Monterey to 30135 Via Monterey in Temecula, CA
Please provide the following informaƟon in reply to this email as soon as the crew arrives on site:

We have reviewed for bio, waters, and cultural resources concerns. You are approved to proceed with the following
standard (construcƟon and vegetaƟon) and environmental requirements:
ConstrucƟon Standard Measures
Tailboard Briefing: The Environmental Requirements must be kept on site and be read to the crew prior to starting
work. If any of the requirements create a safety or scope concern, please contact Environmental Services. If additional
ground disturbing or vegetation clearing activities are proposed during project activities, stop work and contact
Environmental Services.
Scope of Work Authorization: The following ERD conditions apply to the work outlined in the Scope of Work provided to
ESD. Any changes or additions, including but not limited to construction means and methods, equipment identified,
materials used, extent of grading, scope of vegetation impacting activities, add‐ons, or proposed access routes, must be
reviewed and released by SCE Environmental prior to the start of work.
Minimize work area: The work area shall be minimized to the smallest area necessary to complete the work.
Crew Check: Prior to starting work, crews will check the workspace for bird nests (e.g., pole cavities, vegetation to be
removed). Contact the biological monitor or call the number above prior to work within 200 feet of an active nest.
Cavity Nests: Prior to starƟng work, crews will check the workspace for caviƟes in poles and trees. Crews will tap loudly
on poles and trees with potenƟal cavity nests and watch for wildlife leaving the cavity or the sounds of young birds

inside the cavity. If an acƟve cavity nest is suspected, crew must STOP WORK and contact SCE Environmental Services
prior to work.
Injured/Trapped Wildlife: Prior to the start of work, crews will inspect their workspace for any injured or dead
wildlife. In addition, look in holes and trenches, construction material, and equipment for any trapped wildlife. Call the
number above if you observed dead, injured, or trapped wildlife.
Spill Release/Prevention: Vehicles/equipment must be inspected for leaks (e.g., fuel, oil, hydraulic fluids, etc.) and
repaired prior to work. Storing, fueling, and maintenance should not occur near a wetland, waterway, or riparian area.
Spill kits/absorbent clean‐up materials shall be available on‐site and if used, disposed of properly. Contact 1‐844‐GOT‐
SPIL for any potential hazardous material or spills that cannot be cleaned up by spill kits alone.
Avoid Waters and Wetlands: No work is allowed within waters or riparian vegetation unless reviewed and released by
SCE Environmental and all necessary permits have been issued. If unanticipated wetlands, waters, and riparian
vegetation are encountered STOP WORK and contact SCE Environmental.
Driving on road through waters (wet or dry): Only rubber wheeled vehicles and equipment are allowed to travel
through drivable water crossings on existing access roads. No grading or road improvements/repairs/alterations
(e.g., damming, diversions, fill, placement of plates or boards, etc.) are allowed within these areas unless reviewed and
released by SCE Environmental. No stopping within flowing or standing water.
Unanticipated groundwater: If unanticipated groundwater is encountered, STOP WORK and contact SCE
Environmental.
Archaeological/Human Remains/Paleontological Discoveries: If Archaeological resources (Native American or historical
artifacts), fossils, or human remains are encountered, stop work, and call the number above or the SCE Operator 626‐
302‐1212 and ask for an on‐call Archaeologist.
Site re‐contouring: Upon project completion, all disturbed areas must be returned to meet pre‐existing contours (i.e.,
original line and grade).
Weed Maintenance and Prevention: Use certified weed‐free materials (e.g., gravel, straw, and fill) to the extent
practicable. Maintain facilities and infrastructure to limit the introduction and spread of weeds.
Dust Control: No visible dust plumes are allowed. If dust plumes are observed, then slow speeds on dirt roads, water
dirt/work areas, or work when the soil is not extremely dry.
Generator Usage: Generators are not allowed unless a Generator Ordering Form (GOF) has been completed 20 days
prior to work. Contact TransportaƟon Services Department (951) 440‐8370 to verify if a form has been received; if no
form has been submiƩed, contact the SCE representaƟve to complete this form immediately.
VegetaƟon Standard Measures
The following Standard Environmental Requirements must be available on‐site at all Ɵmes and be read and understood
by the crew before work commences. Please note that addiƟonal Site‐Specific Environmental Requirements that are
more restricƟve may also apply:
Photo‐documentaƟon: Photo‐documentaƟon (from the same locaƟons for reference of before and aŌer) of field
condiƟons, water resources within the project work area, and any off‐road/overland access routes will be collected prior
to, during, and upon compleƟon of the project. Photos to be sent via email to SCEemergency@swca.com and
wetlands@sce.com

