The Old Town Temecula Local Review Board convened in a regular meeting at 9:00 a.m., on
Monday, July 11, 2005, in the Main Conference Room, of Temecula City Hall, 43200 Business Park
Drive, Temecula, California.

Associate Planner Fisk presented the Board with a staff report (of written material).
Mr. Robert Leigh noted his opposition for pedestrians using his property as a pathway, stating
that he would prefer to iutilize his square footage for the display of products.

After much discussion with the applicant, it was the consensus of the Board to approve the
following:
. That a separate building permit be required for all signage
.. That a corner treatment consist of a trellis structure or archway with a solid base, subject
to approval by the Director of Planning, shall be incorporated into the southwest corner
of the project site and shall be shown on the site plan. A detailed elevation for this
structure shall also be shown on the site plan
. That a fence be located along the property line at Old Town Front Street and Main Street
shall not exceed a height of four feet. This site plan shall indicate the height of the fence
and shall indicate that the fence is to be constructed of stucco pilasters with concrete
caps and wrought iron
. That a third pedestrian ingress/egress point shall be incorporated into the fence along
the southern property line to allow unobstructed pedestrian access to the pedestrian
accessible area adjoining the project site
. Concrete area within the fenced yard area shall be minimized to include a four foot wide
accessible path of travel for persons with disabilities using a wheelchair and that is also
safe for the usable by persons with other disabilities. Up to four feet of concrete shall
also be permitted at the perimeter of the building. The surface for all other areas within
the fenced yard area shall be decomposed granite or other suitable material, subject to
review and approval with the Director of Planning

. That site plan shall indicate that concrete in the fenced yard area shall be stamped
concrete at the entries and colored concrete (ie., San Diego Butt) for all other concrete
areas
. That landscaping shall be added at the base of the building at the Old Town Front Street
and Main Street elevations. This landscaping may be provided in contained planters of
various shapes and sizes located adjacent. to the building, subject to review and
approval by the Director of Planning.

PROJECT DESCRIPTION
Planning Application No. PA05-0148, submitted by Mr. Carlos Palma of the Temecula House of
Wine, consists of an improvement to an existing garden for wine tasting to the north of the
Palomar Hotel located at 28522 Old Town Front Street within the Tourist Retail Core (TRC)
District of the Old Town Temecula Specific Plan. Wine tasting is a permitted use in the Tourist
Retail Core of the Old Town Specific Plan.

ANALYSIS
.
The applicant proposes to replace the existing wood fence facing Old Town Front Street (west
elevation) with decorative wrought iron supported by a two-foot high stone base. The current
City information sign would be moved to the south closer to the existing building. To the south,
the applicant is proposing a three foot high wrought iron fence with a wood trellis facing the
Palomar Hotel, and to the north and east the applicant proposes a three foot high solid cedar
fence on top of a two-foot high stone base. The maximum height of the fence will be five feet.
According to Section IV-27 of the Old Town Specific Plan, wrought iron fencing and decorative
wrought iron gates can be used to accentuate a fence, wall, or building. According to the Old
Town Specific Plan, all fencing and wall materials utilized within the commercial districts of the
Old Town Specific Plan shall be compatible with the architectural theme of the building. The
fayade for the existing building carries on the Old Town theme of an old western style,
specifically the Spanish Colonial/Mission Style. The proposed irnprovements will enhance this
style by providing additional materials, such as wrought iron and stone to the garden area for
additional architectural interest and variety. The proposed fence will be consistent with the
height and building materials of the Old Town Specific Plan Design Guidelines.
In the interior of the garden, the applicant is proposing a pathway of interlocking pavers in
Brown Stone blended with Terra Cotta Brown Pavers. Decorative Santa Fe gravel will be
spread between the pathways and landscaping. The applicant proposes eleven Canterbury
Dining Style tables with ,chairs situated around the garden. On the north side of the garden, the
applicant proposes a fireplace flanked by a water feature on both sides. At the rear of the
property, a gazebo with a clay tile roof is proposed as a wine tasting area.
The applicant proposes to keep the existing elm trees on the property and add additional patio
trees and plants. . To the south of the garden, a trellis is proposed that will be planted with
grape vines and evergreen vines to help soften the appearance of the trellis in accordance with
Section IV-28 of the Old Town Specific Plan.

RECOMMENDATION
Staff recommends that the Old Town Local Review Board review, provide comments and
recommend approval of the proposed wine garden improvement for the existing building.
