2. Madison Avenue Pedestrian Crossing
Recommendation: That the Traffic Safety Commission direct staff to implement crosswalk
signing, striping, and a Rectangular Rapid Flashing Beacon (RRFB)
crosswalk system across Madison Avenue at Sanborn Avenue.

3. Engineering and Traffic Survey Update
Recommendation: That the Traffic Safety Commission recommend the City Council adopt an

SUBJECT: Highway Safety Improvement Program (HSIP) Cycle 12 Grant

RECOMMENDATION: That the Traffic Safety Commission receive and file the report of the
Highway Safety Improvement Program (HSIP) Cycle 12 Grant.
BACKGROUND: On May 6, 2024, Caltrans announced the HSIP Cycle 12 Call-for-
Projects. The HSIP program funds local highway safety improvement projects based on a
competitive grant process. The City has decided to seek HSIP Cycle 12 grant funding for two (2)
projects. The projects are listed below:
1. Fiber Extension Project: This project will provide fiber communications and timing
improvements to traffic signals on multiple corridors including Margarita Road, Date
Street, Meadows Parkway, Nicolas Road, and Deer Hollow Way. The traffic signals along
these corridors will receive equipment upgrades to facilitate fiber communication
upgrades. The total project cost is estimated to be $1,105,700 and the City of Temecula
will provide a 50% match of the total cost.
2. Pedestrian Crossing Enhancements- This project will provide ADA compliant pedestrian
ramp enhancements adjacent to several school sites within the City. The total project cost
is estimated to be $350,000 and the City of Temecula will provide a 10% match of the
total cost.
Grant applications were submitted on September 9, 2024 with grant project selections anticipated
in early 2025. Staff will provide the results of the grant when available, at a future Traffic Safety
Commission meeting. The public has been notified of the Traffic Safety Commission’s
consideration of this issue through the agenda notification process.
FISCAL IMPACT: Fiscal impacts will be determined at time of grant award selection.

RECOMMENDATION: That the Traffic Safety Commission receive and file the report of the
Safe Streets and Roads for All (SS4A) Grant.
BACKGROUND: The Bipartisan Infrastructure Law (BIL) established the Safe Streets and
Roads for All (SS4A) discretionary program with $5 billion in appropriated funds over 5 years,
2022-2026. The SS4A program is administered through the Federal Highway Administration
(FHWA) and the program funds regional, local, and Tribal initiatives through grants to prevent
roadway deaths and serious injuries.
On May 6, 2024, the City submitted a grant to fund the development of a Comprehensive Safety
Action Plan. On September 9, 2024, the City received confirmation of award for the grant.
The Comprehensive Safety Action Plan will build off the Local Roadway Safety Plan (LRSP) that
the City completed in 2022. The LRSP will be updated to comply with Federal requirements for
Safety Action Plan documents which will help the City when applying for future Federal Grants.
The City is being awarded $120,000 in Federal funds with a $30,000 City match.

1. I-15, Temecula Parkway, and Rancho California Road
Project: I-15 Congestion Relief
Status: Project construction will run March 2024 through December 2024. Work will involve
northbound portions of I-15 between Temecula Parkway and Rancho California
Road, and the connecting on- and off-ramps. For traffic restrictions, please visit the

2. I-15, I-215, Winchester Road, and Murrieta Hot Springs Road
Project: I-15 / French Valley Parkway Improvements – Phase II
Status: Project construction will run May 2023 through May 2025. Work will involve
northbound portions of I-15 and I-215 between Rancho California Road and
Murrieta Hot Springs Road, and the connecting on- and off-ramps. For traffic

3. Del Rey Road Between Solana Way and San Pasqual Road
Project: SCE Emergency Repair
Status: Beginning July 31, 2024 SCE will be performing an emergency electric service
replacement resulting in one-way flagging operation on Del Rey Road. Working
hours are 8:00 AM to 3:30 PM Monday - Friday. Anticipated completion, end of
October 2024.
4. Diaz Rd. Between Rancho California Rd. and Rancho Way
Project: Utility Work
Status: EMWD performing a sewer modifications project resulting in the North Bound #2 lane
closed, along with the Murrieta Creek multipurpose trail closed from January 2024
through November 2024.

