MINUTES OF A REGULAR
MEETING OF THE CITY OF TEMECULA
PUBLlCITRAFFIC SAFETY COMMISSION
DECEMBER 8, 2005
CALL TO ORDER
The City of Temecula PubliclTraffic Safety Commission convened in a regular meeting
at 6:00 p.m. on Thursday, December 8, 2005, in the City Council Chambers of Temecula
City Hall, 43200 Business Park Drive, Temecula, California.
FLAG SALUTE
Commissioner Lanier led the audience in the Flag salute.
ROLL CALL
Present:
Commissioners: Youmans, Lanier, Ramos, and Chairman Jacobs
Absent:
Arbogast.
The following presentation was addressed on page 5.
PRESENTATIONS:
Certificate of Distinguished Service - K9 Trials
Corporal Cohen and K9 Kaos
PUBLIC COMMENTS
A. Mr. Ron Hewison, Chairman of the Public Safety Advisory Commission, of Lake
Elsinore, advised that his attendance of this meeting would merely be for observation on
how a Commission would run.
COMMISSIONER'S REPORTS
A. Commissioner Lanier wished the audience and staff members a good holiday
season and gave kudos to the Police Department for their efforts during the holiday
season as well as the Fire Department with its Spark of Love Toy Drive.
B. Commissioner Youmans also thanked staff, Police, and Fire Department for their
efforts during a busy holiday season.
C. Commissioner Ramos thanked staff for their quick response to correct some
defective signs that he had reported.
D. Chairman Jacobs advised that a goal of the PubliclTraffic Safety Commission
was to create a news letter specifically geared for safety in Temecula, and by way of
overheads, Chairman Jacobs displayed a visual aid of what the news letter could look
like.

COMMISSION CONSENT CALENDAR~
Minutes of October 27. 2005
RECOMMENDATION:
1.1 Approve the Minutes of October 27, 2005.
MOTION: Due to a lack of a quorum, it was the consensus of the Commission to roll the
minutes of October 27, 2005, to the January 26,2005, PubliclTraffic Safety Commission.
COMMISSION BUSINESS
2. Street Name Chanae - Hiahwav 79 South
RECOMMENDATION:
2.1 That the PubliclTraffic Safety Commission consider a street name
change for Highway 79 South. and forward a recommendation to the City
Council.
Director of Building and Safety Elmo, provided a. brief report (of written material),
requesting that the PubliclTraffic Safety Commission consider the following names:
. Temecula Parkway
. Temecula Road, or
. Temecula Boulevard.
For the Commission, Mr. Elmo advised that the name that is chosen will be considered
by the City Council to be followed by notification to residents with regard to the name
change
At this time, the public hearing was opened and due to no speakers, it was closed.
MOTION: Commissioner Youmans moved to rename 79 South Temecula Parkwav.
Commissioner Ramos seconded the motion. (Following additional discussion, voice
vote reflected approval of this motion with the exception of Commissioner
Arbogast who was absent and Paul Jacobs who voted No, see below).
Chairman Jacobs advised that because the 79 South is a business district, he would be
in favor of renaming 79 South Temecula Boulevard, advising that traditionally in City's
of business areas, they are named Boulevard; and that currently there is already a
Pechanga Parkway and that there may be too many Parkways for the area.
MOTION: Chairman Jacobs moved to rename 79 South Temecula Boulevard and due
to a lack of a second, the motion ultimately died.

3. Safety Evaluation - La Serena Wav and Calle Pina Colada,
RECOMMENDATION:
3.1 That the PubliclTraffic Safety Commission review the evaluation
performed for the intersection of La Serena Way and Calle Pina Colada
and determine if traffic signal controls should be considered.
Chairman Jacobs requested that Item No.3 be placed on the agenda for the following
reasons:
. That residents of Calle Pina Cola have expressed their frustration without fail at
every City Council meeting for many months
. That citizens coming to City Hall with concerns deserve a response even though
it may not be what they want or ask for
. That the language of the recommendation limits discussion to the consideration
of a traffic signal at La Serena Way to mitigate some of the conditions residents
have brought to the City's attention, such as volume of traffic .
. That this one potential remedy is the only one under consideratipn tonight
. That the Public Works Department is extremely busy and the request was not
made lightly or as any attempt to appease residents
. That time, effort, and tax dollars have went into preparing a report for a street
that has received more attention than any residential street in the City
. That it would be Chairman Jacobs opinion that a traffic signal has never before
been considered; that a traffic light could offer significant mitigation to some of
the current traffic impacts that residents have brought to the City; and that it
could also potentially come with negative impacts
. That per staff report, traffic warrants do not justify a signal.
Principal Engineer Moghadam presented the Commission with a staff report (of written
record).
By way of overheads, Associate Engineer Gonzalez displayed the conditions before La
Serena Road was restriped.
Responding to Commissioner Lanier's questions, Principal Engineer Moghadam stated
that installation of a traffic signal would cost $140,000.00, and that it would have to
compete with several other projects that have met warrants.
Commissioner Ramos advised that if a traffic signal were to be installed, it would operate
24/7 and would not be shut down during slow peak hours.

