Each speaker is limited to 3 minutes. Public comments may be made in person at the meeting by submitting a speaker card to the Committee Secretary. Speaker cards will be called in the order received. All audio and visual use is prohibited. Public comments may also be submitted by email for inclusion into the record. Approved the Staff Recommendation (6-0): Motion by Wilson, Second by Farnbach. The vote reflected unanimous approval. 1. Minutes Recommendation: Approve the action minutes of March 28, 2024 BUSINESS 2. Meet your Metro+ Team Introduced: Sgt. Sandoval, Morrow, Cooper and Grosser (Sheriff); Elsa Wigle (Fire); Gus Gonzalez (Code Enforcement). 3. Receive Presentation from Temecula Community Services Department regarding Old Town Temecula Events Received presentation, no action. 4. Long Range Planning Application No. LR23-0429, Mark Collins Recommendations: That the Old Town Local Advisory Committee review the following proposals and provide general recommendations regarding the same. A. Amend the Municipal Code to consolidate all Alcohol Standards into a New Chapter entitled, "Chapter 17.09 (Alcohol)" to include Type 90 Establishments, and create Class IV Entertainment License (Chapter 9.10) 2 Recommended approval to allow future Conditional Use Permits (CUPs) being required to shut off alcohol sales at midnight (4-2): Motion by Wilson, Second by Nunn. The vote reflected unanimous approval with Anderson and Ngo opposing. B. Amend the Old Town Temecula Specific Plan to include provisions for Type 90 Entertainment Venues Recommended approval to allow two (2) Type 90 Permits in Old Town Temecula (5-1): Motion by Nunn, Second by Wilson. The vote reflected unanimous approval with Farnbach opposing. Recommended approval to allow midnight closing hours for Type 90 Permit (6-0): Motion by Uriarte, Second by Anderson. The vote reflected unanimous approval. Recommended approval to allow minors but with conditions on the Type 90 Permit (6-0): Motion by Anderson, Second by Nunn. The vote reflected unanimous approval. C. Amend the Old Town Temecula Specific Plan to implement a one-year pilot program for outdoor live entertainment Temporary Use Permits (TUP) Recommended approval of the Staff Recommendation (6-0): Motion by Wilson, Second by Anderson. The vote reflected unanimous approval. ITEMS FOR FUTURE MEETINGS  Signage  Parking  Funding Sources (other revenue sources besides parking) ADJOURNMENT: The meeting was adjourned at 11:35 AM. __________________________________________________ Luke Watson, Deputy City Manager Item No. 2 No attachments Item No. 3 CITY OF TEMECULA COMMUNITY DEVELOPMENT MEMORANDUM TO: Old Town Local Advisory Committee (OTLAC) FROM: Matt Peters, Acting Director of Community Development PREPARED BY: Scott Cooper, Senior Planner DATE: May 23, 2024 SUBJECT: Altair Specific Plan Update Background: On January 9, 2018, the City Council approved a General Plan Amendment, Specific Plan, Tentative Tract Map, Development Agreement, and Environmental Impact Report (EIR) for the Altair project. Location: South and west of the intersection of Ridge Park Drive and Vincent Moraga; west of Pujol Street and Murrieta Creek; north of Santa Margarita River within the City of Temecula, California Project Details: A maximum of 1,750 dwelling units are proposed on 270 acres. Different housing types are proposed to meet the needs of a range of age groups, and household sizes. The proposed project is located to take advantage of the shopping, dining, and entertainment venues of Old Town and is designed to encourage a strong pedestrian connection to both Old Town and planned open space within the development. An extensive network of bike lanes and trails are proposed to connect to the City’s overall and regional network. In addition, the proposed project would construct the Western Bypass that would link Temecula Parkway with Diaz Road, including widening Vincent Moraga Road. Project Status: Staff has been working with Brookfield Properties and their project manager Colin Koch on the development of the project. The City is processing three (3) Development Plans for the first three (3) villages of Altair consisting of single family detached, duplex, and rowhomes products totaling 467 residential units and two (2) parks. Consistent with previous City direction on other projects such as Wolf Creek and Harveston, there are very specific requirements for the installation of public infrastructure (streets, traffic signals, parks, trails, etc.) in advance of the City issuing building permits to the developer.