Check for Site‐Specific Environmental Requirements: Always check Work Management System (e.g., S123, Fulcrum,
Collector, Salesforce, coordinaƟon spreadsheets, etc.) prior to work for addiƟonal Site‐Specific Environmental
Requirements. The Environmental Requirements must be kept on site with the tailboard form and be reviewed by the
crew as part of the jobsite tailboard prior to starƟng work. If any of the requirements create a safety or scope concern,
the crew must STOP WORK and contact SCE Environmental Services.
Changes or AddiƟons to Scope of Work Must Be Reviewed: The environmental review and associated Site‐Specific
Environmental Requirements apply to the prescripƟon informaƟon in the Work Management System. All changes or
addiƟons, including but not limited to prescripƟon changes (e.g., trim to removal or minor trim to deep prune), add‐ons,
access, specialized equipment, etc., must be reviewed and released by SCE Environmental Services prior to the start of
work.
Minimize work area: The work area shall be minimized to the smallest area necessary to complete the work.
No Overland Travel or Cuƫng Paths: Stay on exisƟng paved or maintained dirt roads (two‐tracks routes are overland
travel and not approved under this measure). No trimming or removal of vegetaƟon to create new or widen exisƟng foot
paths can occur. Overland routes must be approved by SCE Environmental Services prior to work.
Crew Check: Prior to starƟng work, crews will check the workspace for bird nests (e.g., pole caviƟes, vegetaƟon to be
removed). Contact SCE Environmental Services prior to work within 200 feet of an acƟve nest.
Cavity Nests: Prior to starƟng work, crews will check the workspace for caviƟes in poles and trees. Crews will tap loudly
on poles and trees with potenƟal cavity nests and watch for wildlife leaving the cavity or the sounds of young birds
inside the cavity. If an acƟve cavity nest is suspected, crew must STOP WORK and contact SCE Environmental Services
prior to work.

clean‐up materials shall be available on‐site and if used, disposed of properly. All gasoline powered equipment (e.g.,
chainsaws) must be placed on secondary containment or outside drainages/weƩed areas. All releases to the
environment, no maƩer the amount, must be reported to your SCE RepresentaƟve and 844‐GOT‐SPIL (844‐468‐7745).
Avoid Waters and Wetlands: No work is allowed within waters or riparian vegetaƟon unless there are Site‐Specific
Environmental Requirements authorizing such work and all necessary permits have been issued. If wetlands, waters, or
riparian vegetaƟon are encountered with no Site‐Specific Environmental Requirements, STOP WORK and contact SCE
Environmental Services.
No unauthorized VegetaƟon Impacts: No trimming or cuƫng of vegetaƟon shall occur within waters or riparian areas
unless there are Site‐Specific Environmental Requirements authorizing such work and all necessary permits have been
issued. No cut materials, including chipped materials, can be disposed of within waters or riparian areas. If unplanned
trimming or removal of vegetaƟon is required, STOP WORK and contact SCE Environmental Services.

