PUBLIC COMMENTS
A total of 15 minutes is provided so members of the public can address the Commission on items
that are not listed on the Agenda. Speakers are limited to two (2) minutes each. If you desire to

OCTOBER 27, 2005
CALL TO ORDER
The City of Temecula PublicfTraffic Safety Commission convened in a regular meeting
at 6:00 p.m. on Thursday, October 27, 2005, in the City Council Chambers of Temecula
City Hall, 43200 Business Park Drive, Temecula, California.
FLAG SALUTE
Commissioner Ramos led the audience in the Flag salute.
ROLL CALL
Present:
Commissioners: Arbogast, Ramos, and Chairman Jacobs.
Absent:
Youmans and Lanier.
PRESENTATIONS:
Fire Marshal McBride introduced newly hired Fire Marshal Steve Faris, who will be the
new Fire Marshal for the City of Temecula.
On behalf of the City of Temecula PublicfTraffic Safety Commission, Chairman Jacobs
presented a certificate of appreciation to Fire Marshal McBride for his exceptional,
personal, and professional efforts for the past five years with the City of Temecula.
Fire Marshal McBride thanked the PublicfTraffic Safety Commission for the recognition.
By way of Power Point Presentation, Battalion Chief Deyo and Fire Captain Steve Beech
presented the PublicfTraffic Safety Commission with various slides of an Urban Search
and Rescue in New Orleans in which they both had an opportunity to participate in.
The Publicrrraffic Safety Commission thanked Chief Deyo and Captain Beech for their
presentation.

COMMISSIONER'S REPORTS
A. Commissioner Arbogast thanked staff for the Commission recognition dinner.
Ms. Arbogast also informed the audience of the Public Safety Expo to be held on
Saturday, November 5, 2005 at 8:00 am to 3:00 pm at Chaparral High School.

B. Commissioner Ramos advised that he has been reappointed as a PublicfTraffic
Safety Commissioner and is looking forward to serving another term.
Commissioner Ramos also expressed his concern to staff regarding a right-turn
lane on Calle Medusa and La Serena Way.
C. . Echoing a comment made my Commissioner Arbogast, Chairman Jacobs also
expressed his gratitude for the Commission recognition dinner. Chairman Jacobs
gave kudos to local photographer, Edward Hannigan, for his photos with regard
to Drinking under the Influence (DUI) checkpoint.
COMMISSION CONSENT CALENDAR
1. Minutes of AUlJust 25. 2005
RECOMMENDATION:
1.1 Approve the Minutes of August 25, 2005.
MOTION: Commissioner Arbogast moved to approve the Consent Calendar.
Commissioner Ramos seconded the motion and voice vote reflected approval with the
exceotion of Commissioner Youmans and Lanier who were absent.
COMMISSION BUSINESS
2. Parkino Restrictions - Via Las Colinas
RECOMMENDATION:
2.1 That thePublicfTraffic Safety Commission recommend:
1. That the City Council adopt a resolution establishing a parking
restriction on the north side of Via Las Colinas from Moraga Road to
approximately 690 feet west of Moraga Road; and
2. That the City Council adopt a resolution establishing a parking
restriction on Moraga Road between Rancho California Road and Via
. Las Colinas.
Principal Engineer Moghadam presented a staff report (of written record).
Clarifying for Commissioner Arbogast, Mr. Moghadam stated that after the completion of
construction at Moraga Road, a full intersection will be in service.
MOTION: Commissioner Arbogast moved to approve staff recommendation.
Commissioner Ramos seconded the motion and voice vote reflected approval with the
exceotion of Commissioner Youmans and Lanier who were both absent.

3. Turn Restrictions - Jefferson Avenue at Sanborn Avenue
RECOMMENDATION:
3.1 That the PublicfTraffic Safety Commission review and recommend
maintaining the present level of traffic control at the intersection of
Jefferson Avenue and Sanbom Avenue.
Principal Engineer Moghadam presented a staff report (of record).
At this time, the public hearing was opened.
Mr. Allen Orr, Temecula, expressed his concern with the amount of traffic on Madison
Avenue and Sanborn Avenue but relayed his happiness with the new intersection will be
installed in the near future.
At this time, the public hearing was closed.
For the Commission, Sergeant Pi no stated that he will send officers out to Jefferson
Avenue and Sandbom Avenue periodically to monitor the area.
MOTION: Commissioner Ramos moved to approve staff recommendation.
Commissioner Arbogast seconded the motion and voice vote reflected approval with the
exceotion of Commission Youmans and Lanier who were absent.
4. Commission Meetina Schedule - November and December 2005
RECOMMENDATION:
4.1 That the Publicrrraffic Safety Commission direct the Secretary to cancel
and reschedule the regular meetings for November and December 2005,
and to perform the appropriate postings and noticing requirements per the
Government Code.
Principal Engineer Moghadam presented a staff report (of record).
It was the consensus of the Commission to consolidate the meetings of November 24,
2005 and December 22, 2005 into one meeting on Thursday, December 8, 2005.
5. Traffic Enaineer's Reoort
No additional comments.
6. Police Chiefs Reoort
Sergeant Pino reported on the following:
. That October has been a very busy month
. That there have been nine DUI related accidents with -teens

. That there are 400 to 500 red light tickets a month issued
. That school zone complaints have been minimal
. That the Race for the Cure event went well.
7. Fire Chiefs ReDort
Battalion Fire Chief report that the Roripaugh Fire Station is progressing well.

