MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR'S HEARING
SEPTEMBER 29, 2005
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
September 29, 2005 at 1 :30 PM in the Community Development Conference Room, located at
43200 Business Park Drive Temecula, California. Principal Planner Don Hazen presiding.
Also present were, Associate Planner Christine Damko, Associate Planner Veronica McCoy,
Deputy Fire Marshal Jason Neuman, Office Assistant Judy McNabb and Minute Clerk Cynthia
Lariccia.

side of Santiaao Road. west of Maraarita Road.
Principal Planner Hazen convened the meeting at 1 :40 PM. He stated that the subdivision
creation of lots had already been approved and that the hearing was for the consideration of
design of the units.
Associate Planner Damko gave an overview of the project, including floor plans, elevations,
articulated roof lines and color schemes. Each lot meets setback and lot coverage per
Development Code. Project has been deemed CEQA exempt.
Principal Planner opened the Public Hearing at 1 :45 PM.
Applicant Charlene Kussner, Gallery Reserve Partners, 31618 Railroad Canyon Road, Canyon
Lake" California, expressed appreciation to staff for their cooperation and assistance.
Conditions were reviewed and applicant had no comment. '
Steven Graff, 43399 Calle De Velardo, requested clarification on the environmental issue.
Principal Planner Hazen stated what he was considering today are the architectural designs of
the homes. No further environmental review is required because an environmental study was
done previously when the lots were created.
Mr. Graff has spoken to the Project Manager. His concern was the absence of open land. He
noted that only two plans for elevations were shown in an area of custom homes. Suggested
developer could spend some time to get different elevations. He would like to see diversity on
what's being built. Stated they were beautiful designs but would like to. see more one story
homes.
Nick Konicki, 31107 Mariposa Place, shared his concerns with Mr. Graff. He asked for
clarification on connecting road, gated community or not, landscaping plan (slope area) walls,
and fencing between the lots.
Principal Planner requested the location of the two previous speakers' homes in relation to the
project. Each applicant provided information from the map presented at the hearing.

Judy Blalock, 43131 Calle Camellia, Sawyer's Mills Development, asked if the property owners
are going to own all the land down to drainage area. She also expressed concern regarding the
dirt and dust on the lots.
Ms. Kussner responded to previous speakers' concerns. She stated that the development was
the closest to a custom house for a production housing tract. She discussed the configuration
of the lots, elevations with ten color schemes and added architectural elements to all sides.
Landscaping plan for all side and back slopes adheres to City standards. Homeowner will be
maintaining the slopes to the easement area. Mandatory City standards for irrigation. Area
needs to remain Chapparal consistency throughout the area. No block walls will be installed.
Front slope adjacent to Santiago will have an enhanced landscape. Split rail fence will be
installed. Not gated community and no HOA.
Mr. Graff asked about the fencing as the area is white split rail.
Ms. Kussner chose not to do the white, but off color split rail.
Principal Planner stated that there are not specific standards regarding fending. What the City
tries to do is look at the fence and architectural plans on a case-by-case basis and condition
what is compatible to the area.
Everitt Kang, DHP Architects, 20250 Acacia Street, Newport Beach, spoke on the architectural
designs of the project. Both plans and the options are courtyard houses. Residents will see
different roof lines, in some cases ten. He spoke on the different stucco materials, color
choices, textured stone, iron railings, and roof tiles.
Mr. Konicki had a question on septics. Ms Kussner stated there would be two pits per home
and that the City conditions the project subject to County Environmental Health approval.
Ms. Kussner suggested talking to the concerned speakers after the hearing to answer any
further questions.
Principal Planner Hazen closed the Public Hearing at 2:10PM
Principal Planner Hazen clarified the City's procedure on reviewing architectural plans. The City
looks at homes in their setting and surrounding quality of development and emphasizes four-
sided architecture. The City focuses on the roof line due to their dominance. He concurred with
the architect on the materials that they appear to be beyond that of a production home. He
stated that there was enough variation to be compatible with the surrounding custom
neighborhood. Suggested to Planner to review the fence and wall plan closely to be sure to
keep the rural look. He also advised that the applicant has to keep project in a relatively dust
free atmosphere. If Ms. Blalock has continued problems with dust, to contact the City's Public
Works Department. City has requirement to be consistent with the Air Quality Management
District for the entire South Coast Basin.
Principal Planner Hazen approved PA05-0201 with conditions recommended by staff
