DIRECTOR OF PLANNING REPORT
Referencing the massing and height issue with regard to Old Town, Director of Planning
Ubnoske stated that currently discussions are underway with Western Riverside Council of
Governments (WRCOG), and will be bringing this issue to the Old Town Local Review Board
meeting separate from the Specific Plan (SP) Amendment.
Ms. Ubnoske noted that she will be agendizing the reappointment of Chairman and Vice-
Chairman at the February 13, 2006, meeting.
DIRECTOR OF REDEVELOPMENT REPORT
Director of Redevelopment Meyer relayed that preliminary discussions have been held with Mr.
Dalton regarding the Dalton III building, advising that Mr. Dalton will be proposing to incorporate
affordable housing as a part of this building. Mr. Meyer also noted that Mr. Dalton will be
assisting the family of the Palomar Hotel in terms of their. plans for refurbishment.
CODE ENFORCEMENT REPORT
A Code Enforcement report was distributed to the Board.

Planning Application No. PA05-0381, submilted by Mr. Clint Richards, consists of an exterior
renovation to cover wood siding (T1-11) with stucco located at 28464 Felix Valdez Road within
the High Density Residential (HDR) Zoning District of the Old Town Specific Plan.
ANALYSIS
The applicant proposes to upgrade the Rancho Creek Apartment complex by applying stucco
over the existing T1-11 wood siding. This affordable ho~sing project is currently painted light
brown with white trim around the windows and red doors. The existing railings, stairs, fascia
and bands between the first and second stories are dark brown. Other than the doors and the

electrical meter boxes, the applicant is proposing to cover each building in stucco. New colors
will include Milkshake (similar to Beige) for the field color, Roycroft Vellum for the door and
window trim, Quartersawn Oak for the doors, balcony, and stair rail tops, and Birdseye Maple
for the posts and stairways. The doors on the electrical meter boxes will be painted to match
the field color. The proposed colors are taken from the Sherwin Williams Arts and Crafts
palelte, which is consistent with the Old Town Specific Plan. Staff's only co'ncern with the color
scheme is that Birdseye Maple is a relatively light color for wood stairs and may not wear well.
The only architectural change proposed is to "box in" the second story balconies by covering
the railings with stucco to match the proposed building. Staff has discussed covering the
existing siding with stucco, and it is considered a common and practical solution by the Building
Department. The submitted plans did not include details regarding trim around the windows
and doors. In order to maintain the level of detail of the existing building, Staff has included
Conditions of Approval requiring trim details at windows and doors, and a foam belly band for
added building dimension and relief.
The building architecture and proposed building materials (stucco) are not indicative of a
particular style as identified in the Old Town Specific Plan. However, this is an existing building
and Staff is sensitive to the fact that this is an affordable housing project in need of exterior
renovation. Other buildings in the area are stucco, and staff feels the proposed changes are a
significant improvement.
RECOMMENDATION
Staff is recommending that the Old Town Local Review Board review, provide comments and
approve the proposed exterior facade improvement for the existing building with the following
Conditions of Approval:
1. Improvements shall include all three buildings. (Buildings A and C are identical,
however the submilted plans did not include Building A in the title).
2. Stucco shall be a sand finish.
3. First floor doors and windows and second floor doors shall include wood trim details to
be consistent with the existing level of trim detail.
4. Second floor windows shall include foam trim details to be consistent with the existing
level of trim detail.
5. Existing belly band shall be enhanced with a 6" - 8" foam relief, then stucco covered
and painted the trim col,or.

Code Enforcement Actions in Old Town
1. Property located at 41852 Main Street, Escallier House. Property vacated. House and
barn locked and secured. Code Enforcement to monitor this location.
2. Sixth Street Parking Lot. No report received from Gail Cunningham.
3. Property located 28469 Pujol Street, Private residence. Trash, debris and inoperative
vehicle. Notice of Violation issued October 3, 2005, to remove inoperative auto, trash
and debris. Inspection on January 12, 2006, revealed substantial improvement.
4. Property located at 41946 Sth Street, former location of Painted Garden, verbal warning
issued on November 8, 2005, for abandoned signs. No response from property owner
as of December 5, 2005. Citation issued January 12, 2006.
5. Property located at 41818 6th Street, Private residence. Inoperative vehicles (3). Honda
Accord, CA license 4HKW190; Mazda 323, CA license 2RQY026; Buick Skylark, CA
license YZP48S. Notice of Violation issued on December 20, 200S. All vehicles have
been currently registered or removed. Closed.
6. Property located at 28677 Old Town Front Street, Furniture Sales in Parking lot. Code
Enforcement inspected on December 28, 2005. No evidence of sales. Closed January
12, 2006.
7. Property located at 41941 Moreno Road, Allbright Car Wash. Travel trailer on property
being used as residence. Notice of Violation issued on January 26, 2006.
8. Property located at 2846S Old Town Front Street, Suite #212, Massage Professionals.
Inspection of facilities for compliance with City ordinance. Planning application PAOS-
0107 expires June 8, 2006.
9. Property located at 41920 6th Street, Hickory Dickory Books. Notice of Violation issued
on February 6, 2006, for off site A-frame sign.
10. Citywide weed abatement to begin February 20, 2006.
