RSO PUBLIC COMMENTS—NON-AGENDA ITEMS The following individual(s)addressed the Subcommittee: • Ebony Lawrence and Therese Lewis -The Empowerment Center SUBCOMMITTEE BUSINESS 1. 2024 Introductions — City Council Members Zak Schwank and Jessica Alexander met with TVUSD Board President Joseph Komrosky and Trustee Allison Barclay accompanied by City Manager, TVUSD Superintendent and staff from both organizations. City Manager Adams provided a brief overview of the joint subcommittee and the ongoing relationship between the District and the City. 2. Joint Use Agreements — Director of Community Services Erica Russo provided a brief history of TCSD/City Joint Use Agreements (JUAs). There are 7 active JUAs that are in discussions with City/TVUSD staff, plus another three-way agreement between the City and the County governing Ronald H. Roberts Temecula Public Library. All will be updated to include a master agreement with all common terms (e.g., term/termination, insurance and indemnification, etc.) and separate exhibits for any terms unique to each site (e.g., access, apportionment, maintenance, etc.). Changes will include clearer/updated language so that the "use" time is very clear (courts, fields, etc.), and easier to amend in the future. Director Russo recognized TVUSD Executive Director Jason Osborne for his invaluable assistance and guidance throughout this process. There are also new resources and new needs that are being discussed; possibly new JUAs. 3. CR&R Compliance — SB 1383 — Director of Public Works Pat Thomas provided an overview of State-imposed SB1383 requirements and that TVUSD is not in compliance per report from CR&R. TVUSD Executive Director Jason Osborne recently briefed TVUSD Superintendent Dr. Gary Woods and expressed issues with CR&R not picking up their trash. TVUSD stated that they have been in compliance (72% diversion with green waste) but acknowledged they may not be meeting the Edible Food Recovery, which has been a challenge in terms of difficulty with food spoiling, staff time to separate food from plastic; an unfunded State mandate. TVUSD is meeting with CR&R continuously and will follow up related to organics/pickups. 4. Homework Center— TVUSD Assistant Superintendent Dr. Kimberly Velez shared that TVUSD has hired a new long term sub starting Monday to facilitate the Homework Center at the Temecula Public Library, 5 days a week (3.75 hours each day). The Homework Center serves students K-12 and works as follows: City provides the space and resources (room/desks/technology/computers); TVUSD staffs it. (The Homework Center was envisioned as part of the original proposal for grant funding/construction of the Temecula Public Library). There are also AP students that help tutor the students at the Homework Center. TVUSD is implementing sign-in requirements for parental contact information. 5. E-Bike Ordinance — Director of Public Works Patrick Thomas gave an overview of a new City Ordinance related to e-bikes. (TMC 10.24.040 —Bicycles and Class 1 and 2 e- bikes are permitted on sidewalks, with exceptions of no bicycle or e-bike of any kind shall ride upon a sidewalk within any business district; upon the sidewalks of bridges; in pedestrian underpasses; on pedestrian overpasses; or upon sidewalks adjacent to any school building. TMC 10.24.040 - Class 3-bikes and E-Motorcycles are prohibited from being ridden on all sidewalks and trails TMC 12.04.050 -No person shall ride or operate an electric bicycle within city parks, except upon Class 1 bike trails that are adjacent to, or within said city parks.). E-scooters and motorized skateboards were also discussed; however, the proposed Ordinance is geared toward e-bikes. Captain Durham discussed the educating of students (mirroring Carlsbad PD) with a certification class that provides a sticker for the students to park a-bikes on campus. TVUSD Marketing, Communications, & Innovation Officer Jimmy Evans responded to questions regarding District outreach/notification efforts. TVUSD/City to continue collaborating on public outreach re a-bike communications. 6. Skatepark Update — Director of Public Works Patrick Thomas provided renderings of the future/new skate park at Ronald Reagan Sports Park. The new skate park will require a 6-8 month construction period to start in 2025 and is estimated to be complete in the fall of 2025. Prior to the skate park, a renovated hockey rink will be reconstructed with a roof over it; new surfacing, new boards. Discussed future pickleball court complex, and that tennis courts that are currently pickleball courts will reconvert back to tennis courts. TVUSD Board President Komrosky discussed the concept of a skate park on TVUSD property (at the Rancho Vista grounds) with City funding; however liability is a concern for the City/City Attorney. Moreover, it was shared that municipal codes that govern skateboard use in public/City spaces are not applicable to District property, with the District free to pursue skateboard-related "usage/programs on their property. TVUSD Board President Komrosky discussed the possibility of a student Skate Club to use the Ronald Reagan Sports Park's new skate park in the future which seemed feasible during the day(possibly another JUA). 7. Care Solace — Director of Community Services Erica Russo provided an overview of Care Solace and that the City is analyzing their services and a potential agreement that would remove the cost that is already servicing/funded through TVUSD's contract,which covers City of Temecula TVUSD student households. Allison Barclay, Dr. Kimberly Velez and Nicole Dayus, shared their support and examples of the services that Care Solace provides estimating 45-60 contacts per month are made through the TVUSD contract. 8. SRD Update — Captain Durham discussed how School Resource Deputies are funded and deployed. 2.5 deputies are funded by the City; 3.5 funded by TVUSD. Some are roving in the north area of Temecula and others in the south area of Temecula between elementary/middle schools with one stationed at the high schools. Captain Durham explained that RSO is very careful hiring a special type of Deputy that can easily relate to students providing impressionable guidance to last a lifetime. TVUSD Director of Safety & Security Jason Vickory also discussed the positive impact of the SRDs and other District safety measures that are in place, especially as it relates to an active shooter incident.
