Page 2 Item No. 1 CITY OF TEMECULA AGENDA REPORT TO: City Manager/City Council FROM: Randi Johl, Director of Legislative Affairs/City Clerk DATE: September 5, 2024 SUBJECT: Consider Topic of Future Home Ownership Opportunities for Youth and Provide General Recommendations Regarding the Same PREPARED BY: Randi Johl, Director of Legislative Affairs/City Clerk RECOMMENDATION: That the City Council conduct a joint meeting with the Race, Equity, Diversity and Inclusion Commission to consider the topic of future home ownership opportunities for youth and provide general recommendations regarding the same. BACKGROUND: The City Council, at the request of Council Member Alexander, asked the Race, Equity, Diversity and Inclusion (REDI) Commission, to discuss the topic of future home ownership opportunities for youth and provide general recommendations regarding the same. The Commission utilized the following approach to consider the item: (1) Identify the barriers that the next generation (youth) may be facing now and into the future as they seek home ownership in Temecula. (2) Analyze these barriers to determine if existing community resources/agencies/non-profits/other exist to address these barriers and match the barrier with the provider. (3) Identify and analyze the gaps (i.e., which barriers are going unaddressed and/or need more attention). (4) Make recommendations to the City Council on those gaps. Tonight, the REDI Commission will present its body of work related to the topic and make its recommendations to the City Council. The City Council will receive the information, conduct a related dialogue, and provide further direction as desired to the Commission and staff. Such direction may be specifically -tailored and/or general to the topic of housing including future requests for proposals for affordable housing.
