La Serena Way & Calle Medusa – Stop Control Analysis Recommendation: That the Traffic Safety Commission recommend the City Council adopt a Resolution establishing Multi-Way Stop Controls at the intersection of La Serena Way & Calle Medusa. Approved Staff Recommendation (4-0): Motion by Ackerman, Second by Richardson. The vote reflected unanimous approval. 3. BACKGROUND: Annually, the Commission elects a member to serve as Chairperson and Vice-Chairperson. The appointment to the position becomes effective at the meeting of February 27, 2025. The newly elected Chairperson and Vice-Chairperson will preside through the 2025 calendar year. FISCAL IMPACT: None. Item No. 3 1 TRAFFIC SAFETY COMMISSION AGENDA REPORT TO: Traffic Safety Commission FROM: Ron Moreno, Director of Public Works/City Engineer DATE: January 23, 2025 SUBJECT: De Portola Road/Jedediah Smith Road Roundabout Project Update PREPARED BY: Nick Minicilli, Senior Traffic Engineer Erick Escobedo, Associate Civil Engineer RECOMMENDATION: That the Traffic Safety Commission receive and file the report. BACKGROUND: The De Portola Road/Jedediah Smith Road Roundabout Project, PW23-01, includes the design and construction of a single lane vehicular roundabout at this intersection to improve traffic congestion, reduce delays, enhance traffic safety, and maintain the natural beauty and rural character of the surrounding community. On May 14, 2024, the Department of Public Works selected GHD, Inc. (GHD) as the design consultant responsible for delivering full construction documents after an extensive Request for Proposal process. GHD provides transportation engineering, environmental advisory, digital, utility, and construction services to public clients throughout California. GHD has successfully designed numerous roundabouts throughout California and are recognized in the industry as roundabout experts. On December 17, 2024, City staff in conjunction with GHD, led a stakeholder meeting with the Los Ranchitos community. At this meeting, the City provided a project update and presented a conceptual roundabout design. Staff listened to feedback and answered questions regarding the proposed roundabout. Environmental documentation has been completed with California Environmental Quality Act (CEQA) Categorical Exemption approval. The design team is currently seeking National Environmental Policy Act (NEPA) approval through HUD. The project is currently in 60% design with anticipated final design completion in the Summer of 2025. After the City Council approves the final design, the City will seek bids for construction. Staff recommend the Commission receive and file this report on the De Portola Road/Jedediah Smith Road Roundabout Project Update. I-15, I-215, Winchester Road, and Murrieta Hot Springs Road Project: I-15 / French Valley Parkway Improvements – Phase II Status: Project construction will run May 2023 through May 2025. Work will involve northbound portions of I-15 and I-215 between Rancho California Road and Murrieta Hot Springs Road, and the connecting on- and off-ramps. Jefferson Ave. at Buecking Dr. Project: Jefferson Buecking Apartments Status: Starting Monday, July 8, 2024 the Developer for the new Jefferson Buecking Apartments will be performing wet utility and offsite improvement work on Jefferson Ave. and Buecking Dr. resulting in periodic lane closures between the work hours of 8:30 AM to 3:30 PM Monday-Friday. Estimated Completion end of January 2025. 4. Jefferson Ave. & Via Montezuma Project: Utility Work Status: Beginning December 17, 2024, NPL Construction will be installing a new high- pressure steel gas main along Via Montezuma from Jefferson Ave. to Diaz Road. Periodic lane closures and traffic restrictions will be implemented during the hou 8:30 AM to 3:30 PM. Estimated completion is February 2025. 5. Nicolas Detour Project: Nicolas Road Extension Status: Nicolas Road will be closed starting at Leifer / Calle Medusa. Traffic will detour along Calle Medusa to La Serena. Roger Epperson Parking Lot (Formally known as the Stampede Parking Lot) Project: Southside Parking Lot Reconfiguration Status: Beginning on August 5, 2024, Leonida Builders will be starting phase one of the parking lot reconfiguration project, resulting in parking space reductions in the areas of construction. Alternative parking is available at the lot on the Northeast corner of Old Town Front Street and First Street. Working hours are 7:00 AM to 4:30 PM Monday Friday. Santa Gertrudis Creek Trail at Margarita Road Project: Santa Gertrudis Creek Phase II – Margarita Under-Crossing Status: Project Construction will run August 2024 through January 2025. During this time, there will be no access between the trail and Margarita Rd. The trail ramps on both sides of Margarita Rd will be closed until construction is completed. The project will construct an extension of the trail beneath Margarita Rd. such that pedestrians and bicyclists need not cross Margarita Road once completed. The trail ramps will be restored and reopened at that time. 8. Sidewalks - Citywide (Ynez Rd-Rancho Highland to Tierra Vista) PW17-28 Project: Sidewalk Gap Closure on West Side of Ynez Road Between Rancho Highland to Tierra Vista Rd. Status: Beginning of October 7, 2024 BWW & Co. will begin construction of the installation of new sidewalks along the West side of Ynez Road, resulting in periodic lane closures on South Bound Ynez Rd. at Rancho Highland. Work hours are 7:00 AM to 2:30 PM Monday through Friday. Anticipated completion January 2025. Sixth Street Improvements Project: Sixth Street Improvements – South side of Sixth Street between Old Town Front Street and Mercedes Street, including new bulb-outs at the intersections of Fifth Street with Mercedes and Sixth Street with Mercedes Status: Beginning on September 3, 2024, ACE Capital Engineering started construction to improve the south side of Sixth Street between Old Town Front Street and Mercedes Street. There will be no parking on the south side of Sixth Street in this stretch during construction. Access to businesses on the south side of Sixth Street will be maintained during construction. Asphalt restorations on the Fifth Street and Mercedes Street intersection and Sixth Street and Mercedes Street intersection will begin the week of 12/16/24 through the week of 1/9/25. During this time period there will be a full lane closure in the north bound direction. Traffic will detour along Fourth Street to Old Town Front Street. Work hours are 7:00 AM to 4:30 PM Monday through Friday. Construction completion is anticipated in January 2025.
