HomeMy WebLinkAbout051905 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR OF PLANNING MAY 19, 2005 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, May 19, 2005 at 1 :30 PM in the Community Development Conference Room, located at 43200 Business Park Drive Temecula, California. Principal Planner Don Hazen presiding. Also present were Associate Planner Christine Damko, Associate Planner Matt Harris, Special Projects Engineer Annie Bostre-Le and Minute Clerk Cynthia Lariccia. Item No.1: Planninq Application No. PA05-0066 A Tentative Parcel Map to subdivide four commercially zoned parcels into seven leqal parcels with "Parcell" desiqnated as open space, located on the southeast corner of Hiqhway 79 South and Butterfield Staqe Road. Associate Planner Christine Damko gave an overview of the project and staff recommendations. In addition this project will have a pedestrian trail. Staff would like to add an additional condition of approval. She stated that the Riverside County Flood Control and Water Conservation district provided a letter on May 17, 2005 with the additional requirement that the applicant provide an easement along the eastern portion of this property. She also stated that staff had relied on a previous negative declaration prepared for a shopping center on a portion of this project. Staff prepared a negative declaration that was to be approved at the May 18, 2005 meeting of the Planning Commission. Resource agency letters from the Fish and Game and Air Quality Management District required the City to go make changes to the Initial Study. Staff cannot recommend approval of this project as the Initial Study will have to be amended. Staff recommends continuing the item Principal Planner Hazen opened the Public Hearing at 1 :35 PM. Applicant Mark Esbensen, 41623 Margarita Road, Temecula, stated that he was aware of the letter from the Flood Control District and will work with them. He asked if it was possible to get the parcel map or plot plan approved before the negative declaration and stated he will comply with whatever needs to be done. Principal Planner closed the Public Hearing at 1 :38 PM. Principal Planner stated that State Environmental laws require us to make an environmental determination on the parcel map. It is not classified as an exemption under CEQA. He stated that the City needs to recirculate this for public review under advice of the City Attorney. He suggested that suggested that we take the Development Plan and the Parcel Map as a package to the Planning Commission. Principal Planner Hazen continued item off calendar and referred PA05-Q066 and the related Development Plan to the Planning Commission. Principal Planner Hazen also included in his recommendation that the Flood Control easement issues be resolved and reflected on the map, if necessary, so that it need not be conditioned. Item No.2: Planninq Application No. PA04-0612 A Development Plan to construct. establish and operate a sinqle-story dental office totalinq 5.999 square feet alonq with onsite parkinq facilities and landscapinq on 2.89 acres. located at 43980 Marqarita Road R:\D IRHEAR\M INUTES\2005\05-19-05 minutes.doc Associate Planner Matt Harris gave an overview of the project and staff recommendations. . Previous site developed for single family residence which was recently torn down. The Tentative Parcel Map was approved to create three structures. This project will be the first of three office buildings with two others to be built at a later date. The site Includes common landscape and parking for the two future building pads. A reciprocal access agreement has been requested to cross over the future parcels once the final map is recorded. Community Services has requested that the existing Class I Trail currently to the east would extend across the southern property line to the intersection corner. Associate Planner stated that proposed building is consistent and compatible with existing residences in the area. Principal Planner asked for clarification on the trail and how it affects the landscape plan. Associate Planner stated that the existing landscape plan shows the trail and all perm iter landscaping. All are included in plan part of first phase. Principal Planner Hazen opened the Public Hearing at 1 :50 PM. Applicant Walt Allen, 28465 Old Town Front Street, Temecula wanted to thank the Planner for his work on the project and agreed with his presentation on the phasing of the project. Principal Planner closed the Public Hearing at 1 :52 PM and approved PA04-0612 with recommended conditions. i There being no further business, hearing was adjourned at 1 :52 PM.
