 41h Street, within the Tourist Retail Core (TRC) district of the Old Town Temecula Specific Plan. G:\Planning\2005\PA05-0055 Kriegers Facade and Porch-Minor Mod\Planning\OTLRB Staff Report.doc I PROJECT DESCRIPTION The applicant is proposing to paint an existing building, to construct a gated 528 square foot carport for display of a historic vehicle along the west side of the existing building, and to install new signage on the existing building. ANALYSIS Paint Colors Staff has reviewed the proposed paint colors and has determined that these colors are consistent with the Sherwin Williams Preservation Palette as prescribed by the Old Town Specific Plan. Staff has also reviewed the locations for the proposed colors on the building and has determined that both the proposed colors and the proposed application ot the colors are consistent with the Specific Plan. Carport Staff has reviewed the application and has determined that the proposed carport can be designed to be architecturally integrated with the building and allow for display of the historic vehicle currently located at the west side of the building. To accomplish architectural integration, staff has requested that the applicant carry elements of the existing building, such as a parapet roofline with roof tile and brackets (see Location "A" on Attachment NO.2 and the existing roofline as shown on Attachment No.3) onto the proposed carport (see Location "B" on Attachment No.2) and incorporate turned columns into the carport design. Gate Since the applicant has not provided dimensions for the proposed gate and has not clearly identify its proposed location, the gate shall be subject to further review and approval by the Director of Planning. In addition, the proposed metal gate at the carport includes a tenant identification sign that is not permitted by the Old Town Specific Plan. Staff recommends that the applicant be required to remove the proposed sign from the gate. Siqns The applicant proposes to add signs reading "Dry Goods" and "Cold Drinks" at the front of the building, and proposes to add tenant signs at the rear wall of the building (facing the alley) and at the proposed carport gate. Staff has determined that the Old Town Specific Pian allows for business establishments having frontage onto two public streets to have a maximum total square footage e~ual to 1.0 square foot per iinear foot of business establishment along the primary street (41 Street) and 0.5 square foot per linear foot of business establishment aiong the secondary street (Mercedes Street or the rear of the building, facing the alley). The applicant has not provided dimensions for the proposed signs. Therefore, staff has not been able to determine whether the proposed sign areas are consistent with the Specific Plan. Staff recommends that the project be conditioned that the proposed tenant sign at the rear of the building shall not exceed 0.5 square foot per linear foot of business establishment along the alley. Staff believes that the addition of the words "Dry Goods" and "Cold Drinks" is not permitted by the Old Town Specific Plan. As defined by the Old Town Specific Plan, a supergraphic is a mosaic, mural, painting, graphic art, or combination thereof that does not contain any brand name, product name, letter of the alphabet spelling or abbreviating the name of any product, company, profession, business, or any logo, trademark, trade name, or other commercial message. Depiction of dry goods or cold drinks as described by the Specific Plan may be permitted; however, as proposed staff does not believe that the signs are consistent with the Specific Plan. RECOMMENDATION The proposed paint colors in this application have been determined by staff to be consistent with the Old Town Specific Plan. With the inclusion of the revisions proposed by staff to the gated carport, including the addition of a parapet roof element at the front of the carport to mimic the roofline of the existing building and the removal of the sign on the proposed gate, staff has determined that the proposed gated carport will be consistent with the Old Town .Specific Plan. With regard to the proposed additional signage for the building, staff recommends that the project be conditioned that the proposed tenant sign at the rear of the building shall not exceed 0.5 square foot per linear foot of business establishment along the alley. Staff recommends that the proposed addition of the words "Dry Goods" and "Cold Drinks" at the front of the building not be permitted. Staff is requesting that the Old Town Local Review Board review, provide comments, and recommend approval for this project based on staff's recommended revisions to the project. ATTACHMENT 1.
