2. Receive and File a Presentation for the Quality of Life Master Plan Website
Recommendation: That the Traffic Safety Commission receive and file the report.

3. Discussion Regarding Use of E-bikes in the City
Recommendation: That the Traffic Safety Commission:
1. Recommend that the City Council approve the proposed revisions to
Chapter 10.24.040 of the Municipal Code to define and clarify bicycle
usage on City sidewalks.
2. Recommend that the City Council approve the proposed revisions to
Chapter 12.04.050 of the Municipal Code to clarify bicycle usage in City
parks.

SUBJECT: Receive Budget Engagement Session and Provide General Recommendation

RECOMMENDATION: That the Commission receive the budget engagement session and
provide general recommendation regarding the same.
BACKGROUND: Each year in February, City staff begins the development of the
Annual Operating Budget and the Five-Year Capital Improvement Program (CIP), which include
Budget Engagement Sessions with each of the City’s Boards and Commissions. These sessions
are designed to engage the Board and Commission members and community early in the
development of the Annual Operating and Capital Improvement Program Budget process.
Feedback obtained through the Budget Engagement Sessions is utilized to support programs,
projects and events that are recommended in the Proposed Budget and CIP. The aggregated
feedback from these sessions will be reported back to the City Council in their Budget Workshop
held in May.

SUBJECT: Striping on Pechanga Parkway from Temecula Parkway to Wolf Valley
Road and Butterfield Stage Road from Temecula Parkway to South City
Limits

RECOMMENDATION: That the Traffic Safety Commission receive and file the report.
BACKGROUND: An upcoming pavement rehabilitation project is currently planned for
Pechanga Parkway from Temecula Pkwy to Wolf Valley Road, and Butterfield Stage Road from
Temecula Parkway to South City Limits. As part of this planned project, City staff have redesigned
the lane configuration for these sections of Pechanga Parkway and Butterfield Stage Road to
improve the existing bicycle facilities. The proposed striping plans include the widening of bike
lanes and addition of bike lane buffer areas where applicable. It will also include the addition of
bike lanes on northbound and southbound Pechanga Parkway to complete the gap between
Temecula Parkway and Clubhouse Drive. Staff does not anticipate any traffic capacity issues
associated with these revisions as the number of vehicle lanes will not be affected by these changes.
Exhibit A and B reference the proposed striping configurations for Pechanga Parkway and
Butterfield Stage Road. The proposed striping designs on Pechanga Parkway and Butterfield Stage
Road will adjust lane widths and alignments to allow for the noted improvements to the existing
bike facilities, while maintaining the number of northbound or southbound lanes. Appropriate
signing, markings, and bike lane pavement legends will be implemented to enforce the adjusted
striping layout.
The pavement and striping work are anticipated to occur in the Summer of 2024.
FISCAL IMPACT: Installation of striping and pavement markings are to be included in the
CIP Pavement Rehabilitation Program.

1. Citywide Concrete Repairs FY2023-24
Project: Citywide Concrete Repairs
Status: On November 13, 2023, Loamic Builders Inc. began preparing for concrete repairs
in various locations throughout the city. Construction is continuous. Various
sidewalk, lane, and shoulder closures are expected during the working hours.
(Monday through Friday 7:00 a.m. to 4:30 p.m.). The project is scheduled for 60
working days and is anticipated to be complete in March 2024.
2. Citywide Slurry Seal FY2023-24
Project: Slurry Seal Residential Streets – Citywide Slurry Seal FY 2023-24 Map
Week 14 Schedule
Status: On On October 11, 2023, American Asphalt South began preparing streets for
slurry seal. Construction is continuous. Various lane and road closures are expected
during the working hours (Monday through Friday 7:00 a.m. to 4:30 p.m.). The
affected residential tracts are as follows:
• Rancho Vista & Los Ranchitos
• Rancho Vista East
• Vail Ranch
The project is scheduled for 75 working days. A weekly schedule for street closures
for slurry seal placement will be made available the week prior to work commencing.
Anticipated completion April 2024.
3. Butterfield Stage Rd. Between Rancho California Rd. and La Serena Rd.
Project: Grading and Slope Stabilization work on the East side of Butterfield Stage Rd.
Status: On March 4, 2024, Woodside Homes started performing earth grading and slope
stabilization work resulting in the Northbound #2 lane and sidewalk closure of
Butterfield Stage Rd. between Rancho California Rd. and La Serena Rd. Working
hours are 7:00 a.m.to 4:00 p.m. Monday through Friday. Anticipated completion
Summer 2024 (Will revise when we get their schedule).

