HomeMy WebLinkAbout082505 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR'S HEARING AUGUST 25, 2005 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, August 25, 2005 at 1 :30 PM in the Community Development Conference Room, located at 43200 Business Park Drive Temecula, California. Principal Planner Don Hazen presiding. Also present were, Associate Planner Christine Damko, Associate Planner Matthew Peters, Associate Planner Veronica McCoy, Assistant Planner Harmony Bales, and Minute Clerk Cynthia Lariccia. Item No.1: Planninq Application PA04-0600 A Minor Conditional Use Permit for the installation of a wireless telecommunication facilitv. consistinq of six cellular panel antennas located within 2' diameter cvlinders. one GPA receiver and one microwave dish located on the roof of anv existinq buildinq. Associated equipment cabinets will be installed in the interior of the buildinq. located at 40940 Countv Center Drive Associate Planner Damko gave an overview of the project, including the location of the proposed antennas, mounting specifications, and location of adjacent existing antennas. The project has been deemed CEQA exempt. Principal Planner Hazen opened the Public Hearing at 1 :32 PM. Ramon Salazar, 12900 Park Plaza Drive, Cerritos, the applicant representing Cingular Wireless stated that they are in agreement with all the conditions but requested clarification on two items: the franchised solid waste hauler and the Public Art Ordinance. Principal Planner Hazen advised the applicant should contract Barbara Smith of the Temecula Community Services District for information on the solid waste hauler. Principal Planner Hazen defined the Public Art Ordinance and suggested the applicant speak to Barbara Smith on this issue also. Principal Planner noted for the record that he will suggest rewording Condition #11 to read, if applicable. Principal Planner Hazen closed the Public Hearing at 1 :35 PM and approved PA04-0600 subject to the conditions with one text change in Condition #11 to read, if applicable. Item No.2: Planninq Application PA05-0169 A Maior Modification of the Craftsman elevations in Tracts 29798-3 and 29798-7 of Wolf Creek (Marquis Home Product Review), to replace the shake shinqle sidinq with lap sidinq, located east of Pechanqa Parkwav and North of Wolf Vallev Road (Area #6). Associate Planner Peters gave an overview of the proposal. Applicant has proposed to the City to replace shake shingle siding with lap siding and included a stucco alternative. Staff supported the lap siding but not the stucco. Staff felt that the stucco siding was taking a step back from the approved product. The lap siding was consistent with the Craftsman style and provides richer materials with more visual interest on the elevations. The project is exempt from CEQA. Associate Planner showed a color-coded map on the different sections of the development where either lap siding or stucco was being proposed. He stated that the alternative stucco as proposed would be eliminated. Principal Planner Hazen opened the Public Hearing at 1 :36 PM. Jeremy Smith, 23121 Antonio Parkway, Temecula, representing the applicant Woodside Homes, agreed with the conditions. He requested clarification on their original proposal. He would like to do stucco and lap siding in order to provide more variation to the home buyer. He stated that in the Specific Plan there are Craftsman styles with stucco. Their ultimate goal would be to provide both options. Associate Planner Peters stated that ultimately there is a approved product review which provides shake siding on the Crafsman style The City is under no obligation to change the elevations. Staff felt that in going from shake shingle to lap siding, visual interest and richness of materials was not lost. Mr. Smith stated that he hoped Woodside Homes could offer both. Principal Planner closed the Public Hearing at 1 :50 PM. Principal Planner felt that after considering the viewpoints expressed at the hearing, he felt that the lap siding as being the typical material found on Craftsman, and moving away from wood and putting stucco weakens the architectural style. Principal Planner approved PA05-0169 condition of lap siding and denied the use of stucco and directed staff to make changes in the finding and resolution to reflect this.
