MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR OF PLANNING
MAY 12, 2005
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
May 12, 2005 at 1 :30 PM in the Community Development Conference Room, located at 43200
Business Park Drive Temecula California. Principal Planner Don Hazen presiding.
Also present were Associate Planner Christine Damko and Minute Clerk Cynthia Lariccia.
Item NO.1: Planninq Application No. PA05-0021 and PA05-0121, A Development Plan
(Product Review) for ten detached sinqle-familv residential homes and a Minor
Exception to increase the lot coveraqe for lots 2-4 bv one percent and driveway
width bv fifteen percent. located on the southeast corner of Ynez Road and
Rancho Vista Road.
Associate Planner Christine Damko gave an overview of the project and staff recommendations
highlighting the two floor plans and two architectural styles, French Country and Early
Californian, ranging in size from 3,700 to 3,900 square feet. Assistant Planner advised that the
applicant has applied for a minor exception regarding lot coverage for three of the lots.
Applicant is asking for 36% lot coverage for Lots 2, 3, & 4. The increase is less than 15%,
which is the maximum exception permitted by the Development Code. Associate Planner also
requested amendment to #14 relating to driveway width. Current driveway widths are 24 feet..
Applicant is requesting an increase to 28 feet for lots 3,5,8,9. Condition 18d, which relates to
outdoor employee eating areas should be deleted.
Principal Planner requested clarification on #14. He asked if this was a Planning Department or
Public Works request. He also stated that an increase of 28 feet would be over the 15%
window and that the width should be 27 feet 6 inches. Associate Planner stated product review
came in with two separate driveways when they submitted precise grading plans. Public Works
does not typically allow two driveways. Principal Planner was concerned that he cannot grant
over 15% of code requirement and will address this issue later with the applicant.
Principal Planner also asked if Condition #19 was applicable and suggested that it be kept in if
models are presented or advertising signs requested.
Principal Planner questioned elevations as they appeared from major publiC rights-of-way;
specifically, Lot 10, Plan 2. Applicant has added additional window treatments to this elevation.
Principal Planner asked to look at rear elevation on Lot 1. Associate Planner stated that revised
plans had been presented showing enhancements not present on the plan reductions.
Principal Planner Hazen opened the Public Hearing at 1 :45 PM.
Charlene Kussner, Gallery Portraits, Canyon Lake, commented on the driveway. Stated she
has worked with staff on this issue and would not be opposed to reducing driveway to be within
the 15% maximum. Discusssion continued on elevations of Lot #1 and Lot #10. Applicant
would not be opposed to more detail enchancements.

Steve Struikmans, 29741 Camino Del Sol, is in favor of the project but expressed his concern
about tree removal and water drainage. Main concern was who will be cleaning the drainage
ditch at the bottom of the slope and questioned who is responsible for maintenance.
Ms. Kussner state that she will be removing some trees and planting others and has made
arrangements with subcontractor to provide tree proposal at a cost benefit to the homeowners in
the area of the slope. Ms. Kussner stated that contracted will be constructed a new v-ditch
channel that will collect and come thru Lot 1.
Principal' Planner recommended Mr. Struikmans speak with Public Works and will escort him to
that office after the hearing.
Dr. Marcus Ettinger, 41607 Margarita Road, concern was keeping the dust down during
construction and the times of operation. He also requested the date the project will be
compelted.
Ms. Kussner stated that contractor must follow dust control rules and regulations. Principal
Planner stated that grading permits issued included specifics on dust control and that they are
inspected. He stated the City must comply with the regulations of the Air Quality Management
District or City will be fined.
Ms Kussner stated that contractor's hours of operation are from 7 am to 6 pm Monday thru
Saturday. The anticipated completion of the project will be January or February of 2006.
Architect for the project went over specifications with Principal Planner on the side and rear
elevations of the houses in question. Applicant agreed to recommended enhancements.
Principal Planner closed the Public Hearing at 2:10 PM.
Principal Planner Hazen approved PA05-0021, revising Condition #14, deleting Condition
#18(d), and subject to revised elevations and the remaining conditions of approval.
There being no further business, hearing was adjourned at 2: 10 PM.