At 7:22 p.m. Chairman Jacobs formally adjourned this meeting to Thursday, December

JANUARY 26, 2006
CALL TO ORDER
The City of Temecula PublicfTraffic Safety Commission convened in a regular meeting
at 6:00 p.m. on Thursday, January 26,2006, in the City Council Chambers of Temecula
City Hall, 43200 Business Park Drive, Temecula, California.
FLAG SALUTE
Commissioner Arbogast led the audience.in the Flag salute.
ROLL CALL
Present:
Commissioners: Lanier, Jacobs, Arbogast, and Chairman Youmans.
Absent:
Ramos.
PRESENTATIONS:
Senior Management Analyst Adams stated that the Temecula Citizen Corps training
requirements message for 2006 will be: Reliance and Personal Preparedness. Via
overheads, Mr. Adams noted the following:
. That CERT training classes will be advertised through the City's website
. That thus far, there would be 90 individuals who have received CERT training
. That a CERT training class will be held February 17, 18, and 25 at Guidant
. That a TCC Cert Disaster Drill will be held on Saturday, March 25, at Chapparal
High School.
At this time, Mr. Adams introduced Mr. Bob Hagel, Program Administrator and Cynthia
Quigley, County Office of Emergency Services, who provided a brief overview and
objectives of CERT training.
The Publicrrraffic Safety Commission thanked staff for the presentation.
Lieutenant Rile, Temecula Police Department informed the Commission of an upcoming
Bank Robbery Workshop that will be held on Tuesday, February 14, 2006, and would
include preventative measures, perpetrator identification techniques, law enforcement
responses and procedures, advising that this workshop would be to assist local banks.
The Publicrrraffic Safety Commission thanked Lieutenant Rile for his update.

PUBLIC COMMENTS
A. Mr. Mike Kuhn, Temecula, spoke with regard to Calle Pina Colada Road, noting
that Calle Pina Colada has always been a residential street and asked when it was
designated a collector street. Mr. Kuhn also queried if the Commission has ever
considered the possibility of installing chicanes on Calle Pina Colada to slow down
traffic.
B. Ms. Diana Broderick, Temecula, requested that the PublicfTraffic Safety
Commission consider, approve and fund a traffic study in the Meadowview area and
requested that all closed streets be opened.
C. Suzanne Zychowicz, Temecula, spoke with regard to safety concerns that would
occur with closed roads, and requested that traffic studies be performed on Campo
Verdes, Stanford Drive, Chantemar Way, Montecera, Calle Medusa, Calle Pina Colada,
and all other roads that would be negatively impacted by closed roads.
COMMISSION REPORTS
A. Commissioner Arbogast welcomed new Police Captain Aim to the City of
Temecula as well as thanked the Commission for the nomination of Vice-Chairperson for
the PublicfTraffic Safety Commission.
B. Commissioner Jacobs advised the Commission that he has had an opportunity to
become involved in the Temecula Citizen Corps and encouraged the audience and
fellow Commissioners to get involved as well.
C. Commissioner Lanier welcomed Chief Aim back to the City. Commissioner
Lanier also noted that he had read an article in the paper that the City of Murrieta will be
installing red light cameras and queried on the cost of these lights.
For Commissioner Lanier, Director of Public Works Hughes noted that he will explore his
request.
Referencing graffiti, Assistant to the City Manager Yates advised the Commission that
the Police Department in conjunction with the Temecula Valley School District will be
giving a public education seminar on graffiti, drug and gang presentation at high schools
and middle schools. Mr. Yates noted that he will keep the Commission apprised of the
public education presentation as more information becomes available.
Chairman Youmans thanked the audience for their publiC comments.
In response to Chairman Youman's query regarding emergency vehicles, Sergeant Pi no
advised that no vehicles would be allowed to be within 300 feet of an emergency vehicle
when in route.

MOTION: Due to a lack of a quorum, it was the consensus of the PublicfTraffic Safety
Commission to roll Item No. 1.1 to the February 23, 2006, PublicfTraffic Safety
Commission meeting.
1.2 Approved the Minutes of December 8, 2005.
MOTIO~: Commissioner Lanier moved to approve Item No. 1.2. Commissioner Jacobs
seconded the motion and voice vote reflected aDDroval with the exceDtion of
Commissioner Arbogast who abstained.
COMMISSION BUSINESS

Principal Engineer Moghadam had no report at this time.
3. Police Chiefs ReDort
Sergeant Pino offered the following comments:
. That schools zones are doing well and that complaints have been minimal.
. That the D.U.1. check point held on New Year's Eve was a success.
Commissioner Jacobs gave kudos to the Police Department with regard to the Stop
Light Abuse Program.
4. Fire Chiefs ReDort
No report at this time.

Also, City Maintenance staff responded to ~ service order requests ranging from weed abatement, tree trimming,
sign repair, A.C. failures, litter removal, and catch basin cleanings. This is compared to..12.... service order requests
for the month of December. 2005.
The Maintenance Crew has also put in 70 hours of overtime which includes standby time, special events and
response to street emergencies.
The total cost for Street Maintenance performed by Contractors for the month of. Januarv. 2006 was $7.255.00
compared to $25.383.00 for the month of December. 2005.
