Speakers are limited to two (2) minutes each. If you desire to speak to the Commission about an item not listed on the Agenda, a yellow 'Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. For all other agenda items, a 'Request to Speak" form must be filed with the Recording Secretary before the Commission gets to that item. Fire Chiefs Report ADJOURNMENT The next regular meeting of the City of Temecula Public/Traffic Safety Commission will be held on Thursday, June 23, 2005 at 6:00 P.M., Temecula City Hall, Council Chambers, 43200 Business Park Drive, Temecula, California. r.\traffic\wmmissn\agenda\2005\032405 Agenda/ajp ITEM NO. 1 MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION FEBRUARY 24, 2005 CALL TO ORDER The City of Temecula Public/Traffic Safety Commission convened in a regular meeting at 6:00 p.m. on Thursday, February 24, 2005, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE Commissioner Arbogast led the audience in the Flag salute. ROLL CALL Present: Commissioners Arbogast, Youmans, Lanier, Ramos and Chairman Jacobs. Absent: None. 4U_W@K9191`1 t42kK Mr. Earl Shaw, Temecula resident, expressed concern with the speed that vehicles are traveling on Butterfield Stage Road, and requested clarification on the status of posting speed limit signs on Butterfield Stage Road. Responding to Mr. Shaw's query, Mr. Moghadam noted that staff is currently in the process of obtaining Engineering and Traffic Surveys for the City which will determine speed limits or affirm existing speed limits; that shortly after the road is reopened and surveys administered, speed limit signs will be posted on Butterfield Stage Road. Mr. Robert Zochowski, Temecula resident, expressed concern with a median Island being installed on Wabash and SR79 South. Responding to Mr. Zochowski's concern, Public Works Director Hughes stated that the City will soon be going to bid to widen Pechanga Parkway and that there will be plenty of room for making u-turns at that location. At this time, the public hearing was closed Commissioner Lanier thanked the Police and Fire Department as well as staff for their efforts during the rainy season. Commissioner Lanier also requested that staff explore the possibility of installing a sign at the southbound off -ramp of SR79 South that reads: No right -turn on red. R:\Minutes\PublicTrafficSafetyCommission022405 In response to Commissioner Lanier's request, Mr. Hughes stated that the SR79 South off -ramp is under the control of Caltrans but would be happy to forward the request. Commissioner Arbogast also thanked Police and Fire Department as well as staff for all their efforts during the rainy season. Ms. Arbogast also expressed concern with an unmarked island on Meadows Parkway and La Serena Road; advising that at night it is difficult to see and requested that staff explore the possibility of installing markers on the island that would be visible at night. Responding to Commissioner Arbogast's concern, Mr. Moghadam noted that at the time when the signal at that intersection of La Serena and Meadows Parkway becomes operational, markers will be installed at the island making it visible at night. Commissioner Arbogast also expressed concern with the backing -up of traffic at Margarita Road and SR79 South and queried if staff would seek a solution to the problem. For Commissioner Arbogast, Mr. Moghadam noted that he will explore the situation. Chairman Jacobs thanked Corporal Albert for allowing him to attend a ride -a -long roving DUI check point; Commissioner Jacobs also requested that staff explore the possibility of installing ground reflectors on the roads that do not have any. COMMISSION CONSENT CALENDAR Minutes of January 27, 2005 RECOMMENDATION: 1.1 Continued to the meeting of March 24, 2005. MOTION: Commissioner Arbogast moved to approve the Consent Calendar. Commissioner Youmans seconded the motion and voice vote reflected unanimous approval. COMMISSION BUSINESS 2. Vial of Life RECOMMENDATION: 2.1 That the Public/Traffic Safety Commission receive and file the report. Paramedic Coordinator Adams presented the Commission with a staff report (of record), noting the following: That the Vial of Life program will assist in getting the required information during an emergency. The long-standing program is effective and simple. That residents wishing to participate can pick up two (2) Vial of Life stickers at any of Temecula's fire stations or the Mary Phillip's Senior Center. R:\Minutes\PublicTrafficSafetyCommission022405 Commissioner Arbogast suggested that forms also be available at doctor's offices, churches, senior centers, child care facilities, and the Temecula Community Center (TCC) through the Neighborhood Watch Program. Commissioner Lanier suggested adding the Vial of Life program to the City's web page and City's newsletter. The Commission expressed excitement toward the new program. For Commissioner Youmans, Mr. Adams relayed that he is not aware of any other surrounding communities participating in the program at this time. Commissioner Ramos suggested that the program be translated into Spanish for the Spanish speaking community. Assistant to the City Manager Yates relayed that the Vial of Life program will need to go to the City Council for final approval before it could be released to the general public. 