AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMECULA GRANTING TO SOUTHERNCALIFORNIA EDISON COMPANY, ITS SUCCESSORS AND ASSIGN, A FRANCHISE TO USE ANDTO CONSTRUCT AND USE, FOR TRANSMITTING AND DISTRIBUTING ELECTRICITY FOR ANYAND ALL PURPOSES, POLES, WIRES, CONDUITS AND APPURTENANCES, INCLUDINGCOMMUNICATIONS CIRCUITS NECESSARY OR PROPER THEREFOR, IN, ALONG, ACROSS,UPON, OVER AND UNDER THE PUBLIC STREETS, WAYS, ALLEYS, AND PLACES WITHIN THECITY OF TEMECULA.THE CITY COUNCIL OF THE CITY OF TEMECULA DOES NOT HEREBY ORDAIN AS FOLLOWS:ORDINANCE NO. 90-10SECTIONS 8. Grantee of the franchise granted hereby shall indemnify, save,defend and hold harmless the City and any duly established City redevelopmentagency and the respective officers and employees thereof from all liability fordamages proximately resulting from and operations under the franchise.
BIKE LANECLOSEDAHEADW20-5 (BIKE)
TRAFFIC CONTROL GENERAL NOTES (REV'D. 08/26/2020):1. All traffic control devices shall conform to the latest edition of the California Manual onUniform Traffic Control Devices (California MUTCD) and the Standard Specificationsfor Public Works Construction.2. The City Engineer or his representative has the authority to initiate field changes to assurepublic safety.3. All traffic control devices shall be removed from view when not in use.4. Work hours shall be restricted to the period betw een 8:30 a.m. and 3:30 p.m., Mondaythrough Friday, unless approved otherw ise. When night work is required, w ork hours shallbe 9 p.m. to 5 a.m., Sunday through Thursday.5. Trenches must be back filled or plated during non-working hours. Steel plates shall haveasphaltic concrete berm on all edges. All dirt, dust, and debris shall be removed from the streetat end of each day and at the end of the job. The street shall be in drivable condition at all times.6. Pedestrian controls shall be provided as show n on the plans.7. Temporary "NO PARKING" signs will be posted 24 hours prior to commencing work.8. Access to drivew ays will be maintained at all times unless other arrangements are made.9. The contractor shall replace within 72 hours, all traffic signal loop detectors damagedduring construction.10. The contractor shall replace w ithin 24 hours, all striping removed or damaged byconstruction w ork. (Striping may be replaced temporarily with tape.)11. All Workers shall be equipped with an orange vest (or a reflective vest at night). Allflaggers shall also be equipped with a hard hat, C28 "Stop/Slow " paddle and shall betrained in the proper fundamentals of flagging traffic.12. Any work that disturbs normal traffic signal operations shall be coordinated with the City ofTemecula’s Traffic Division, 48 hours prior to beginning construction. Contact the City’sTraffic Division at (951) 694 -6411.13. The contractor shall maintain all traffic control devices 24 hours per day and 7 days perweek.14. A minimum of tw elve (12) foot travel lanes must be maintained unless otherwiseapproved by the Department of Public Works.15. All night w ork w ill require written approval from the Department of Public Works. Laneclosures, road detours, road closures, and traffic signal modifications associated w ithovernight construction activities w ill require warning signs be placed at least one week inadvance of starting construction.16. A solar pow ered flashing arrow board shall be required on all arterial street lane closures.17. If the permit applicant determines that conduit installation will be by the boring machinemethod, the trench patch for the utility observation excavation w ill be the same as for opentrench excavation method. This will provide a single continuous surface restoration eliminatingthe multiple penetration into the public roadw ay to all requirements in City Standard # 407(sheet 1 and 2) for trench patch.18. Any work that creates an undue safety risk or creates sever congestion may be shut downby City Traffic Engineers, City Field Inspection, or the Police Department.19. Cones and delineators shall have reflectorized sleeves for night work.20. If parking is allow ed in advanced w arning area, advance warning signs shall be mountedon high level devices.APPLICANT IS RESPONSIBLE FOR FULL AND COMPLETE REPRESENTATION OF THEACTUAL ROAD CONDITIONS SHOWN ON THIS PLAN INCLUDING, BUT NOT LIMITED TOEXISITING STRIPING, SIGNING, SIDEWALK, AND BIKE LANES.
