HYDROLOGY LETTER

It is my professional opinion as the Engineer of Record for this project that although the proposed project
site improvements can be considered major in nature, the confined space of the site warrants the removal
of a hydrology report at this time due to the fact that the project site is currently fully developed as a car
dealership and only site modifications are proposed that will enhance and upgrade the car dealership and
will also include hydromodification practices required and implemented on the project site. The project
does not propose and increase in impervious and does not propose and use changes. The project site
will not negatively impact downstream properties due to the inclusion of a new 796 sq-ft biofiltration basin.
In support of this, the following statements apply to the project site:
1. The hydrologic rational method Runoff Coefficient CEX = CPR because the land use is not changing in
the pre- to -post construction designs.
2. The area tributary to the BMP is an area swap due to site constraints. The proposed basin functions
as a vegetated conveyance structure that greatly reduces velocity and increases the time of
concentration. Additionally, the site flow will discharge through a limited HMP orifice during treatment.
3. The Q100 will be reduced or maintained at the existing Q100 as this is the primary function of
hydromodification management planning.
4. The project does not alter the existing drainage pattern; flood depth; nor impact downstream
properties as the project still discharges to the public storm drain in Motor Car Parkway.
5. The project site is listed as Zone X on FEMA mapping and no FEMA concerns are present on the site
in the pre- or post- construction design configurations. Additionally, the project site is a commercial
car dealership and no housing is being proposed by the project as presented.
I hereby declare that I am the Engineer of Record for this project, that I have exercised responsible
charge over the design of the project as defined in Section 6703 of the Business and Professions code,
and that the design is consistent with current standards.