At this time the public hearing was opened.
The following individuals spoke aoainst a traffic at the intersection at La Serena Way and
Calle Pina Colada:
. Mr. Mike Kuhn, Calle Pina Colada, Temecula
. Ms. Anne Mollman, Yuba Circle, Temecula
. Mr. Reeves Mollman, Yuba Circle, Temecula
. Ms. Diana Broderick, Nob Court, Temecula
. Ms. Jayme Christian, Calle Pina Colada, Temecula
The above mentioned individuals spoke against a traffic signal at the intersection at La
Serena Way and Calle Pina Colada for the following reasons:
'. That when the sun sets it would be dangerous to have a signal at Calle Pina
Colada and Serena Way
. That the City Council has not addressed the problems of Calle Pina Colada
. That the problems on Calle Pina Colada are worsening
. That residents in the area of Calle Pina Colada deserve some relief of the high
volume of traffic
. That the main problem on Calle Pina Colada would be a high volume of traffic
. That school-aged children of Meadowview attend Rancho Elementary School
. That although residents appreciate the efforts of the PubliclTraffic Safety
Commission, a signal, would not resolve the problem of too many cars
. That opening closed roads would alleviate some of the volume of traffic on Calle
Pina Colada
. That the City keeps building homes without the infrastructure to handle the traffic
. That a signalized intersection would only encourage more traffic on Calle Pina
Colada Road.
At this time the public hearing was closed.
For the Commission, Mr. Moghadam clarified that the staff report indicates that Calle
Pina Colada is a 40-foot wide residential street which functions as a collector street.
Commissioner Youmans relayed that it would be his opinion that a signal at Calle Pina
Colada and La Serena Way will not reduce the amount of traffic on the street but rather,
add other problems to Calle Pina Colada.
Echoing Commissioner Youmans' comment, Commissioner Lanier concurred that a
signal would not be a resolution.
Clarifying for the Commission and audience, Principal Engineer Moghadam explained
the traffic signal warrants (per staff report).
Chairman Jacobs stated that he would be in favor of a traffic signal at Calle Pina Coiada,
advising that a traffic signal would allow more vehicles to move off of Calle Pina Colada
allowing residents to exit their driveways in a safer manner; and that as stated in the
staff report, the guidelines indicate that the satisfaction of anyone warrant would not

necessarily be justification of for the installation of a traffic signal but would also not rule
it out.
MOTION: Commissioner Lanier moved to approve staff recommendation to not
recommend the installation of a traffic signal at the intersection of La Serena Way and
Calle Pina Colada. Commissioner Ramos seconded the motion and voice vote reflected
aooroval of the denial of the consideration of a traffic signal with the exceotion of
Commissioner Arbogast who was absent and Chairman Jacobs who voted No.
Chairman Jacobs thanked the residents for their attendance and voicing their concerns
regarding Calle Pina Colada.
PRESENTATIONS:
Police Chief Domenoe stated that K9 Kaos was voted the Top Dog at the last K9 trials
held November 4th and 5th, 2005, in Temecula.
Thanking the Commission for the Certificate of Distinguished Service, Corporal Cohen
gave a brief overview of the K9 trials.
The PubliclTraffic Safety Commission congratulated Corporal Cohen and K9 Kaos for an
excellent job.
4. Election of Chair oerson and Vice-Chair oerson,
RECOMMENDATION:
4.1 That the PubliclTraffic Safety Commission entertain nominations from the
Commissioners to elect a Chairperson and a Vice-Chairperson to preside
through the 2006 calendar year.
Commissioner Lanier, Youmans, and Ramos thanked Chairman Jacobs for his service
as Chairman for the past year.
MOTION: Commissioner Lanier moved to appoint Commissioner Youmans as
Chairman for the PubliclTraffic Safety Commission. Commissioner Ramos seconded
the motion and voice vote'reflected aooroval, with the exceotion of Commissioner
Arbogast who was absent.
MOTION: Commissioner Youmans moved to nominate Commissioner Arbogast as Vice
Chair person. Chairman Jacobs seconded the motion and voice vote reflected approval
with the exceDtion of Commissioner Arbogast who was absent.
Commissioner Youmans noted his desire of rotating the attendance of City Council
,meetings with the Vice Chairperson.
5. Traffic Enoineer's Reoort,
Principal Engineer Moghadam advised that upgrades to the old Caltrans controller boxes
and software on the 79 South will take place in the near future.

6. Police Chiefs Reoort
Chief Domenoe introduced newly hired Lieutenant Rich Wyle who has been assigned to
the Temecula station.
Corporal Albert noted the following:
. That there were no problems with regard to the K9 event and Spark of Love Toy
Drive
. That the holiday parade went well with minimal problems
. That the next two DUI check points,will take place on December 16, 2005, on
Jefferson Avenue and on December 31,2005, at Pechanga Parkway.
7. Fire Chiefs Reoort
No fire report given.
ADJOURNMENT
At 7:38 p.m. Chairman Jacobs formally adjourned this meeting to Thursday, January 26,
2006 at 6:00 P.M., in the Citv Council Chambers, 43200 Business Park Drive, and
Temecula.
