MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR'S HEARING
DECEMBER 15, 2005
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
December 15, 2005 at 1 :30 PM in the Community Development Conference Room, located at
43200 Business Park Drive Temecula, California. Principal Planner Steve Brown presiding.
Also present were, Associate Planner Christine Damko, Special Projects Engineer Annie
Bostre-Le, Planning Intern Katie Lecomte, and Minute Clerk Cynthia Lariccia.
Item No.1: Plannina Applications PA05-0025 a Tentative Parcel Map to subdivide 5.37 aross
acress into two lots and PA05-0238 a Minor Exception to reduce the reauired lot
area of the proposed parcels bv a maximum of fifteen percent of the reauired
2.50 acres minimum size. located on 30854 Lolita Road.
Principal Planner Brown convened the meeting at 1 :32 PM and opened the public comments
portion of the meeting for members to address items not on the agenda. Being none, Meeting
was moved on to the first item on the agenda.
Associate Planner Damko presented a letter to the Hearing Officer from Susan and Jim
Reynolds, 43139 John Warner Road, opposing the project. Associate Planner Damko
presented an overview of the project. Proposed project meets the standards within the
Subdivision Ordinance and Development Code. Zoning is low density with a minimum lot size
of 2.5 acres. Staff finds minor exception acceptable. Project has been deemed CEQA exempt.
There is a condition that if the applicant was every to gain access off of Santiago Road,
applicant will be required to go through full environmental review.
Principal Planner Brown asked why there is no access off of Santiago Road. Associate Planner
Damko stated road would have to be improved and applicant did not want to go through the
process.
Principal Planner Brown opened the Public Hearing at 1 :37 PM.
Applicant Michael La Vasani stated he wanted to split the property to build a house on the lower
pad for his mother. Applicant concurs with the Conditions of Approval.
Tim Orellana, 43550 John Warner Road, Temecula, stated the problem is the water runoff of the
project. He also had a question on the assessment district and what fees the property owner
would have with the split lot.
Engineer Bostre-Le stated the City was very involved with erosion compliance. The project is
assessed on two parcels for twenty years. She suggested that she would have her Assessment
Engineer call Mr. Orellana to answer his further questions regarding the assessment of the
property. She would also tag the site so that engineering can look over the erosion problem.
Steven Graff, 43399 Calle De Velardo, Temecula, stated his house overlooks the parcel. His
main objection is to future subdividing of large lots changing the look of the City.
Mr. La Vasani stated that he has spent many dollars trying to prevent runoffs and that his
builder has taken a longer amount of time then expected. '

Principal Planner Brown stated that the project is consistent with the Zoning Plan and the
General Plan. The City Council has made these determinations and that this area could be
ultimately subdivided. Suggested to Mr. Graff to address his concerns with the City Council
through the City Manager's Office
Principal Planner closed the Public Hearing at 151 PM and approved PA05-0025 and PA05-
0238 subject to the Conditions of Approval.
There being no further business, hearing was adjourned at 1 :52 PM.

Dear Planning Director,
We live below Mr. La Vasani's parcel. When he graded his parcel. he also
graded the lot between us. Each time it rains the mud washes from his parcel
across the other parcel into my backyard. The three attempts to rectify the
situation have been ignored by Mr. La Vasani.
One-half of his parcel goes downhill at a very steq> anl!:le. It appears to us
that an additional house built on the parcel will slide down the hill in years
to come.
We disagree with the lot split.