3. Public/Traffic Safety Commission Goal Planning - 2005 RECOMMENDATION: 3.1 That the Public/Traffic Safety Commission engage in a goal planning discussion for the 2005 calendar year. Commissioner Arbogast suggested having a Public/Traffic Safety Commissioner's web page; that the web page could answer frequently asked questions. For Commissioner Arbogast, Mr. Yates noted that he will explore her suggestion. Commissioner Ramos encouraged fellow Commissioners to attend the Public/Traffic Safety Commission's Workshop that is held yearly in November; advising that it is an informative Workshop. Chairman Jacobs requested that staff notify the Commission as soon as they are aware of the date and time of the next Public/Traffic Safety Workshop held yearly in November. Chairman Jacobs also suggested, although optional, that the Public Traffic/Safety Commissioner's become TCC members. Lieutenant Wait informed the Commission that she will be bringing a TCC update at the next Public/Traffic Safety Commission meeting. Chairman Jacobs also encouraged the Commission to participate in the Community Emergency Response Team (CERT) program. Mr. Yates noted that he will be scheduling tours for the Public/Traffic Safety Commission in the near future. Police Chiefs Report Corporal Albert noted that the Police will be involved in the below mentioned events: • The Good Old Days Car Show on February 26, 2005 • That DUI Saturation check point on March 4, 2005 • Static DUI check point on March 17, 2005 Police Chief Domenoe relayed that the Every 15 minutes Program is currently in the planning stages and that the Commission will be updated with a report at the following Public/Traffic Safety Commission meeting in March 2005; and that in the near future the Police Department will be devoting 15 minutes at every meeting to discuss events that the Police Department has been or will be involved in. 7. Fire Chiefs Report Paramedic Coordinator Adams reported that Fire Chief McBride has accepted another position and that staff is currently in the process of recruitment; and that American Medical Response is in the process of adding another ambulance to the Temecula area. FLAG SALUTE Commissioner Lanier led the audience in the Flag salute. ROLL CALL Present: Commissioners Arbogast, Youmans, Lanier, Ramos and Chairman Jacobs Absent: None. Via overheads, Lieutenant Wait as well as Sergeant Kondrit, provided a presentation regarding the Every 15 Minutes Program advising that the next event will be held on May 17 and 18 at Temecula Valley High School. The Public/Traffic Safety Commission commended the Police Department for their excellent program and relayed their full support. PUBLIC COMMENTS None at this time Commissioner Youmans thanked the Police Department for the opportunity to participate in a ride -a -long. Commissioner Arbogast relayed that she had an opportunity to attend a DUI checkpoint, noting that she had an interesting experience. Ms. Arbogast also noted that she had the opportunity to attend the City's Volunteer Recognition Luncheon and was impressed by the amount of volunteers the Police and Fire Department have acquired. In response to Commissioner Arbogast's request, Lieutenant Wait, relayed that she would be happy to provide the Commission with a Megan's Law presentation. Commissioner Ramos requested that staff explore the possibility of installing signs that indicate Margarita Road to the left and Redhawk Parkway to the right (eastbound). Commissioner Ramos also invited the Commission to attend a luncheon honoring the local law enforcement community at Marie Calendars on Wednesday, April 20, 2005. R:\Minutes\PublicTrafficSafetyCommission032405 1 Chairman Jacobs noted that he also had an opportunity to attend a ride -a -long to jail and commended the Officers, Police Explorers and the Citizens Action Patrol volunteers for their professionalism. COMMISSION CONSENT CALENDAR 1. Minutes of January 27, 2005 RECOMMENDATION: 1.1 Approve the Minutes of January 27, 2005 With respect to the Minutes of January 27, 2005, Commissioner Arbogast noted a correction in regard to the speakers on page 5 and 9. MOTION: Commissioner Lanier moved to approve the Consent Calendar as amended. Commissioner Ramos seconded the motion and voice vote reflected unanimous approval. COMMISSION BUSINESS 2. Temecula Citizens Corps Update RECOMMENDATION: 2.1 That the Public/Traffic Safety Commission receive and file the report. Lieutenant Wait echoed by Sergeant Kondrit, provided the Public/Traffic Safety Commission with a Temecula Citizen Corps (TCC) update, noting the following: • That there are currently over 137 TCC members • That on Saturday, April 2, 2005, a Safety Fair will be held at the Ronald Regan Sports Park at 10:00 a.m. to 1:00 p.m. • That the All Hands Temecula Citizen Corps meeting will be held on Tuesday, April 19 held at the Ronald Regan Sports Park at 7:00 p.m. • That the Fire Department will be taking over the CERT drills. At 6:46 p.m., Commissioner Ramos excused himself from the meeting. 