That the Community Services Commission review and approve the
installation of the sculpture titled "The voice of Water" on the plaza in
the west main entrance to the Temecula Corporate Center project
located on Via Industria.
BACKGROUND:
Pursuant to the requirements of the city's Art in Public Places
ordinance, a developer will pay an "in lieu art fee" equivalent to one-
tenth of one percent of the building valuation cost, in excess of
$100,000, or the developer may apply to install public art that meets
or exceeds the "in lieu art fee required for the project. The "in lieu art
fee for this project is $12,532.00. The appraised value of the art work
is $27,000.00. The value ofthe artwork exceeds the requirement for
the Art in Public Places ordinance, and will provide public art that will
be enjoyed by the community for years to come

That the Community Services Commission:
Receive and file this report regarding City sponsored senior citizen programs offered at the
Mary Phillip's Senior Center.
DISCUSSION: For the past twelve years, the City of Temecula has proudly
served the ever increasing number of senior citizens of the Temecula Valley by offering a wide
variety of opportunities at the Mary Phillip's Senior Center. Today, the center is extremely
active providing recreational, as well as, human services programs and activities.
The current programs include but are not limited to a daily lunch program, transportation
program, exercise classes, dance classes, bridge, excursions, pot-lucks, special events and
much more.
With regard to the existing transportation program, we are pleased to announce that the City
recently purchased a new twenty-six passenger mini-bus, complete with wheel chair
accessibility. This new addition to the City's vehicle fleet has enabled the staff at the center
to expand the current transportation program to better serve an increased number of seniors,
as well as those with special needs.
Several newer programs at the center include: the -Riverside Transit Agency (RT AI Discount
Transportation Program-. The RT A now offers a reduce fare on the fixed route program for
senior citizens ages 60 and older and for those individuals with special needs. With the
purchase of a $2.00 photo ID card, qualified riders pay the reduced fare of $.60 per trip rather
than the standard rate of $1.25 per trip. A customer service specialist from the Riverside
Transit Agency will be available at the center every fourth Wednesday of each month from 10
a.m.- 12 noon to encourage the use of the program as well as to make photo ID cards on site.
The Senior Medication Awareness Training Program known as -SMARxT- has recently been
funded and endorsed by the Riverside County Department on Aging. This program was created
due to the risks associated with many seniors improperly using their prescribed medications.
This innovative program will provide Temecula seniors with important informational handouts,
media material and an individual medication tracking card to aid each senior in managing their
overall health.
The -Fun Fit and Fabulous- exercise program continues to gain more popularity as more and
more seniors understand the importance of overall health. As a result, this exciting program
has now expanded to five days per week.

As you are aware, the Seniors Golden Years of Temecula Valley have always been a very
important part of the Mary Phillip's Senior Center. They continue to provide additional
programs and volunteer support that are instrumental in the overall success of the center.
This evening, Recreation Supervisor Candice Adkisson-Flohr will provide additional information
regarding the overall operations and opportunities at the Mary Phillip's Senior Center.
Attached are samples of some of the marketing materials that are currently being used to
promote a variety of activities and programs offered at the Mary Phillip's Senior Center.

RT A is offering a reduce. fare for seniors (60 or above) and
persons with disabilities on the fixed bus route service
program. General fares are normally $1.25. However, you
can purchase a photo ID card for $2.00. This will. reduce the
cost of your fare to 60 cents. The card is valid for 3 years.
Beginning in April! A RTA customer service specialist will be
on hand every fourth Wednesday of each month from
. 10:00am-12:00pm at the Mary Phillips Senior Center located
at 41845 Sixth St. Temecula.

So, what is a SMARxT Card?
The SMARxT Card Program was created in response to the fact that older adults are at risk from consequences
of the improper use of medication. In the year 2000, the Food & Drug Administration (FDA) noted that
approximately 100,000 people die each year due to this growing problem.
The need to focus on an educational program to inform and train seniors became clear when statistics showing
more than 35 million older Americans will consume more than half of all the prescriptions medicines dispensed in
the country.
The program format includes: an introduction to the risk involved when not using medications properly, empowering
seniors with tools to use when dealing with medical professionals. Also, included is a "SMARxT" Card and
educational 10 minute video entitled "To Lead a Better Life," narrated by Walter Cronkite.
The Mission:
. Promote the appropriate use of medication
. Prevent needless pain and suffering and avoid the high cost of hospitalizations
. Save countless lives and billions of dollars in healthcare cost
. Help improve the quality of life for older Californians and their families

BACKGROUND:
That the Community Services Commission review and comment on
the proposed Civic Center Site Master Plan.
Over the past several weeks, the City Council Sub-Committee
consisting of Mayor Ron Roberts and Council member Jeff
Comerchero, with staff, have been working with NMR Architects to
develop a site master plan for the City's Old Town Civic Center site.
For tonight's meeting Deputy City Manager Gary Thornhill and
Redevelopment Director John Meyer are here to provide the
Commission with an overview of the project.

Construction of the Patricia H. Birdsall Sports Park (Wolf Creek Sports Complex) continues. Installation
of the field lighting, installation of artificial turf fields and parking lot are complete. Construction of the
buildings and irrigation systems continue.
Construction of the Temecula Public Library project is currently underway. Construction of the retainer
walls is complete and the structural steel is nearing completion. Staff continues to meet regularly to
discuss furniture selections, information systems needs, etc.
Construction of the Boys and Girls Club project at Kent Hintergardt Park is currently underway. Standard
Pacific has started construction of the parking lot improvements.
The Community Services Department released an RFQ to landscape architect firms for Redhawk Park
Improvements for the four Redhawk park sites acquired on June 30, 2005 with the annexation of Redhawk
into the City of Temecula. The City Council approved a contract with RJM Design to being designing the
improvements to the park sites. These improvements include picnic tables, picnic shelters, park benches,
sidewalks, tot lots, etc.
The Cultural Arts Division is busy preparing for the winter-spring sessions of classes and activities as
outlined in the Guide to Leisure Activities. In addition, the Cultural Arts Division is responsible for the day-
to-day operations at the Old Town Temecula Community Theater, the History Museum and the
Imagination Workshop, Temecula Children's Museum.
The Development Services Division continues to participate in the development review for projects within
the City including Wolf Creek, Roripaugh and Harveston, as well as overseeing the development of parks
and recreation facilities, and the contract for refuse and recycling, cable television services and
assessment administration.
The TCSD Maintenance Division continues to oversee the maintenance of all City parks and facilities, arid
assist in all aspects of Citywide special events.

The Recreation Division staff is currently programming for the winter/spring classes and activities and
special events including the Spring Egg Hunt, the Summer Film and Concert series, the 4111 of July parade
and fireworks extravaganza and many other special events.
