HomeMy WebLinkAbout072805 PTS Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION JULY 28, 2005 CALL TO ORDER The City of Temecula Public/Traffic Safety Commission convened in a regular meeting at 6:03 p.m. on Thursday, July 28, 2005, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE Commissioner Lanier led the audience in the Flag salute. ROLL CALL Present: Commissioners Arbogast, Youmans, Lanier, Ramos, and Chairman Jacobs. Absent: None. PRESENTATIONS: Fire Captain Greg Adams - Public Access to Defibrillator (PAD) Program: This item was cancelled. Temecula Police Department Lt. Cynthia Wait introduced Temecula Citizen Corps (TCC) Program members Janet Beauchamp, Office Assistant; Bob Hagel, Program Administrator; and Don Smith, Program Administrator. Program Administrator Hagel provided the Public/Traffic Safety Commission with the accomplishments and goals of the Temecula Citizen Corps, noting the following: . That the City was broken into 12 major areas each covered by an area director and that those areas have been further broken down into 42 sections . That there are approximately 200 involved in the TCC . That thus far, approximately 12 neighborhood watch meetings have been held . That there are over 75 residents trained in Community Emergency Response Team (CERT) . That a new neighborhood watch training program was introduced . That Standard Emergency Management System (SEMS) will be included in the Disaster Basics Program . That thus far, there has been a great deal of marketing efforts made including a new brochure; that TCC bumper stickers, CERT and neighborhood decals will be distributed to the public R:\Minutes\Public TrafficSafetyCommission072805 . That on a monthly basis a recruitment night is open to the public . That the TCC will be preparing for a major drill on Saturday, September 24, 2005, in which the reverse 911 system will be implemented; that the drill will be require triage centers to be set up and that the radio system throughout the whole City be tested . That the TCC participates in the California State Citizen Corps. Goals of the Temecula Citizen Corps would be as follows: . That the TCC would desire to increase the number of annual drills . Involve all City neighborhoods in the program . Recruit volunteers to fill key positions . Create effective communication programs. Thanking the PubliclTraffic Safety Commission for its support, Program Administrator Smith relayed his confidence in the Temecula Citizens Corps, Police, and Fire Departments ability to react to an emergency that could happen within the City. At this time, the PubliclTraffic Safety Commission thanked Lt. Wait, Ms. Beauchamp, Mr. Hagel, and Mr. Smith for their report. PUBLIC COMMENTS None. COMMISSIONER'S REPORTS Commissioner Lanier queried on the frequent congestion issues on Winchester Road and Jefferson Avenue. In response to Commissioner Lanier's question regarding congestion on Jefferson Avenue and Winchester Road, Principal Engineer Moghadam stated that staff is currently working on the timing of both the roads and that the congestion would only be temporary. Commissioner Lanier also recognized the Fire and Police Department for their efforts with the 4th of July activities. Commissioner Arbogast gave kudos to the Public Works Department for its completion of Winchester Road and Jefferson Avenue project. Commissioner Arobgast queried if the Commission has a program that would recognize Police, Fire and Public Works staff that have gone above and beyond their normal duties. For the PubliclTraffic Safety Commission, Assistant to the City Manager Yates, stated that the City currently has in place a number of recognition programs at various levels and will provide a copy of the policy to the PubliclTraffic Safety Commission. R:\Minutes\PublicTrafficSafetyCommission072805 2 Recognizing Phil Bardos for his training on CERT, Chairman Jacobs advised of his opportunity to attend a Community Emergency Response Team (CERT) training class held on Sunday, June 12, 2005. Chairman Jacobs also thanked Guidant for its continued support to the community. Understanding the variables and man hours it takes to run the Stop Light Abuse Program (SLAP), Chairman Jacobs relayed his desire for more officers patrolling the City. For the Commission, Sergeant Pi no noted that the motor officers are spread out over the City and that the number of hours available would be dependent on the availability of the motor officers not are not tied up on accidents, calls for service, working school zones, requests from the community, as well as service to the newly incorporated Redhawk Community. Sergeant Pi no also stated that motor officers are currently committed to the intersections of Winchester Road and Jefferson Avenue, Winchester Road and Margarita Road, Winchester Road and Ynez Road, Rancho California Road and Ynez Road, and Rancho California Road and Old Town Front Street during peak hours but would be flexible to patrol other locations. COMMISSION CONSENT CALENDAR 1. Minutes of Mav 26. 2005 RECOMMENDATION: 1.1 Approve the Minutes of May 26, 2005. MOTION: Commissioner Arbogast moved to approve the Commission Consent Calendar. The motion was seconded by Commissioner Ramos and voice vote reflected unanimous approval. COMMISSION BUSINESS 2. Temecula Fire Department Fire Safety House RECOMMENDATION: 2.1 That the PubliclTraffic Safety Commission receive and file a report on the Fire Safety House Trailer. Fire Specialist Horton presented a brief introduction and description of the interactive trailer and a tour of the Fire Safety House trailer. It was the consensus of the Commission to file and receive this report. 3. Turn Restriction - Rancho Vista Road at Ynez Road RECOMMENDATION: 3.1 That the PubliclTraffic Safety Commission receive and file the report. Principal Engineer Moghadam presented the Commission with a staff report (of written record). . That an evaluation of traffic conditions was performed which included a review of the accident history, sight distance analysis, and review of the traffic signal operation R:\Minutes\Public TrafficSafetyCommission072805 3 . That the review of reported accident history indicated three collisions within a 24 month period which were not related to visibility . That a sight distance analysis was performed at the intersection of Rancho Vista Road and Ynez Road to determine if there were any visibility constraints looking north and south from Rancho Vista Road; that the results of the analysis indicated that if vehicles stop behind the existing crosswalk on Rancho Vista Road, the visibility of approaching northbound Ynez Road traffic is presently obstructed by a temporary construction screen located on the southeast corner of the intersection; however, if a vehicle were to encroach into the crosswalk, the visibility would improve to acceptable levels . That a review of the intersection's operation indicated the predominant vehicular movement on westbound Rancho Vista Road would be the right-turn movement . That based on the results of the evaluation it would be staff's opinion that the sight distance at this location is appropriate for the conditions and exceeds the minimum requirements and that the right turn on red restriction would reduce the capacity of the right turn lane and increase delays and congestions on Rancho Vista Road. For the Public/Traffic Safety Commission, Sergeant Pi no stated that when school starts there will be more officers patrolling Rancho Vista Road at Ynez Road. The Commission thanked staff for their thorough report. It was the consensus of the PubliclTraffic Safety Commission to file and receive this report 4. Traffic EnQineer's Report No report at this time. 5. Police Chiefs Report Sergeant Pino presented a brief report: . That Cakes with Cops will be held at Ronald Reagan Sports Complex on Saturday, July 30, 2005 . That a roving DUI check point will be held on Friday, August 12 . That the 4th of July activities went smoothly with the exception of one DUI arrest. 6. Fire Chiefs Report Deputy Fire Marshal Neuman offered the following brief report: . That thus far, the Fire Department has responded to 2,011.00 incidences. . That the anticipated time of completion for the Roripaugh Ranch Fire Department would be spring 2006. R:\Minutes\PublicTrafficSafetyCommission072805 4 As per the request of Commissioner Arbogast, Director of Public Works Hughes noted that he will bring some options to the Commission with regard to a turning restriction on Sanborn Avenue at the August PubliclTraffic Safety Commission meeting. For the Commission, Director of Public Works Hughes relayed that it is not unusual to see an increased amount of graffiti during the summertime.