4. I-15, Temecula Parkway, and Rancho California Road
Project: I-15 Congestion Relief
Status: Project construction will run March 2024 through December 2024. Work will involve
northbound portions of I-15 between Temecula Parkway and Rancho California
Road, and the connecting on- and off-ramps. For traffic restrictions, please visit the

5. I-15, I-215, Winchester Road, and Murrieta Hot Springs Road
Project: I-15 / French Valley Parkway Improvements – Phase II
Status: Project construction will run May 2023 through May 2025. Work will involve
northbound portions of I-15 and I-215 between Rancho California Road and
Murrieta Hot Springs Road, and the connecting on- and off-ramps. For traffic

6. Diaz Rd. Between Rancho California Rd. and Rancho Way
Event: Utility Work
Status: EMWD performing a sewer modifications project resulting in the North Bound #2 lane
closed, along with the Murrieta Creek multipurpose trail closed from January 2024
through July 2024. Anticipated completion end of summer 2024
7. Nicolas / Calle Girasol
Project: Nicolas Road Extension
Status: Intermittent lane closures with flagging operations on Nicolas Road between Joseph
Rd and Calle Girasol. Expect delays during working hours. Working hours are
Monday through Friday from 7:30 a.m. to 3:30 p.m. Anticipated completion end of
2024.

8. Pujol Street at Main Street
Event: Right of way work for the new Vine Creek Apartments Development
Status: Starting March 4, 2024, Pacific West Builders will be performing wet and dry utility
work on Pujol Street North of Main Street resulting in lane shifts and single lane
flagging. Working hours are 8:30 a.m.- 3:30 p.m. Monday through Friday.
Anticipated completion April 2024.
9. Rustic Glen Between Margarita Rd. and Winchester Rd.
Event: Utility Work
Status: SCE performing utility upgrade work resulting in intermittent shoulder closures
during work hours. Work hours are Monday through Friday 7:30 a.m. – 3:30 p.m.
Anticipated completion March 2024.
10. Streetlights on Moreno Road and Mercedes Street
Project: Sidewalks - Old Town Improvements - Additional Streetlights on Moreno Road and
Mercedes Street (East of Old Town Front Street)
Status: On November 13, 2023, Loamic Builders Inc. began preparing for streetlight
installation. Construction is continuous. Working hours are Monday through Friday
7:00 a.m. to 4:30 p.m. Work will result in intermittent shoulder and sidewalk closure.
The project is scheduled for 45 working days and is anticipated to be complete in
March 2024.
11. Via Montezuma Rd. Eastbound Lane
Event: Utility Work
Status: Colorado West will be performing sewer later tie in work resulting in intermittent
Lane Closures during work hours. Work hours are Monday through Friday 7:30 a.m
3:30 p.m. Anticipated completion March 2024.

12. Winchester Road at Enterprise Circle North/ Margarita Road at Verdes Lane/
Redhawk Pkwy at Paseo Parallon
Project: Traffic Signal Upgrade Work
Status: Starting March 4, 2024, Select Electric will be performing upgrade work to existing
traffic signals resulting in periodic lane and shoulder closures. Working hours are
7:30 a.m.- 4:30 p.m. Monday through Friday. Anticipated completion April 2024.
13. Ynez Road Southbound #2 Lane at Rancho California Road
Event: Utility Work
Status: Starting the week of March 11, 2024, Socal Gas will be performing an upgrade to
the existing valve station on the West side of Ynez Road, South of Rancho
California Road. As a result, the South Bound #2 Lane of Ynez Road at Rancho
California Road will be closed during the hours of 9:00 p.m. to 5 a.m. Sunday
through Thursday. Anticipated completion at the end of April.