3. Traffic Circulation Alternatives — Calle Pina Colada RECOMMENDATION: 3.1 That the Public/Traffic Safety Commission: 1. Provide direction to staff regarding the Meadowview area Traffic Circulation Study; and 2. Provide direction to staff regarding the implementation of alternative Traffic Calming Measures. Director of Public Works Hughes provided a staff report, as of written material. At 7:00 p.m., the public hearing was opened. R:\Minutes\PublicTrafricSafetyCommission032405 2 Mr. Rolf Wittman, Calle Pina Colada resident, expressed his disappointment with the City's not being able to resolve the problems of Calle Pina Colada. At this time, the public hearing was closed. Understanding the concern of Mr. Wittman, Commissioner Arbogast queried on the possibility of adding a No Left -turn from Calle Pina Colada onto La Serena Way. In response to Commissioner Arbogast's query, Director of Public Works Hughes stated it would be staff's opinion that restricting a No Left -turn from Calle Pina Colada onto La Serena Way would only divert traffic trips to Avenida Barca, which is less equipped to handle more volumes of traffic. Chairman Jacobs suggested a workshop meeting between Calle Pina Colada residents, staff members, and two members of the Public/Traffic Safety Commission to discuss what type of options would be available. Commissioner Jacobs also suggested that the Police Department increase police enforcement. Director of Public Works Hughes relayed that if it were the will of the Commission to have a workshop meeting, it would be necessary to seek the support of the City Council. MOTION: Commissioner Arbogast moved to recommend a workshop meeting between staff, two City Council members, two Public/Traffic Safety Commissioners, and the residents of Calle Pina Colada; that staff explore what the impacts would be if a Left -turn movement from Calle Pine Colada onto La Serena Way were implemented; that staff explore other traffic calming measures that have not yet been discussed previously; and that staff increase police enforcement. Commissioner Lanier seconded the motion and voice vote reflected approval with the exception of Commissioner Ramos who was absent. 4. Parking Restrictions — Winchester Road and State Route 79 South RECOMMENDATION: 4.1 That the Public/Traffic Safety Commission recommend: That the City Council adopt a resolution establishing a parking restriction on Winchester Road between Jefferson Avenue and Winchester Creek Avenue; and That the City Council adopt a resolution establishing a parking restriction on State Route 79 South between Bedford Court and Temecula Creek Road. MOTION: Commissioner Arbogast moved to continue Item No. 4 until the April 28, 2005 meeting. Commissioner Lanier seconded the motion and voice vote reflected approval with the exception of Commissioner Ramos who was absent. 5. RECOMMENDATION: 5.1 That the Public/Traffic Safety Commission receive and file the report and provide recommendations as necessary. In response to Commissioner Arbogast's query, Principal Engineer Moghadam noted that currently there is time of day coordination on Winchester Road and in a few months there will be time of day coordination for the off ramps. It was the consensus of the Public/Traffic Safety Commission to receive and file this report. 6. Traffic Engineer's Report Principal Engineer Moghadam relayed that he has provided a Public Works Monthly Activity Report in staffs agenda packet. 7. Police Chiefs Report Sergeant Pino thanked Commissioner Arbogast for providing pizza at a DUI checkpoint and reported that the SLAP report will be distributed on Mondays. 8. Fire Chiefs Report No report at this time. That the City Council adopt a resolution establishing a parking restriction on Winchester Road between Jefferson Avenue and Winchester Creek Avenue; and 2. That the City Council adopt a resolution establishing a parking restriction on Route 79 South between Bedford Court and Temecula Creek Road. BACKGROUND: On February 7, 2005, the City of Temecula assumed responsibility for maintenance and operation of Winchester Road and Route 79 South within the city limits. Since both roadways were formerly under the jurisdiction of Caltrans, the City did not have the authority to establish parking restrictions on the segments located within the City. Currently, parking is not restricted on Winchester Road and Route 79 South. Staff has observed on - street parking along portions of Winchester Road, which during the peak hours causes additional delays and congestion. The proposed parking restriction complies with the City's policy to restrict on -street parking on arterial highways. Therefore, staff recommends that the Commission approve the recommendation that the City Council establish parking restrictions on Winchester Road and Route 79 South within the City Limits. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process. FISCAL IMPACT: Adequate funds are available in the Public Works Traffic Division signing and striping account. Attachment: 1.