Driving on road through waters (wet or dry): Only rubber wheeled vehicles and equipment are allowed to travel
through drivable water crossings on exisƟng access roads. No grading or road improvements/repairs/alteraƟons (e.g.,
damming, diversions, fill, placement of plates or boards, etc.) are allowed within these areas unless reviewed and
released by SCE Environmental Services. No stopping within flowing or standing water. Crews shall avoid water crossings
when soils are too wet/muddy to support the vehicle without creaƟng ruts or causing the vehicle to become stuck. No
material or equipment in waters or riparian vegetaƟon: No materials (e.g., construcƟon materials and hardware,
imported or naƟve fill, gravel, riprap, excavated materials, debris, etc.) or equipment shall be staged/parked, refueled,
stored, stockpiled, or disposed of in waters or riparian areas, or in locaƟons where spilled or loose materials could
potenƟally enter a wetland, waterway, or riparian area.
Foot Access: Only foot access is authorized within waters and within riparian vegetaƟon. No mechanized equipment or
vehicles are authorized within waters. Crews shall enter and exit the project site via the same route or trail. No
vegetaƟon may be trimmed without prior review and release by SCE Environmental Services.
Chemical ApplicaƟon: No chemical applicaƟon, including but not limited to herbicides, is authorized on public land or
within or near environmentally sensiƟve resources (e.g., waters, wetlands, associated riparian habitat, species habitat)
unless specifically approved in the Site‐Specific Environmental Requirements.
Dust Control: No visible dust plumes are allowed. If dust plumes are observed, then slow speeds on dirt roads, water
dirt/work areas, or work when the soil is not extremely dry.

Requisitos Normativos Ambientales: control de la vegetación
Los siguientes Requisitos Normativos Ambientales deben estar disponibles en el área de trabajo en todo momento y

cambios o adiciones, incluyendo de una poda a una tala o de una poda menor a una poda en profundidad, los puntos
añadidos, el acceso, el equipo especializado, etc., deben ser evaluados y autorizados por el Departamento de Servicios
Ambientales de SCE antes del inicio de las tareas.
Minimizar la zona de trabajo: la zona de trabajo debe reducirse a la superficie más pequeña necesaria para llevar a cabo
las tareas.

No se permite la transición fuera de los caminos (por tierra) ni la creación de senderos: utilice únicamente los caminos
pavimentados o de tierra existentes (las rutas de dos vías son viajes por tierra y no están aprobadas bajo esta medida).
No se permite podar ni remover la vegetación para crear senderos nuevos o ampliar los existentes. Las rutas terrestres
fuera de los caminos (por tierra) deben ser aprobados por el Departamento de Servicios Ambientales de SCE antes del
inicio de las tareas.
Revisión de la cuadrilla: antes de comenzar a trabajar el equipo debe revisar el área del trabajo en busca de nidos de
aves (p. ej., en cavidades en los postes o vegetación que se removerá). Comuníquese con el Departamento de Servicios
Ambientales de SCE antes de comenzar a trabajar a menos de 200 pies de distancia de un nido activo.
Nidos en cavidades: antes de iniciar el trabajo la(s) cuadrilla(s) revisaran la zona de trabajo en busca de cavidades en los
postes y árboles. Las cuadrillas deben golpear los postes y árboles que puedan contener cavidades para confirmar la

