BACKGROUND
On December 26, 2023, Adrian Amosa submitted Planning Applications PA23-0499 and PA23-
0500, a Modification Application and Certificate of Historical Appropriateness for exterior and
interior modifications to an existing historic building (First National Bank Building) including
exterior paint color changes.
ANALYSIS
Old Town Temecula Specific Plan / Certificate of Historical Appropriateness
The Old Town Specific Plan (OTSP) requires that Level Two Projects which have the potential
for significant aesthetic impacts be reviewed by the Old Town Local Advisory Committee
(OTLAC). A Level Two project includes any substantial exterior alteration or modification to a
designated historic structure that may impact the historical building form, detailing, materials,
and architectural features (including paint colors) that are important in defining the historic
character of the building or structure. The OTSP lists the First National Bank Building located at
28645 Old Town Front Street and constructed approximately in 1914 as a historic building.
The OTSP requires a Finding of Historical Appropriateness for any designated historic building
that is modified or altered in any way, including alterations or modifications to the exterior or
interior of the building. The purpose of a Finding of Historic Appropriateness is for the
maintenance, retention, and preservation of the historical building form, detailing, materials and
architectural features that are important in defining the historic character of the building. The
OTSP requires review of the Historic Appropriateness with a recommendation by the OTLAC
before the project can move forward to the Planning Commission.
Modification
The project is proposing exterior and interior modifications to the existing building that include:
Exterior:
o New paint on exterior of building including the façade, doors, and window trim
using colors from the OTSP Sherwin Williams Preservation Palette
o New accessible entrance on the rear of the building
o Outdoor patio spaces demolished and regraded to meet ADA requirements.
o New enclosed trash area
o Reconditioning of outdoor patio cover and bar area
o New raised landscape planters along Main Street and Old Town Front Street using
plant materials from the OTSP Old Town Plant List
Interior:
o Renovate existing restrooms (three locations - ground floor men's & women's and
upstairs restroom) including fixture relocations, finish and fixture upgrades for
durability, aesthetic & accessibility.
o Reverse door swings to existing restrooms, install new historically appropriately
styled doors.
o Interior finish replacement in the main dining room - flooring replacement, paint
application on all walls & ceilings
o Replace existing light fixtures with new pendants & walls sconces throughout the
first & second floors.
o Interior finish replacement in the second-floor lounge/dining area - flooring
replacement, paint application on all walls & ceilings
o Paint all other interior spaces.
o Kitchen hood upgrades & kitchen finish upgrades for health department compliance
& new operations
o Refresh existing outdoor bar area for accessible serving area, clean up due to wear.
o Remove nonstructural partition at second floor lounge & dining.
RECOMMENDATION
Staff has determined that the proposed project is in conformance with the OTSP. Staff is
requesting that the OTLAC review, provide comments, and recommend that the Modification
Application and Certificate of Historical Appropriateness be approved by the Planning
Commission.

SUBJECT: Discussion of Old Town Events and Road Closures

RECOMMENDATION: That the Committee receive a presentation and provide feedback
on Old Town events and road closures.
BACKGROUND: The Community Services Department hosts many events throughout
the year at City facilities and parks. Over the years, the Civic Center Quad and Town Square Park
has become a great venue for multiple signature events. Due to the nature of the events, feedback
from other departments including Public Works, Fire and RSO, and for safety of participants and
staff, road closures are required for the events. These road closures include a temporary closure of
Mercedes Street from 3rd to 4th Streets and the Main Street ‘Y’. Staff is providing an overview of
the events which includes the road closure duration, estimated budget, and average attendance, as
well as proposals to combine or relocate some events.
Staff is recommending the Committee discuss the current events that are scheduled to take place
in Old Town and provide feedback. The feedback from Committee will be reported back to the
City Council in March.
