MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR'S HEARING
AUGUST 11, 2005
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
August 11. 2005 at 1 :30 PM in the Community Development Conference Room, located at
43200 Business Park Drive Temecula, California. Principal Planner Don Hazen presiding.
Also present were Senior Planner Emery Papp, Associate Planner Christine Damko, and Minute
Clerk Cynthia Lariccia.
Item No.1: Planninq Application PA05-0156 A Tentative Parcel Map 33412 to subdivide two
parcels into three separate parcels for three separate ownerships. Parcel One
will consist of 4.26 acres. Parcel Two is 1.95 acres. and Parcel Three is 36.81
acres.
Associate Planner Damko gave an overview of the project. Currently there are two existing
parcels. Parcel 1 includes the golf course. Parcel two includes the clubhouse and recreation
facility. The Parcel Map will split the clubhouse and recreation facility into two parcels. The golf
course, Parcel 3. will be not subdivided. Project is deemed CEQA complete.
Principal Planner Hazen clarified that the findings required for approval of a tentative map
essential center around if the lots are consistent with the City's General Plan, zoning
ordinances, and the underlying Specific Plan. There is a very limited range of criteria that the
City applies to tentative parcel maps.
Principal Planner Hazen opened the Public Hearing at 1 :38 PM.
Laura Wilson, Corky McMillin Company, 2750 Womble Road, San Diego, applicant, stated that
the purpose of the parcel map is to allow the homeowners association to take fee title to their
swimming pool, tennis courts and tot lot and allow the golf course to have the back lawn area of
the clubhouse. Currently the homeowner's association has a five-year lease. This parcel
merger gives them fee ownership instead of lease rights. HOA has been requesting this for
over five years.
David Sachs, 31142 Sunningdale Drive, Temecula, requested clarification on why the parcels
are being split. Ms. Wilson stated that it gives the HOA ownership and complete control of the
tennis courts, swimming pool and tot lot which is currently subject to the lease. He also asked if
the golf course was to be subdivided for the purpose of building houses. Ms. Wilson stated that
it will not be subdivided.
Arthur Garrison, 31171 Dog Leg Circle, Temecula, questioned the hearing time and notification
process.
Principal Planner Hazen stated that the public hearing that the City ordinances require on a
minor land divisions are done at an administrative level. He advised Mr. Garrison that staff will
go over the presentation for those who arrived late.
Glenn Schulte, 31283 Sunningdale Drive, Temecula, questioned if the parcel merger changed
the ownership of the clubhouse.

Ms. Wilson stated that the clubhouse formed a limited liability ownership with a 99-year lease.
Fifty percent is owned by HOA and fifty percent owned by golf course.
Principal Planner Hazen restated the City is considering new lot lines and that there is no
related development proposal on this agenda.
Associate Planner Damko again gave the overview of the project to those who arrived late. She
also stated the notification process is based on County Tax Assessor's records and that
notification goes to residents within a 600 mile radius of the project. It also appears in the
newspaper and is posted at the site.
Arthur Garrison asked that if the map was going to affect the 8, 9 and 10 hole on the golf
course. Principal Planner Hazen stated he was given incorrect information.
Principal Planner Hazen stated that the City received telephone calls that misinformation was
being spread and the City was expecting a large crowd at the hearing. The Specific Plan, that
was approved years ago, calls for that area to be an open space golf course. If anyone wanted
to building they would have to come back to the hearing but it would not be consistent with the
Specific Plan.
Ms. Wilson asked for clarification on Condition #13 regarding the reciprocal use agreement and
whether the City required a recorded form or agreement.
Principal Planner Hazen stated that the City preferred recorded as it will always show on future
title searches.
Principal Planner Hazen closed the Public Hearing at 2:07 PM and approved PA05-0086
subject to findings of the staff report and the conditions of approval.
Thereby being no further business, hearing was adjourned at 2:08 PM.