Descubrimientos arqueológicos/ restos humanos/ paleontológicos: si se encuentran recursos arqueológicos (artefactos
nativo‐americanos o históricos), fósiles o restos humanos, INTERRUMPA LAS TAREAS, llame al 833‐SCE‐2ENC y solicite un
arqueólogo de guardia.
Derrames/ prevención de derrames: los vehículos/equipos deben inspeccionarse para detectar posibles fugas (por
ejemplo, combustible, aceite, fluidos hidráulicos, etc.) y repararse antes del inicio de las tareas. Evite almacenar, y
repostar combustible y realizar tareas de mantenimiento en humedales, recursos de agua o áreas ribereñas, o en
lugares donde los materiales derramados podrían ingresar a esas zonas. Mantenga sus kits de derrames (materiales de
limpieza absorbentes) disponibles. Si se utilizan los kits deben desecharse adecuadamente. Todos los equipos que
funcionan con gasolina (p. ej., motosierras) deben colocarse en la contención secundaria o lejos de los desagües/zonas
húmedas. Todos los derrames al medio ambiente, sin importar su cantidad, deben ser reportados a su representante de
SCE y al 844‐GOT‐SPIL (844‐468‐7745).
Evite cursos de agua y humedales: no se permite trabajar en recursos de agua o vegetación ribereña al menos que
existan Requisitos Ambientales Específicos al Área de Trabajo que autoricen dicha tarea y se hayan recibido todos los
permisos necesarios. Si se encuentran humedales, recursos de agua o vegetación ribereña sin los correspondientes
Requisitos Ambientales Específicos al Área de Trabajo, INTERRUMPA LAS TAREAS y comuníquese con el Departamento
de Servicios Ambientales de SCE.
No se permite generar impactos en la vegetación no autorizados: queda prohibido podar y cortar la vegetación dentro
de los recursos de agua o áreas ribereñas al menos que existan Requisitos Ambientales Específicos al Área de Trabajo
que autoricen dicha tarea y se hayan recibido todos los permisos necesarios. No está permitido desechar residuos
vegetales, incluyendo aserrín o astillas de madera, dentro de los recursos de agua o áreas ribereñas. Si es necesario
podar o remover vegetación fuera del plan establecido, INTERRUMPA LAS TAREAS y comuníquese con el Departamento
de Servicios Ambientales de SCE.
Transitar por caminos que crucen a través de recursos de agua (con agua presente o secos): únicamente los vehículos y
equipos con llantas de goma pueden cruzar por recursos de agua transitables o manejar por los caminos de acceso
existentes. Está prohibido nivelar o mejorar/reparar/alterar los caminos (p. ej., represas, desvíos, rellenos, colocación de
planchas de metal o tablas, etc.) dentro de estas áreas al menos que el Departamento de Servicios Ambientales de SCE
lo evalúe y autorice. Evite detenerse dentro del agua corriente o estancada. Las cuadrillas deberán evitar los cruces de

corrientes cuando el suelo esté demasiado húmedo o fangoso para soportar el peso del vehículo sin crear surcos o hacer
que el vehículo se atasque.
Está prohibido ingresar materiales o equipos en los recursos de agua o vegetación ribereña: ningún tipo de material (p.
ej., materiales o herramientas de construcción, relleno nativo o importado, grava, rocas, materiales excavados,
escombros, etc.) ni equipos deberían estacionarse, repostarse, almacenarse, o desecharse en cursos de agua o áreas
ribereñas, o en lugares donde los materiales derramados o sueltos podrían ser derramados dentro de humedales o
recursos de agua o área ribereña.
Acceso a pie: únicamente está autorizado el acceso a pie dentro de los recursos de agua y la vegetación ribereña. No se
autorizan vehículos ni equipos mecanizados dentro de los recursos de agua. Las cuadrillas deberán entrar y salir del área
del proyecto por la misma ruta o sendero. No está permitido podar vegetación sin una evaluación y autorización previa
del Departamento de Servicios Ambientales de SCE.
Aplicación de productos químicos: no se autoriza la aplicación de ningún producto químico, incluidos, entre otros, los
herbicidas, en terrenos públicos o dentro o cerca de recursos ambientalmente sensibles (p. ej., recursos de agua,
humedales, hábitat ribereño, hábitat de especies) al menos que se encuentren aprobados en los Requisitos Ambientales
Específicos al Área de Trabajo.
Control del polvo: queda prohibido crear nubes de polvo visibles. Si se observan nubes de polvo, reduzca la velocidad en
los caminos de tierra, riegue las zonas de trabajo de tierra o trabaje cuando el suelo no esté extremadamente seco.
Uso de generadores: no se permite el uso de generadores al menos que se haya llenado un Formulario de Pedido de
Generador (en inglés, “Generator Ordering Form” o sus siglas GOF) 20 días antes del inicio de las tareas. Comuníquese
con el Departamento de Servicios de Transporte al (951) 440‐8370 para verificar si se recibió el formulario. Si no se ha
enviado ningún formulario, comuníquese con el representante de SCE para llenarlo de inmediato.
