HomeMy WebLinkAboutParcel Map 12189 Parcel 1-4 Soils & Hydrology Exception Letter October 22, 2024 To Whom it May Concern, This precise grade plan is being submitted to correct an existing drainage issue on the subject site. The project was previously graded and was not properly stabilized which is causing erosion issues within an existing MWD easement. It should be noted that the erosion issue on-site is not solely caused by the Morning Ridge Apartments. Survey data has been collected to verify drainage patterns and site walks were conducted during storm events. There are multiple factors that are causing the erosion issue on site. These factors include, but are not limited to: 1. There are three Existing residential properties located on the south and east of said easement that are directing concentrated storm flows from their rear yards, through the use of yard drain and storm systems, towards the easement area. 2. There is an existing drive approach located off Margarita Road that is allowing storm water located within the public street to “jump” the curb and enter the easement area. 3. There is storm water being directed into the easement area through way of a drive approach located on Agena Street. The purpose of this precise grading plan is to eliminate all offsite drainage runoff that occurs from the Morning Ridge Apartment site only. The property owner is cleaning out his existing storm drain system and is installing a rock line ditch along the toe of an existing slope. This ditch follows the property line north and will tie into an existing under sidewalk drain located on Rancho California Road. This rock lined swale will control velocities, minimize sediment discharge, and will ultimately eliminate the cross- lot drainage from the apartment property that encroaches into the MWD easement. These flows are minimal and are already existing on-site. Minimal grading will be performed on site as a swale will be cut in at the toe of an existing slope. The remaining area will be smoothed to return it to its previous graded state. It has been determined that a hydrology study should not be required as the overall historic drainage patterns are not changing. A soils report is also not being prepared unless staff finds it necessary otherwise. If staff feels that this project should require said documents, please do not reach out so it can be discussed in more detail.
