HomeMy WebLinkAbout082505 PTS Mintues MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLICITRAFFIC SAFETY COMMISSION AUGUST 25, 2005 CALL TO ORDER The City of Temecula PubliclTraffic Safety Commission convened in a regular meeting at 6:00 p.m. on Thursday, August 25, 2005, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE Chairman Jacobs led the audience in the Flag salute. ROLL CALL Present: Commissioners: Arbogast, Youmans, Lanier, Ramos, and Chairman Jacobs. Absent: None. PRESENTATIONS: Office of Traffic Safety Safety Recognition Award, S.L.A.P - Stop Light Abuse Program Assistant City Manager Yates displayed an Office of Traffic Safety (OTS) award to the PubliclTraffic Safety Commission which will be forwarded to the City Council in the near future. Police Chief Domenoe provided a brief report of the Stop Light Abuse Program (SLAP), noting the following: . That since the inception of SLAP 9,800 citations have been issued . That it was the opinion of the City Council to add additional officers to intersections versus implementing red light cameras . That it would be the opinion of Chief Domenoe along with the Director of Public Works Hughes, that officers on the streets issuing citations for violations would be more effective than the implementation of red light cameras . That the Police Department is grateful for the support of the PubliclTraffic Safety Commission. Commissioner Youmans asked what the objection would be to the use of red light cameras. R:\MinuleslPublicTrafficSafetyCommission082505 1 In response to Commissioner Youman's query, Police Chief Domenoe relayed the following: . That the City Council speCifically hired two Deputy Sheriffs on motorcycles to issue red light violations . That if red light cameras were in place, there would be a need for a fulltime person to review red light violations . That he would be of the opinion that the violator would have the right to face his/her accuser, noting that that right would take place at the time the violation is committed . That with red light cameras in place, a violator would not have the opportunity to face his/her accuser. The PubliclTraffic Safety Commission thanked Chief Domenoe for his efforts associated with the Stop Light Abuse Program. A Certificate of Distinguished Service Certificate was presented to Officer Bryan De Loss for his exceptional personal efforts in making the City of Temecula a safer place to live. Officer Bryan De Loss thanked the PubliclTraffic Safety Commission for the recognition. Fire Captain Randy Nugent provided a brief update on the Public Access Defibrillator (PAD) Program, noting the following: . That the program began in January 2004; that the goal at the time of inception would be to put Automatic External Defibrillator (AED) in every facility that would have high public traffic in the City of Temecula and to train individuals in Cardiopulmonary Resuscitation (CPR) and First Aid . That at the time of inception seven (7) Automatic External Defibrillators were placed in City buildings, three (3) at City Hall, two units at the Community Recreation Center (CRC), and one (1) unit at the Mary Phillips Center, one (1) unit at the Temecula Community Center (TCC); that units were also placed at Temecula Elementary School and Chaparral High School near the pool area; that a mobile unit was given to the Kiwanis Club; and that five (5) units were placed in local businesses . That currently there are local business in Temecula that are awaiting delivery of AED units . That in the year 2004, 200 individuals attended and successfully completed CPR/First Aid Training and AED training offered . That in the year 2005 to date, 174 have been trained in CPR/First Aid R:IMinuleslPublicTrafficSafetyCommission082505 2 . That when the program started in 2004, the City of Temecula, through a grant program, funded $15,000 to the program; that the City matched it this fiscal year donating another $15,000; advising that the City provides AED's for profit and non-profit businesses in Temecula . That to date, none of the AED units that have been placed in service have been used. At this time, Fire Captain Randy Nugent displayed an AED unit. The PubliclTraffic Safety Commission thanked Fire Captain Nugent for his presentation. PUBLIC COMMENTS None. COMMISSIONER'S REPORTS Commissioner Arbogast relayed that it was brought to her attention that semi-trucks are making illegal u-turns, advising that it is a concern for the business community on Jefferson Avenue and Sand born Road. In response to Commissioner Arbogast's comment, Director of Public Works Hughes noted that staff is aware of the traffic violations that are occurring and that until the signal is constructed, he would recommend police enforcement. Director of Public Works Hughes noted that the concern of Jefferson Avenue and Sandborn Road will be agendized and brought to the PubliclTraffic Safety Commission for discussion at a future meeting. Commissioner Arbogast queried on the possibility of providing training opportunities for banking institutions with regard to robbery training. In response to Commissioner Arbogast's comment, Chief of Police Domenoe relayed that he would be happy to provide training and/or more communication between the Police Department and banking institutions with regard to robberies. Commissioner Lanier thanked Sergeant Pi no for installation of a traffic trailer on Jefferson Avenue, on Friday, August 26, 2005. Chairman Jacobs noted that he attended another successful DUI checkpoint. COMMISSION CONSENT CALENDAR 1. Minutes of Julv 28. 2005 RECOMMENDATION: 1.1 Approve the Minutes of July 28, 2005. R:IMinuleslPublicTrafficSafetyCommission082505 3 MOTION: Commissioner Lanier moved approve the Commission Consent Calendar. Commissioner Arbogast seconded the motion and voice vote reflected unanimous approval. 2. Traffic Enaineer's ReDort No report at this time. 3. Police Chiefs ReDort Sergeant Pino offered the following: . That 400 to 500 tickets a month continue to be written with regard to the Stop Light Abuse Program (SLAP) . That the traffic violations at the off ramp at Highway 79 have slowed down due to increased police enforcement . That over 100 citations have been distributed with regard to school zones; and that the officers have made an impact at Great Oak High School, advising that the Vice-Principal thanked the officers for their presence . That officers have begun enforcing the No Parking signs on Winchester Road near Starbucks and Mimi's . That a fourth Police Lieutenant will be starting on Monday, August 29 and that staff will be introducing him at the next PubliclTraffic Safety Commission meeting. 4. Fire Chiefs ReDort Battalion Chief Deyo offered the following report: . That the Fire Department has been involved in a blue dot program in the Redhawk area along with the Public Works Department, placing blue dots on the streets so that the Fire Department will be able to identify fire hydrants at night . That in the month of June a fire engine was involved in a fairly-serious accident at Pio Pico and Margarita Road . That Steve Faris will be the new Fire Marshal for the City of Temecula.
