Price, RCE 95136 Linfield Christian School In the City of Temecula County of Riverside, California HYDROLOGY MEMO APPROVED BY CITY OF TEMECULA PUBLIC WORKS david.pina 01/31/2025 01/31/2025 01/31/2025 01/31/20 R:\05\970\REPORTS\HYDRO\970 Hydro Memo.doc Section 1 INTRODUCTION Section 1: Background The Updated Hydrology/Hydraulic Study of The Linfield School (Appendix D) was conducted in 2003, the stormwater runoff was analyzed for an area of approximately 92.8 gross acres that is generally bounded by the Rancho Vista Road to the north, Temecula Velley Highschool on the west, Pauba Road to the South, and Green Tree Road and a private very low-density residential development to the east. The purpose of this Hydrology Memo is to analyze the additional runoff due to the development of the Linfield Christian School parking lot expansion. Within the 92.8 acres from the original study, approximately 24.8- acres are tributary to the existing lake onsite. The existing lake was previously sized to handle mitigation for future developments. The proposed Linfield Christian Parking Lot is partially within the tributary boundary of the existing lake. The proposed parking lot will increase the overall tributary area to approximately 26.4-acres. This memo will determine if the existing lake is sufficiently sized to mitigate for the increase runoff produced by the added tributary area produced by the parking lot expansion. Section 2: Hydrology Calculations 2.1 Introduction The purpose of this section is to describe the parameters and modeling methodologies used in the development of unit hydrograph calculations. KWC Engineers has performed a synthetic unit hydrograph analysis for the Linfield Christian School project, which is to be utilized to provide detention basin sizing calculations. The CivilDesign Unit Hydrograph Analysis computer program was used to perform the calculations. 2.2 Approach and Methodology Unit hydrograph calculations were performed to determine the 100-year for the 1-hour, 3-hour, 6-hour, and 24-hour duration storms in accordance with the procedures of the Riverside County Flood Control and Water Conservation District Hydrology Manual (RCHM). The RCHM has four S-Graphs (Plates E-4.1 through E-4.4) titled Valley, Foothill, Mountain, and Desert, respectively, to represent the specific runoff characteristics of watersheds. The valley s -graph was selected as the most appropriate s-graph for this study area. The CivilDesign Unit Hydrograph computer program performs the transformation of s-graphs and lag time to unit hydrograph ordinances. Point precipitations were taken from the RCFC & WCD Precipitation Maps for each storm event and duration for the project area (see Appendix A). Infiltration rates (loss rates) were based on using the runoff index (RI) determined from the rational method calculations. Per the recommendations in the RCHM, Antecedent Soil Moisture Conditions AMC II was used for the 10-year storm and 100-year storm. Table 1 presents a comparison between the existing and proposed runoff peak flow rates and volumes at the outlet points. Results are presented in Appendix B for existing conditions unit hydrograph calculations and Appendix C for proposed conditions unit hydrograph calculations. The difference in volume were compared to determine if and how much mitigation would be necessary. Table 2 shows the stage storage outflow relationship for the proposed basins. The existing lake has a total storage volume of 21.63 acre-feet, 2:1 side slope, and a nominal height of 12 feet. There is an existing outlet structure is placed at 12’ above the bottom of the lake, such that the lake volume is able to mitigate the developed conditions inflows at/or below existing conditions at the time of the original hydrology report. The existing unit hydrograph calculation is analyzed to determine the existing volume that is tributary to the lake. In the existing condition the lake is calculated to store approximately 9.14 ac-ft with 6 ft of pumped water to keep the lake at its operating water level of 12’ deep . Linfield Christian School intends to redevelop a portion of the site for an additional parking lot and mass graded area. The proposed parking lot currently drains through the proposed onsite storm drain system before discharging into the existing storm drain system. The mass graded area will drain towards a ditch along the northern property line. The ditch will direct the flows into the existing storm drain system, as it does in existing. The proposed condition unit hydrograph intends to redevelop 2.05 acres tributary to the existing lake. The proposed condition unit hydrograph shows an increase of volume to 9.59 ac-ft. This would reduce the amount of water to be pumped into the lake to maintain its operating water level to approximately 5’. In conclusion, the existing lake was originally designed to handle the increase runoff produced by Linfield Christian School. The addition of tributary area from the development of the parking lot does not affect the capacity the existing lake can safely detain. It will reduce the amount of water required to be pumped to the lake in order to maintain its operating water level. The 2003 Updated Hydrology / Hydraulic Study of The Linfield School had been approved by the City and determined that the lake is a sufficient measure to mitigate for any downstream increase in runoff. Therefore, because the additional runoff produced due to the parking lot project does not impact operating water level or result in any increase in runoff from the lake, we conclude that no further analysis should be necessary.
