Santa's Electric Light Parade Resident Parking Update — Staff shared an update on resident parking solutions for the 2024 Santa's Electric Light Parade. Subcommittee was in favor and recommended residents be notified in multiple and accessible ways. Staff will be notifying residents this week. 2. Rod Run Event Update — At the request of the Mayor, staff proposed changing Rod Run registration into two separate registrations for Cruise Night and Show& Shine. Staff confirmed the meridian barricades used last year would not be used this year, which will provide more flexibility in ingress/egress, and recommended limiting the amount of Cruise Night passes to help improve traffic flow. Subcommittee had concerns on limiting registration and requested staff meet with Riverside Sheriff's Office (RSO) to discuss safety concerns and exit route additions. Staff will meet with RSO and come back to Subcommittee next month to discuss an updated proposal. 3. Discuss Extended Hours for Lights at Park Amenities — Staff reported the pilot program of extended hours at park amenities was positive but had concerns about staffing and rentals if the extended hours continued. Subcommittee requested staff to investigate any potential Palomar lighting ordinances and City noise concerns before continuing the discussion or making further recommendations. Staff has since confirmed that Palomar permits lights until 11 pm; this will be reflected in the recommendation to the Subcommittee next month. 4. Butterfly Garden Service Project at Ronald H. Roberts Temecula Public Library — Staff reported on the new butterfly garden installation at the Ronald H. Roberts Temecula Public Library. The Native Plant Network group has adopted the butterfly garden and will maintain it upon completion. Subcommittee was supportive of the project.