5. Jefferson Ave. at Buecking Dr.
Project: Jefferson Buecking Apartments
Status: Starting Monday, July 8, 2024 the Developer for the new Jefferson Buecking
Apartments will be performing wet utility and offsite improvement work on Jefferson
Ave. and Buecking Dr. resulting in periodic lane closures between the
work hours of 8:30 AM to 3:30 PM Monday-Friday. Estimated Completion end of
October 2024.
6. Nicolas Detour
Project: Nicolas Road Extension
Status: Nicolas Road will be closed starting at Leifer / Calle Medusa. Traffic will detour along
Calle Medusa to La Serena. Closure will begin at the end of April through the year
2024. Anticipated completion will be January 2025. Click HERE to view the detour

7. Pavement Rehabilitation Program – Citywide, Pechanga Parkway and
Butterfield Stage Road, PW 23-19
Project: Rehabilitation Pechanga Parkway and Butterfield Stage Road
Status: The majority of the project work is complete. The Contractor will be finishing utility
manhole adjustments and finalizing road striping resulting in intermittent lane
closures. Working hours are 7:30 AM to 4:30 PM. Anticipated completion October
2024.

8. Roger Epperson Parking Lot (Formally known as the Stampede Parking Lot)
Project: Southside Parking Lot Reconfiguration
Status: Beginning on August 5, 2024, Leonida Builders will be starting phase one of the parking
lot reconfiguration project, resulting in parking space reductions in the areas of
construction. Alternative parking is available at the lot on the Northeast corner of Old
Town Front Street and First Street. Working hours are 7:00 AM to 4:30 PM Monday
Friday. Anticipated Completion date of January 2025. For more information about this

9. Santa Gertrudis Creek Trail at Margarita Road
Project: Santa Gertrudis Creek Phase II – Margarita Under-Crossing
Status: From October 7 through October 18, northbound Margarita Rd will be subject to single
lane closures. Project Construction will run August 2024 through January 2025. During
this time, there will be no access between the trail and margarita rd. The trail ramps on
both sides of Margarita Rd will be closed until construction is completed. The project will
construct an extension of the trail beneath Margarita Rd. such that pedestrians and
bicyclists need not cross on Margarita Road once completed. The trail ramps will be
restored and reopened at that.
10. Sidewalks - Citywide (Ynez Rd-Rancho Highland to Tierra Vista) PW17-28
Project: Sidewalk Gap Closure on West Side of Ynez Road Between Rancho Highland to
Tierra Vista Rd.
Status: Beginning of October 7, 2024 BWW & Co. will begin construction of the installation of
new sidewalks along the West side of Ynez Road, resulting in periodic lane closures
on South Bound Ynez Rd. at Rancho Highland. Work hours are 7:00 AM to 4:30 PM
Monday through Friday. Anticipated completion December 2024.

11. Sixth Street Improvements
Project: Sixth Street Improvements – South side of Sixth Street between Old Town Front
Street and Mercedes Street, including new bulb-outs at the intersections of Fifth
Street with Mercedes and Sixth Street with Mercedes
Status: Beginning on September 3, 2024, ACE Capital Engineering started construction to
improve the south side of Sixth Street between Old Town Front Street and Mercedes
Street. There will be no parking on the south side of Sixth Street in this stretch during
construction. Access to businesses on the south side of Sixth Street will be
maintained during construction. Work hours are 7:00 AM to 4:30 PM Monday through
Friday. Construction completion is anticipated in January 2025.
12. Pavement Rehabilitation Program – Citywide, Pechanga Parkway and
Rainbow Canyon Rd, PW22-15
Project: Rehabilitation Pechanga Parkway and Rainbow Canyon
Status: The majority of the paving work is complete. The Contractor will be finishing utility
manhole adjustments, shoulder grading, installation of traffic signal loop detectors,
and road striping and signing resulting in intermittent lane closures. Work hours are
9:00AM – 4:00PM Monday through Friday for work in between Temecula Creek Inn
entrance and the intersection of Rainbow Canyon Rd. and Pechanga Parkway. For
work performed between Temecula Creek Inn entrance and the southern City limits
the work hours are 8:00PM – 5:00AM Sunday through Friday Anticipated completion
October 2024.
