SUMMARY: Receive and File Update on Altair Development
RECOMMENDATION: Receive and File
BACKGROUND SUMMARY
Staff will give a presentation on the status of the Altair development. Although Altair is not within
the Old Town Specific Plan area it is geographically adjacent to Old Town and provides a direct
pedestrian connection at Main Street and vehicular access at First Street.
On December 12, 2017, the City of Temecula City Council approved a General Plan Amendment
and Tentative Tract Map to allow for residential development within this area and at a second
reading on January 9, 2018, adopted an Ordinance for the approval of the Altair Specific Plan.
On August 21, 2024, the City of Temecula Planning Commission approved Development Plans
for Villages A, B, & C of Altair consisting of 467 homes.
ANALYSIS
Altair is envisioned as the complementary residential component to the Old Town Specific Plan
area. The two planning areas are integral to providing a successful urban mixed-use environment.
Village A
- 146 detached single family and duplex homes and one (1), one-acre park
o 78 three story detached single-family homes ranging in size from 2,011 square feet
to 2,213 square feet
o 68 two and three story duplex homes ranging in size from 1,665 square feet to 2,384
square feet
- Architecture:
o Three (3) floor plans with one (1) architectural style consisting of six (6) different
color schemes for the detached single family homes

o Four (4) floor plans with one (1) architectural style consisting of six (6) different
color schemes for the duplexes
Village B
- 109 detached single family and duplex homes and one (1), 0.67-acre park
o 21 three story detached single-family homes ranging in size from 2,011 square feet
to 2,213 square feet
o 88 three story duplex homes ranging in size from 1,775 square feet to 1,978 square
feet
- Architecture:
o Three (3) floor plans with one (1) architectural style consisting of six (6) different
color schemes for the detached single family homes
o three (3) floor plans with one (1) architectural style consisting of three (3) different
color schemes for the duplexes
Village C
- 45 buildings containing 212 attached rowhomes
o 101 three story rowhomes ranging in size from 1,404 square feet to 1,710 square
feet
o 111 two story rowhomes ranging in size from 1,428 square feet to 1,718 square feet
- Architecture:
o Four (4) floor plans with one (1) architectural style consisting of three (3) different
color schemes and the two story rowhomes
o Three (3) floor plans with one (1) architectural style consisting of three (3) different
color schemes
Central Park/Open Space
There are open space areas in each of the villages that are part of an overall open space plan for
Villages A, B, & C that will allow residents of Altair to trek from the far northern end of Village
A to the Central Park of Altair stopping in various areas to take in the views of Old Town from
seating areas within active and passive open space areas.
The Central Park is a 5-acre park that will contain a community building, a dog park with three (3)
pens, playground with two areas of play for different ages of kids, a stage, large lawn area, shade
structures, parking lot, and a pedestrian connection to Old Town. The park is under design by the
developer.
RECOMMENDATION
Staff recommends that the Old Town Local Advisory Committee review and file this report.
