MINUTES OF A REGULAR
MEETING OF THE CITY OF TEMECULA
PUBLlCITRAFFIC SAFETY COMMISSION
JANUARY 26, 2006
CALL TO ORDER.
The City of Temecula PubliclTraffic Safety Commission convened in a regular meeting
at 6:00 p.m. on Thursday, January 26, 2006, in the City Council Chambers of Temecula
City Hall, 43200 Business Park Drive, Temecula, California.
FLAG SALUTE
Commissioner Arbogast led the audience in the Flag salute.
ROLL CALL
Present:
Commissioners: Lanier, Jacobs, Arbogast, and Chairman Youmans.
Absent:
Ramos.
PRESENTATIONS:
Senior Management Analysf Adams stated that the Temecula Citizen Corps training
requirements message for 2006 will be: Reliance and Personal Preparedness. Via
overheads, Mr. Adams noted the following:
. That CERT training classes will be advertised through the City's website
. That thus far, there would be 90 individuals who have received CERT training
. That a CERT training class will be held February 17, 18, and 25 at Guidant
. That a TCC Cert Disaster Drill will be held on Saturday, March 25, at Chapparal
High School.
At this time, Mr. Adams introduced Mr. Bob Hagel, Program Administrator and Cynthia
Quigley, County Office of Emergency Services, who provided a brief overview and
objectives of CERT training.
The PubliclTraffic Safety Commission thanked staff for the presentation.
Lieutenant Rile, Temecula Police Department informed the Commission of an upcoming
Bank Robbery Workshop that will be held on Tuesday, February 14, 2006, and would
include preventative measures, perpetrator identification techniques, law enforcement
responses and procedures, advising that this workshop would be to assist local banks.
The PubliclTraffic Safety Commission thanked Lieutenant Rile for his update.

PUBLIC COMMENTS
A. Mr. Mike Kuhn, Temecula, spoke with regard to Calle Pina Colada Road, noting
that Calle Pina Colada has always been a residential street and asked when it was
designated a collector street. Mr. Kuhn also queried if the Commission has ever
considered the possibility of installing chicanes on Calle Pina Colada to slow down
traffic.
B. Ms. Diana Broderick, Temecula, requested that the PubliclTraffic Safety
Commission consider, approve and fund a traffic study in the Meadowview area and
requested that all closed streets be opened.
C. Suzanne Zychowicz, Temecula, spoke with regard to safety concerns that would
occur with closed roads, and requested that traffic studies be performed on Campo
Verdes, Stanford Drive, Chantemar Way, Montecera, Calle Medusa, Calle Pina Colada,
and all other roads that would be negatively impacted by closed roads.
COMMISSION REPORTS
A. Commissioner Arbogast welcomed new Police Captain Aim to the City of
Temecula as well as thanked the Commission for the nomination of Vice-Chairperson for
the PubliclTraffic Safety Commission.
B. Commissioner Jacobs advised the Commission that he has had an opportunity to
become involved in the Temecula Citizen Corps and encouraged the audience and
fellow Commissioners to get involved as well.
C. Commissioner Lanier welcomed Chief Aim back to the City. Commissioner
Lanier also noted that he had read an article in the paper that the City of Murrieta will be
installing red light cameras and queried on the cost of these lights.
For Commissioner Lanier, Director of Public Works Hughes noted that he will explore his
req uest.
Referencing graffiti, Assistant to the City Manager Yates advised the Commission that
the Police Department in conjunction with the Temecula Valley School District will be
giving a public education seminar on graffiti, drug and gang presentation at high schools
and middle schools. Mr. Yates noted that he will keep the Commission apprised of the
public education presentation as more information becomes available.
Chairman Youmans thanked the audience for their public comments.
In response to Chairman Youman's query regarding emergency vehicles, Sergeant Pino
advised that no vehicles would be allowed to be within 300 feet of an emergency vehicle
when in route.

COMMISSION CONSENT CALENDAR
1. Minutes of October 27.2005 and December 8.2005
RECOMMENDATION:
1.1 Approve the Minutes of October 27, 2005.
MOTION: Due to a lack of a quorum, it was the consensus of the PubliclTraffic Safety
Commission to roll Item No. 1.1 to the February 23, 2006, PubliclTraffic Safety
Commission meeting.
1.2 Approved the Minutes of December 8, 2005.
MOTION: Commissioner Lanier moved to approve Item No. 1.2. Commissioner Jacobs
seconded the motion and voice vote reflected aDDroval with the exceDtion of
Commissioner Arbogast who abstained.
COMMISSION BUSINESS
2. Traffic Enaineer's ReDort.
Principal Engineer Moghadam had no report at this time.
3. Police Chiefs ReDort
Sergeant Pi no offered the following comments:
. That schools zones are doing well and that complaints have been minimal.
. That the D.U.1. check point held on New Year's Eve was a success.
Commissioner Jacobs gave kudos to the Police Department with regard to the Stop
Light Abuse Program.
4. Fire Chiefs ReDort
No report at this time.
ADJOURNMENT
At 7:05 p.m. Chairman Youmans formally adjourned this meeting to Thursday, February
23. 2006 at 6:00 P.M., in the City Council Chambers, 43200 Business Park Drive, and
Temecula.
