Julie Ngo, Chair Matt Peters, Interim Director of Community Development Item No. 2 STAFF REPORT - PLANNING CITY OF TEMECULA OLD TOWN LOCAL ADVISORY COMMITTEE TO: Old Town Local Advisory Committee FROM: Ron Moreno, Director of Public Works/City Engineer DATE: August 22, 2024 SUBJECT: Receive Update on Construction of Sixth Street Improvements [Formerly, “Sidewalks - Old Town Improvements - South Side of Sixth Street (Old Town Front Street to Mercedes Street)”], PW22-16 ______________________________________________________________________________ PREPARED BY: Amer Attar, Engineering Manager Emalee Sena, Assistant Engineer I RECOMMENDATION: Receive and File BACKGROUND: An upcoming street improvement project is currently planned for the south side of Sixth Street from Old Town Front Street to Mercedes Street. The construction of this project will include new sidewalk along the south side of Sixth Street, rolled curb/gutter, street lighting, landscaping, and irrigation. The project also includes installation of ADA ramp bulb outs on the west side of Sixth Street and Mercedes intersection. Staff will also take the opportunity of this construction project to upgrade the ADA ramps on the west side of the intersection of Mercedes Street and Fifth Street by adding the bulb outs. The project improvements are designed in accordance with the Old Town Specific Plan On April 23, 2024, the City Council approved the project plans and specifications and authorized the Department of Public Works to solicit construction bids for the Sixth Street Improvements [Formerly, “Sidewalks - Old Town Improvements - South Side of Sixth Street (Old Town Front Street to Mercedes Street)”], PW22-16. The construction contract was publicly advertised between July 2, 2024, and July 24th, 2024. On Wednesday, July 24, 2024, seven (7) bids were electronically received, opened, and the results were publicly posted on the City’s online bidding service, PlanetBids. Ace Capital Engineering of Lake Forest, California was deemed to be the lowest responsive bidder, pending the award of the contract at the August 13, 2024, City Council Meeting, with a bid amount of $665,523.17. The specifications allow for eighty (80) working days (approximately four months) to complete the work. BACKGROUND SUMMARY The Old Town Specific Plan encourages hotel development. The following information is intended to provide an update to the Old Town Local Advisory Committee on hotel development plan applications in Old Town. Staff will give a presentation on the status of the hotels discussed in this staff report. ANALYSIS Truax Hotel / Planner: Eric Jones Status: Expired The Truax Hotel was approved at six stories with 151 rooms (approximately 175,677 square feet) and located on the south side of 3rd Street, between Old Town Front Street and Mercedes Street. A related parking garage was also approved on the north side of 3rd Street. The project was designed to provide active street frontages along Old Town Front Street and 3rd Street by incorporating restaurant and retail space along these streets with multiple pedestrian access points. 4th Street Hotel / Planner: Scott Cooper Status: Approved The 4th St. Hotel was approved at four stories with 111 rooms (approximately 72,486 square feet) and located on the south side of 4th Street approximately 50’ southwest of Mercedes Street. Boutique Hotel / Planner: Scott Cooper Status: Approved - 2 - The Boutique Hotel was approved at four stories with 50 rooms (approximately 60,258 square feet) and located on the west side of Old Town Front Street approximately 400’ south of Santiago Road. Temecula Resort & Spa / Planner: Scott Cooper Status: Project in Review The Temecula Resort & Spa is a proposed at seven stories with 355 rooms (approximately 288,269 square feet with an approximately 174,382 square foot parking garage) located on the east side of Old Town Front Street between First Street and Second Street.
