MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR'S HEARING
OCTOBER 13, 2005
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
October 13, 2005 at 1 :30 PM in the Community Development Conference Room, located at
43200 Business Park Drive Temecula, California. Principal Planner Don Hazen presiding.
Also present were, Senior Planner Emery Papp, Associate Planner Stuart Fisk, Associate
Planner Matt Peters, and Minute Clerk Cynthia Lariccia.

Item No.1: Plannina ADDlication PA05-0242 a Minor Conditional Use Permit to establish a
13.978 sauare foot indoor children's Dartv facilitv within an existina buildina.
located on the northeast corner of Business Park Drive.
Principal Planner Hazen convened the meeting at 1 :30 PM.

Principal Planner stated that this item was continued for two reasons: requested letter from the
association that demonstrated that the common parking was available to the applicants without
restriction; and, business park association to have full notification of public hearing and
opportunity to comment.
Senior Planner Papp stated that the applicant has supplied CC&R's that states there are 5
designated spaces and neighboring tenant has agreed to have applicant use their spaces, as
their business hours are different. This provides 27 designated spaces for the facility and an
additional 65 available that are not designated to a specific business. The Business Park
Association had submitted a letter requesting an additional continuance so that their Board of
Directors might hear this item and make their recommendations. The City Attorney had advised
the City that the CC&R's do not prevent the City from making a decision and unless the
applicant agrees to the continuance the City can make the decision.
Principal Planner Hazen opened the Public Hearing at 1 :35 PM.
Applicant Tony Thornton, 32889 Canyon Crest Drive, Wildomar provided information to
Principal Planner Hazen regarding discussions with adjacent tenant. Applicant asked if he
could enter the building to perform administrative duties Monday thru Friday. Principal Planner
Hazen stated that these are administrative offices and is a permitted use function.
Principal Planner Hazen closed the Public Hearing at 1 :37 PM and approved PA05-0242 with
one correction to the approval Resolution to reflect two hearing dates.
Item No.2: Plannina ADDlication No. PA04-0539 a reauest for the fourth one-vear Extension
of Time for Tentative Parcel MaD No. 28049. located on the west side of Puiol
Street. aDDroximatelv 2.200 feet south of First Street.
Associate Planner Fisk presented an overview of the project. The original approval was for a
66-unit condominium map. The extension of time request is consistent with the Subdivision
Ordinance and the previously approved Tentative Parcel Map. The Community Services
Department has requested an additional COA requiring the developer to comply with the Public
Art Ordinance. Project has been deemed CEQA exempt.

Principal Planner Hazen asked for clarification on the expiration date as the current extension
request has already passed and in fact, has expired. Associate Planner has stated that the
applicant had presented another extension of time application but it was incomplete. Staff was
also awaiting clearance on a Burrowing Owl Study, which they have since received.
Principal Planner Hazen opened the Public Hearing at 1 :42 PM.
Applicant was not present. Associate Planner Fisk stated that he had not received information
that they had any concerns regarding the conditions of approval.
Principal Planner Hazen requested an additional' condition, "the applicant shall submit a
complete application for time extension for the last and final time extension request subject to
City Attorney concurrence.
Principal Planner Hazen closed the Public Hearing at 1 :43 PM and approved PA04-0539.
Item No.3: Plannina Aoolication No. PA05-0084 a Product Review for 133 detached sinale-
familv residential homes located with Plannina Area 20 of the Wolf Creek
Soecific Plan. Units ranae from 2.492 sauare feet to 2.977 sauare feet with three
different floor olans and three architectural desians. located east of Pechanaa
Parkwav and south of Wolf Vallev Road.
Associate Planner Matt Peters gave an overview of the Cottonwood project at Wolf Creek.,
including styles, floor plans, elevations and enhancements. Project deemed exempt from
CEQA.
Principal Planner Hazen requested clarification on enhancements of rear elevations which was
provided by applicant.
Principal Planner Hazen opened the Public Hearing at 1 :50 PM. .
Applicant Adam Smith, 255 East Rincon, Corona, commented on street and rear yard
enhancement elevations, thanl(ed staff for their assistance on this project, and concurred with
the Conditions of Approval. .
Principal Planner Hazen closed the Public Hearing and approved PA05-0084.
Item No.4: Plannina Aoolication No. PA05-0113 a Product Review for 159 detached sinale-
familv residential homes located within Plannina Area 22 of the Wolf Creek
Soecific Plan. Units ranae from 3.299 sauare feet to 4.495 sauare feet with four
different floor olans and four architectural desians. located east of Pechanaa
Parkwav and south of Wolf Vallev Road.
Associate Planner Peters gave an overview of the Redwood project at Wolf Creek, including
styles, floor plans, elevations and enhancements. Project deemed exempt from CEQA.
Principal Planner Hazen opened the Public Hearing at 1 :55 PM.
Applicant Adam Smith had no fOrther comments.
Principal Planner Hazen asked clarification on TUMF fees not applicable per Development
Agreement as stated on Conditions of Approval for both projects. He added statement subject
to confirmation by City Attorney.

Applicant Adam Smith understood the Development Agreement predates TUMF initiation and
that they were not applicable to their projects.
Principal Planner Hazen did not want to continue this item and asked applicant if he would
concur with the added language on the Conditions. Applicant slated he would.
Principal Planner Hazen closed the Public Hearing at 1 :55 PM and approved PA05-0113.
There being no further business, hearing was adjourned at 1 :55 PM.
